Book excerpt: In 1980, President Jimmy Carter announced that any attempt by any outside force to gain control of the Persian Gulf region will be regarded as an assault on the vital interests of the United States of America. A decade later the United States was at war after one Gulf state was invaded and another was placed at risk. It is clear that we still count Gulf security and stability as vital interests. As we now consider possible future security arrangements for the Gulf region, it is worth looking at the potential usefulness of regional organizations. Of greatest interest in this respect is the Gulf Cooperation Council (GCC), composed of Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman. What kind of security role can the GCC play? Are there means by which the United States can strengthen the GCC's ability to be a collective defense organization? This paper attempts to answer these questions.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the withdrawal of combat troops from Iraq in 2011, the United States maintains significant national security interests in the Persian Gulf region. Those interests need to be protected and advanced by proactive political, military, and other measures including the shared responsibility for the navigation and trafficability throughout the Persian Gulf and Strait of Hormuz. The Islamic Republic of Iran remains a major foreign policy and security challenge for the U.S. and its strategic and trading partners because of its aggressive nature and demonstrated willingness to acquire the technology that could yield deployment of nuclear weapons. More modest defense appropriations will constrain American force projection thus necessitating a more collective response to ensure Gulf security, including the possible introduction of outside stakeholders such as China and India. In the meantime, the United States will need to work with its Gulf Cooperation Council (GCC) and other regional partners to ensure that they have the capacity, interoperability, and willingness to work alone and/or in concert to discourage Iranian aggression.

Book excerpt: Military and security cooperation with Gulf Cooperation Council (GCC) states is of continuing importance for the United States, given the region's pivotal location in the Middle East and proximity to Iran. But recent developments in the defense posture of the United States, together with the U.S. responses to the Arab Spring, and the lingering after-effects of the Iraq conflict, have caused local leaders to question the nature and durability of this cooperation. This monograph examines recent developments in the political and economic dynamics in GCC countries and their neighbors, and the potential implications for U.S. security interests in the region.

Available in PDF, EPUB and Kindle. Book excerpt: Although the stability of the Persian Gulf region has been of rising importance since World War II, it was during the 1980s, when the Iran-Iraq War threatened to upset the balance of power in the region, that its importance became even more magnified. This collection of essays surveys the current state of that region, placing into clearer perspective the political, security, and diplomatic dimensions of the recently ended war. By reevaluating the political landscape of the Gulf, the book produces a gauge for better assessing those factors and forces that affected the conflict's outcome and that will continue to influence future political and security developments in the region. The volume begins with an introduction by the editor that examines the geography of the Gulf and the primary geopolitical factors that influenced perceptions of the region during the war. The essays are then divided into two sections covering Strategic and Political Dimensions and Diplomatic and Legal Dimensions. Topics covered in the first section include the roots of the crisis, Soviet, Israeli and Arab Gulf states' interests in the conflict, U.S. policy in the region, and the role of U.S. military forces. Section two discusses the reflagging of Kuwaiti tankers, the United Nations' involvement, and the cease-fire negotiations. The book concludes with a selected bibliography and an index. This study will be an important resource for courses in political science, diplomacy, and Mid-East history, as well as a significant addition to both public and university libraries.

Defense University book entitled ¿The U.S. & the Persian Gulf: Redesigning U.S. Forces for the Post-Containment Era.¿ Written in 2002, before the U.S. invasion of Iraq, it notes that with or without regime change in Iraq, the U.S. military posture toward the Persian Gulf will require significant adjustments over the next decade. The future of Iraq -- & the outcome of U.S. efforts to effect regime change & Baghdad¿s compliance with U.N. Security Council resolutions -- will be the key driver of the size & character of these changes. The U.S. will need to diversify its dependence on regional basing & forward presence, as well as reduce the visibility & predictability of its forward-deployed forces.

Book excerpt: Vo examines the key role of oil in economic relations between the United States and the nations of the Persian Gulf, providing a useful historical perspective. The work focuses on the evolution and significance of investment and trade relations between the U.S. and the Gulf Cooperation Council states (G.C.C.) since the 1930's, when American commercial interests in the Arabian peninsula began, through recent decades and the 1991 Gulf war. This is the most comprehensive study to date of U.S.-G.C.C. economic relations and is the first study to pull together the elements of both investment and trade relations in a systematic analysis.

This book was released on 2014-12-18 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: Profound changes in regional geopolitical dynamics in the Arabian Gulf since the early-2000s render the region a highly challenging environment for U.S. foreign policy and military engagement. At a time of continuing domestic instability in Iraq and an increasingly isolated Iran, the geopolitical weight of the Gulf Cooperation Council (GCC) states has risen dramatically over the past 10 years; the GCC states' enormous economic power, coupled to some of the most stable political systems in the entire Middle East and North Africa region, call for continuously close U.S.-GCC relations in the security sphere as an important element in U.S. foreign policy. But these fundamental shifts in the political environment coincide with changes in the regional perception of the United States as a security partner. The conflict in Iraq, resulting in yet another unstable state at the heart of the Middle East and in immediate proximity to the GCC, has left many former supporters of U.S. engagement in the region disappointed and cynical. Furthermore, ongoing U.S. defense budget adjustments have raised concerns among GCC leaders about the future of U.S. military capabilities and U.S. willingness and ability to engage in the region. In addition, U.S. responses to the Arab Spring sent important signals to the GCC about the potential durability of U.S. political and military support in the event of popular demand for more democratic rights and access to their countries' economic resources.
