Considering standing armies dangerous, he should not seek to enlarge the present military establishment. The gradual increase of the navy, the preservation of forts, and other works of de fence, are favorably noticed. The national militia is styled the bulwark of defence. He will observe a just and liberal policy towards the Indians. The recent demonstration of public sentiment pre scribes, in characters too legible to be overlooked, to the Executive, the task of reform, which particularly requires the correction of those abuses which have brought the patronage of the Federal Government into conflict with the freedom of elections, and the counter action of those causes which have disturbed the rightful course of appointment, and have placed, or continued power in unfaithful or incompetent hands. He says he should look with reverence to the examples of public virtue left by his illustrious predecessors, and with veneration to the lights which flow from the mind that founded and the mind that reformed our system.
