Book excerpt: Excerpt from The History of Federal and State Aid to Higher Education in the United States One of the chief difficulties encountered in writing the following monograph, has been to determine what schools should be classified as institutions of higher education. When treated historically higher education is quite relative in its nature. There is no line that can be drawn separating into groups schools of the same grade of work. The names of institutions are misleading; an Old time academy might have been equal in curriculum and instruction to a modern college, and on the other hand a modern high school may be equivalent to an old time college. There has always been a tendency for an institution, when first founded, to take upon itself a great name with the hope of soon becoming greater than its name. All classification is at best merely relative. Under such circumstances there is only one alternative - to classify institutions appearing under the names of college and uni versity as schools Of superior instruction. On the other hand, many normal schools have courses of instruction ranging into the classics and higher English branches. But as these schools are professional, being devoted to the preparation Of teachers in the primary and secondary schools, they are naturally excluded from the classification under higher education. They should be treated by themselves, and it would be exceedingly interesting to trace the history of normal education in the United States. The question of determining the position of pure agricultural and technical schools, where the chief work has been directed to manual training rather than to theoretical knowledge, is not easily settled. In this monograph the agricultural and mechanical colleges have been in cluded, as upon the whole the best solution of the question. Book excerpt: Excerpt from State Aid to Higher Education, Vol. 18: A Series of Addresses, Delivered at the Johns Hopkins University It has sometimes been asserted, and at other times been assumed, that the policy of supporting higher education by the State is in this country practically a new policy, or one which does not rest upon a traditional or historical foundation. While everyone at all familiar with the trend of educational affairs must admit that the growth of State universities is one of the most remarkable features of recent educational development, very few seem to be aware of the fact that State assistance to education, in all its branches, has been the traditional policy of the country. Not long since I heard an eloquent address on State universities, in which the speaker admitted that the movement was irresistible. He declared that it could no more be stopped, either by denominational prejudice, or by outcries against socialism or by the advocates of laissez faire, than the building of railroads and the running of trains across the plains can be stopped by the shouts of Indians or the showers of Indian arrows. Occasionally, he said, an engineer or a fireman may be shot down, but his place is at once filled and the work goes on as before. So it was, he said, with the inevitable progress of the State universities. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Nation and the Schools: A Study in the Application of the Principle of Federal Aid to Education in the United States The purpose of this book and the plan of treatment are set forth in Chapter I. The authors desire here to acknowledge their indebtedness to Dr. E. H. Reisner and Dr. I. L. Kandel of Teachers College, Columbia University, for their kindness in reading critically cer tain of the chapters dealing with the historical develop ment of Federal aid to education, and to Miss Frances M. Burke, of the Indiana, Pa., State Normal School, for her painstaking work in preparing the statistical tables. Paragraphs from an article contributed by one of the authors to The New Republic, December 13, 1919, form part of Chapter XVIII, and are reprinted with the permission of the publishers. Of the earlier works from which data have been taken in the con struction of the tables, especial mention should be made of F. H. Swift's Permanent Public common-school Funds (henry Holt and Company) and E. P. Cubberley and E. C. Elliott's State and County School Adminis trullan (the Macmillan Company). Book excerpt: Excerpt from Before Vassar Opened: A Contribution to the History of the Higher, Education of Women in America The movement for the higher education of wo men was so slow in enlisting the interest of the country that it is perhaps not surprising that no full history of it exists. For it was not only slow, but obscure, and came to large recogni tion only after the war, when a great gift con stituted a college that could attract the atten tion of a people absorbed in other and more pressing interests. Since that time our interest has been focused on progress and results, rather than on origins, and history has been subordinated to prophecy. The details of the earlier record, moreover, must be sought in a scattered literature of small interest to any but special students, in catalogues, in government reports, in old newspapers, and in occasional histories of individual institutions and in bio graphies of leaders of more or less distinction. But we cannot continue content with the pres ent or with our hopes, and must ask what early steps preceded what has seemed to most the sudden bursting of a new idea in the his tory of man. That Vassar's opening marked an epoch there can be no question, and the so cial and economic conditions that followed the Civil War responded immediately to the new opportunity; but the results could not have been so immediate and. So encouraging had it not been for the efforts of many pioneers in the North and in the South. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. The query that year was, resolved, That the constitution of North Carolina should be so amended as to allow women to vote under the same qualifications as men. Ninety schools participated in the first annual state-wide debate, which was held on February 22, 1913. Sixteen schools won both debates and sent their teams to Chapel Hill for the final contest. The Pleasant Garden high school, represented by Grady Bow man and S. C. Hodgin, on the affirmative, won the Aycock Memorial Cup in the final debate on March 7, 1913. One hundred and fifty high schools took part in the second annual state-wide debate on March 20, 1914, onthe subject, resolved, That the constitution of North Carolina should be so amended as to allow the initiative and referendum in state-wide legislation. Forty-one schools won both of their debates and sent their team-s to Chapel Hill for the final contest.
