Book excerpt: I had been feeling, "I am kept alive, given the power to live", and in gratitude, always strongly urged myself not to be discouraged by my age, illness. But while receiving a nursing care, I encountered the unprecedented great earthquake disaster once in 1,000 years. My house was completely destroyed, and I experienced the living in a shelter and also in a frame house of a volunteer group, where I was deeply impressed by the volunteer organization, which I hope to take root in Japan, the each member's spirit, unselfishness, passion, and acts. I was naturally absorbed in volunteer's world. Five hundred thousand volunteers are said to have rushed to the tragic scene of the Great East Japan Earthquake. How greatly they encouraged and cheered up the victims who were lost in their grief. Now I tell the story of the reconstruction, I can't do without telling their humanity and sense of mission. I drove a pen recalling the fabric of human relationships, including my experiences.

Available in PDF, EPUB and Kindle. Book excerpt: The Era of Great Disasters examines modern disaster response in Japan, from the changing earthquake preparations and regulations, to immediate emergency procedures from the national, prefectural, and city levels, and finally the evolving efforts of rebuilding and preparing for the next great disaster in the hopes of minimizing their tragic effects. This book focuses on three major earthquakes from Japan’s modern history. The first is the 1923 Great Kanto Earthquake, which struck the capital region. The second is the 1995 Great Hanshin-Awaji Earthquake, affecting the area between Kobe and Osaka. The third is the 2011 Great East Japan Earthquake, the magnitude 9.0 quake that struck off the Pacific coast of the Tohoku region, causing a devastating tsunami and nuclear accident. While the events of (and around) each of these earthquakes are unique, Professor Iokibe brings his deep expertise and personal experience to each disaster, unveiling not only the disasters themselves but the humanity underneath. In each case, he gives attention and gratitude to those who labored to save lives and restore the communities affected, from the individuals on the scene to government officials and military personnel and emergency responders, in the hope that we might learn from the past and move forward with greater wisdom, knowledge, and common purpose.

Available in PDF, EPUB and Kindle. Book excerpt: While not all natural disasters can be avoided, their impact on a population can be mitigated through effective planning and preparedness. These are the lessons to be learned from Japan's own megadisaster: the Great East Japan Earthquake of 2011, the fi rst disaster ever recorded that included an earthquake, a tsunami, a nuclear power plant accident, a power supply failure, and a large-scale disruption of supply chains. It is a sad fact that poor communities are often hardest hit and take the longest to recover from disaster. Disaster risk management (DRM) should therefore be taken into account as a major development challenge, and countries must shift from a tradition of response to a culture of prevention and resilience. Learning from Megadisasters: Lessons from the Great East Japan Earthquake consolidates a set of 36 Knowledge Notes, research results of a joint study undertaken by the Government of Japan and the World Bank. These notes highlight key lessons learned in seven DRM thematic clusters—structural measures; nonstructural measures; emergency response; reconstruction planning; hazard and risk information and decision making; the economics of disaster risk, risk management, and risk fi nancing; and recovery and relocation. Aimed at sharing Japanese cutting-edge knowledge with practitioners and decision makers, this book provides valuable guidance to other disaster-prone countries for mainstreaming DRM in their development policies and weathering their own natural disasters.

Book excerpt: "This publication was produced for the people of Japan, especially those whose lives have been affected by this disaster. This consolidation of the information was generated by a team of professionals based in the Western Pacific Regional Office of the World Health Organization (WHO). We hope this publication will serve as a useful reference when documenting lessons learnt from the Japan disaster, and will become a tool for both Japan and the international community for future disaster response efforts. It is important to highlight that the main sources of information for this publication were the Situation Reports published by the WHO Regional Office at that time, which were based not only on official information but also on media reports in Japanese. A team of dedicated volunteers assisted with data retrieval and translation, capturing the nuance of the culture and the information being reported. The data collected were supplemented with first-hand information collected from the areas affected by the earthquake and tsunami during two field missions conducted by staff of the WHO Regional Office. As the long-term recovery activities continue in Japan, WHO continues its health situation monitoring and the accumulation of knowledge and experiences in health system and service recovery following a massive disaster event. Hopefully, we will have more information to share as we continue to work with the Japanese people in the recovery stage."--P. iii.

Unordinary view like some SF film jumps into my eyes, but I still need to think and move. This is what the evacuation is during a catastrophe. How do you protect yourself when you cannot stay calm? Let's think about the "importance of escaping" together.

Book excerpt: This book extensively analyzes the literary works of fiction that draw on the Great East Japan Earthquake and Tsunami that occurred on March 11, 2011. This disaster inspired literally hundreds of fictional works in Japan from the time of the events through 2017. This response represents a unique and perhaps unprecedented cultural phenomenon in the world. Since a variety of writers in different genres, and even amateurs, have written and published books inspired by their experiences of the disaster, it is extremely difficult to cover the entire body of Japanese “post-3.11 literature”. Because of the breadth of this literary response, there is a scarcity of research on the subject available. This book offers the first comprehensive review of Japan’s recent post-disaster literary production to the English audience.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores, in rich, ethnographic detail, the lives of a group of Japanese fishers and community residents in coastal Japan in the aftermath of the tsunami generated from the 2011 Great East Japan Earthquake. Focused on one town in Miyagi Prefecture near the epicenter of the 2011 quake, the text provides a singularly unique opportunity to hear, in their own voices, individuals’ reflections and experiences on life after the disasters while also drawing upon anthropological fieldwork data from many of the same individuals 10 years prior to the disaster. Alyne E. Delaney skillfully contextualizes local culture and fishing livelihoods and lays out key impacts of disaster reconstruction policies on local society, illustrating the importance of people’s attachment to their places and seascapes, their connections with one another and shared traditions, and their sea-connected working ways of life. Delaney reveals not only the heartbreak of the disasters and the strain placed on individuals and coastal communities when national policymakers fail to use good governance when rebuilding, but also provides insights into how some have managed to recover and learn the wisdom of knowing what real happiness is, offering readers an enlightening discourse of the potency of the local cultural traits of autonomy and adaptability.

Book excerpt: The authors of this volume discuss questions of disaster and justice from various interdisciplinary vantage points, including public policy, science and technology studies, law, gender, sociology and psychology, social and cultural anthropology, town planning and tourism. The term "natural" disasters is a misnomer; cataclysmic natural events that impact humans can often be anticipated and their consequences should be prevented - the failure to do so is a failure of politics, policy and risk planning. Presenting research on more than a decade after the Great East Japan Earthquake, the chapters highlight not only the manifold challenges in the direct disaster response and policy making but also the difficulties of "just" long-term recovery. Arguing for just distribution, recognition and participation, this volume provides a diversity of perspectives on these issues as experienced after the 2011 disasters through detailed and nuanced analyses presented by early career researchers and senior academics coming from various countries and continents of the world. The insights of this volume galvanise the discussion of disaster governance and highlight the variety of disaster (in)justices and the ways disasters force people to contest and reimagine their relationships with their neighborhoods, countries, families, and friends. A valuable read for scholars and students researching issues related to mass emergencies, justice theory and civil activism.
