Book excerpt: Much skepticism has been expressed about the realism and the usefulness of measuring unemployment and underemployment in dominantly agricultural and dualistic Asian economies. And the controversy continues over the concepts to be used for measurement. After an analysis of some significant macroeconomic tendencies, the paper provides a nonparametric decomposition of the growth of weekly status unemployment. Four factors emerge: population growth and changes in the participation rate on the supply side, and growth of the capital stock and capital intensity on the demand side. Alternatively, the growth in the demand for labor is broken down into the contributions of the growth of output and the growth of productivity. The decomposition exercise makes it possible to compute alternative combinations of growth rates of population, output, and productivity required for a target reduction of unemployment by the end of the century. The main outcome is that, although India has a massive unemployment problem, it can be reduced by a sustained overall growth rate of approximately 6.5 percent a year.

By expanding employment in developing countries, especially for women, globalization has formed a basis for stronger workers' rights, even in remote sites of production. Using India's labor movement as a model, Rohini Hensman charts the successes and failures, strengths and weaknesses, of the struggle for workers' rights and organization in a rich and varied nation. As Indian products gain wider acceptance in global markets, the disparities in employment conditions and union rights between such regions as the European Union and India's vast informal sector are exposed, raising the issue of globalization's implications for labor. Hensman's study examines the unique pattern of "employees' unionism," which emerged in Bombay in the 1950s, before considering union responses to recent developments, especially the drive to form a national federation of independent unions. A key issue is how far unions can resist protectionist impulses and press for stronger global standards, along with the mechanisms to enforce them. After thoroughly unpacking this example, Hensman zooms out to trace the parameters of a global labor agenda, calling for a revival of trade unionism, the elimination of informal labor, and reductions in military spending to favor funding for comprehensive welfare and social security systems.

We show that there is a large degree of heterogeneity in the cyclical sensitivities of unemployment across worker and economy groups. First, unemployment is more than twice as sensitive to aggregate demand in advanced as in emerging market and developing economies. Second, youth’s unemployment is twice as sensitive as that of adults’. Third, women’s unemployment is significantly less sensitive to demand than men’s in advanced economies. These findings point to the highly unequal impacts of the business cycle across worker and economy groups.

Book excerpt: Gender gaps in womens’ economic opportunities—labor market and entrepreneurship—have remained high in India. Lack of adequate collateral limits women entrepreneurs’ ability to access formal finance, leaving them to rely on informal sources, constraining their growth. A small-open economy DSGE model is built to investigate the long-run macroeconomic impacts from closing gender gaps in financial access. Results suggest that an increase in women entrepreneurs access to formal credit results in higher female entrepreneurship and employment, which boosts India’s output by 1.6 percent. However, regulations and gender-specific constraints in the labor market limit potential gains as females’ access to quality jobs in the formal sector remains restricted. The paper shows that the factors influencing the number of females are different from those influencing the share of females in formal economic activity. Combining gender-targeted financial inclusion policies with policies that lower constraints on formal sector employment could boost India’s output by 6.8 percent.

It provides an overview of the labor market and employment outcomes that the Indian economy has delivered as it globalized. Rapid economic growth in India over the last quarter century has reduced extreme poverty and modestly improved the quality of life of a large segment of the population. However, large employment deficits remain: most jobs created are of poor quality and low productivity in the informal economy. Further, the gains from growth have been distributed unevenly. Growing inequalities and vulnerabilities have generated widespread insecurity of livelihoods and highlighted weaknesses in prevailing social protection systems. This report concludes that structural changes are slow and difficult, and the potential for equitable growth remains unrealized, hampered by policy inertia, resistance from social and economic interests and rigidities of existing systems and perspectives. The report assesses the gains and losses for labor in the first round of globalization and reveals many markers of progress as well as deep challenges. Effective, responsive, fair, and comprehensive labor and employment policy is vital for sustainable and inclusive development: this is the central message of this report.
