The designation of World Heritage status brings a new dimension to the functioning of local communities and particularly through tourism. Too many tourists accentuated by the World Heritage label, or in some cases not enough tourists, despite anticipation of increased numbers, can act to disrupt and disturb relations within a community and between communities. Either way, tourism can be seen as a form of activity that can generate interest and concern as it is played out within World Heritage Sites. But the relationships that World Heritage Sites and their consequent tourism share with communities are not just a function of the number of tourists. The relationships are complex and ever changing as the communities themselves change and are built upon long-standing and wider contextual factors that stretch beyond tourism. This volume, drawing upon a wide range of international cases relating to some 33 World Heritage Sites, reveals the multiple dimensions of the relations that exist between the sites and local communities. The designation of the sites can create, obscure and heighten the power relations between different parts of a community, between different communities and between the tourism and the heritage sector. Increasingly, the management of World Heritage is not only about the management of buildings and landscapes but about managing the communities that live and work in or near them.

Book excerpt: Arizona’s San Pedro Valley is a natural corridor through which generations of native peoples have traveled for more than 12,000 years, and today many tribes consider it to be part of their ancestral homeland. This book explores the multiple cultural meanings, historical interpretations, and cosmological values of this extraordinary region by combining archaeological and historical sources with the ethnographic perspectives of four contemporary tribes: Tohono O’odham, Hopi, Zuni, and San Carlos Apache. Previous research in the San Pedro Valley has focused on scientific archaeology and documentary history, with a conspicuous absence of indigenous voices, yet Native Americans maintain oral traditions that provide an anthropological context for interpreting the history and archaeology of the valley. The San Pedro Ethnohistory Project was designed to redress this situation by visiting archaeological sites, studying museum collections, and interviewing tribal members to collect traditional histories. The information it gathered is arrayed in this book along with archaeological and documentary data to interpret the histories of Native American occupation of the San Pedro Valley. This work provides an example of the kind of interdisciplinary and politically conscious work made possible when Native Americans and archaeologists collaborate to study the past. As a methodological case study, it clearly articulates how scholars can work with Native American stakeholders to move beyond confrontations over who “owns” the past, yielding a more nuanced, multilayered, and relevant archaeology.

Siobhan Hart examines the narratives told by and about Native American communities at heritage sites of the Aquinnah Wampanoag tribe on Martha’s Vineyard, the Pocumtuck in Deerfield, Massachusetts, the Mashantucket Pequot reservation in Connecticut, and Plimoth Plantation in Massachusetts. She looks at interpretive signage, exhibits, events, and visitor engagement strategies that try to reverse the common idea that Native peoples no longer exist in these landscapes and asks whether the messages of these sites really do help break apart the power structures of colonialism. She finds that in many cases whiteness is still presented to visitors as the cultural norm and that the burden of decolonizing often falls on indigenous curators, interpreters, and collaborators. Hart’s analysis spotlights the persistence of racialization and structural inequalities in these landscapes, as well as the negative effects of these problems on current Native American sovereignty. The broader goal of decolonization, she argues, remains unrealized. This book presents startling evidence of the ways even well-intentioned multiperspective approaches to heritage presentations can undermine the social justice they seek. But, what is one to make of the utopias of progress and development for which these buildings and sites stand? After all, concern for ‘modern heritage’ invariably—and paradoxically it seems—has to reckon with those utopias as problematic futures of the past, a circumstance complicating intentions to preserve a recent ‘culture’ of modernization on the African continent. This book, a new title in Routledge’s Studies in Culture and Development series, introduces the concept of ‘global heritage assemblages’ to analyse that problem. Based on extensive anthropological fieldwork, it describes how various governmental, intergovernmental, and non-governmental actors engage with colonial and post-colonial built heritage found in Eritrea, Tanzania, Niger, and the Republic of the Congo.
