The Department of Child Hygiene of the Russell Sage Foundation has just completed an investigation to find out what progress has been made in this field in the sixteen years that have elapsed since this beginning. Medical inspection is an extension of the activities of the school in which the educator and the physician join hands to insure for each child such conditions of health and vitality as will best enable him to take full advantage of the free education offered by the state. Its object is to better health conditions among school children, safeguard them from disease, and render them healthier, happier, and more vigorous. It is founded on a recognition of the intimate relationship between the physical and mental conditions of the children, and the consequent dependence of education on health conditions. There are in this country some 1285 cities having organized systems of graded public schools under superintendents. The investigation covers these cities and returns have been received from 1038 or nearly 90 per cent of them. For the purposes of tabulating results, the several states of the Union have been divided into five groups, following the order adopted by the United States Census.
