Book excerpt: The phrase greening government was coined by the Committee to describe the objective of ensuring environmental concerns are incorporated into all aspects of government policy, in terms of appraisal and development, as well as in operational aspects of departmental performance (such as recycling waste and reducing energy consumption). Following on from the Committee's previous report on the Greening Government Initiative (HCP 961, session 2002-03; ISBN 0215013786) (November 2003), this report focuses on the progress made during the period from April 2002 to March 2003. The Committee concludes that, although progress continues to be made in some areas, there is a perceptible loss of overall momentum, particularly in embedding sustainable development within government policy making.

Book excerpt: The regular annual report, the Sustainable Development in Government report, covering the whole of central government on environmental and sustainable development issues, is seen as a success in the "greening government" initiative since 1997, along with the Framework for Sustainable Development on the Government Estate. Reporting by individual departments is less satisfactory. The Framework contains targets for departments on public reporting of their sustainable development impacts, but they are neither demanding nor specific. Some significant areas of departmental activity fall outside the parameters for sustainable development reporting, for example involvement in PFI contracts, and the Committee wants departments to be able to report on these matters. The UK Sustainable Development Strategy required all departments and executive agencies to produce an annual Sustainable Development Action Plan (SDAP) by December 2005. The Committee is disappointed that 14 departments and agencies did not meet this deadline. The Committee would like SDAPs to be published alongside the departmental annual reports in the spring. This report also includes, as an annex (p. 11-41), the National Audit Office briefing, detailing the findings of its review of annual sustainable development reporting by UK government departments in 2004.

Book excerpt: Sustainable development is now widely accepted as a political objective in the UK and elsewhere but to what extent has the UK’s rhetoric on sustainable development become a reality? The aim of this book is to critically examine the UK’s approach to promoting and delivering sustainable development. It begins by providing a detailed account of UK law on sustainable development by reviewing the various policy, institutional and legal mechanisms used by the UK since the 1980s and by devolved administrations since devolution took effect in 1999. Progress has been slow, too slow and, according to the scientists, time is running out. To deal with this lack of progress, the book advocates increasing the status of ecological sustainability and sustainable development through the introduction of a wide range of legal mechanisms which would compel the change needed. The book calls for ecological sustainability, or respecting the Earth’s environmental limits, to be afforded the status of legal principle and argues that with ecological sustainability at its normative core, sustainable development could provide an effective framework for decision making and governance. It argues that to support this approach and ensure consistency, the time has come for sustainable development to receive explicit legal backing. Over and above its symbolic and educational value, legislation can impose mandatory rules on policymakers and decision makers, often with meaningful consequences both inside and outside the courtroom. To this end, the book contributes to the theory on sustainable development governance by suggesting three possible legislative approaches for such intervention. The volume concludes that while a lack of leadership on sustainable development may hinder the introduction of these innovations, once introduced, these innovations would equally provide much needed support for effective leadership towards a sustainable future. Andrea Ross is a Reader in the School of Law at the University of Dundee and has taught and researched in the areas of public and environmental law for over 18 years. Before becoming an academic she qualified as a Barrister and Solicitor in Ontario, Canada. An Earthscan from Routledge book.

This book was released on 2007-10-29 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report finds that, over the past decade, the Government has failed to rise fully to the domestic challenge of climate change, and its likely failure to reach its domestic target on reducing carbon dioxide emissions will have a damaging impact on the UK's international leadership role in reaching a post-Kyoto agreement. Although the Government has introduced some new arrangements for co-ordinating climate change policy more effectively across Whitehall, the scale of the challenge and the complexity involved in radically restructuring the economy to bring about the needed emission reduction targets requires further changes. There is a need for a strategic review of Government action to ensure that the leadership and responsibility for the development and delivery of climate change mitigation and adaptation policies is clear, as well as a new long-term policy framework to ensure that policies introduced today do not undermine our ability to reduce emissions in the future. The Committee also recommends that a new and authoritative body be established within the Cabinet Office to drive forward policy and to diminish the potential for a conflict of objectives between departments.

This is the Committee's sixth report on this topic which seeks to highlight the findings of the memorandum prepared by National Audit Office ('Sustainable Development in Government (SDiG) report 2004') covering the year 2003-04, which is included as an appendix. Findings include that there continues to be significant variations between progress of individual departments, with performance having deteriorated in relation to waste recovery, water use and paper procurement; and with specific concerns raised about departmental progress against carbon reduction targets.

Book excerpt: This report finds that Department for International Development (DFID) has the potential to take the lead internationally on integrating the environment into development: the structures and links exist but there is still an under-appreciation of the role of the environment in sustainable development. The report sets out the background, covering what poor people want, the Millennium Ecosystem Assessment, and Millennium Development Goals. It then considers development aid and how it is changing. Then the DFID's performance in integrating environment into development is critically examined. Subjects covered include DFID policy, water, climate and energy, agriculture, growth, environmental capacity, environmental screening, and the environment strategy. The Committee notes the failure of the Department to develop a coherent approach on the ground, as a damning review of country programmes has shown. It also highlights many areas where policy is poorly drafted and implemented, and where the Department's environmental expertise has been allowed to wither. The recent White Paper, 'Eliminating world poverty' (2006, Cm. 6876, ISBN 0101687621) is seen as a missed opportunity to make the environment as central to its work as the Department itself has made clear it should be.

Book excerpt: Forests are a vital part of the world's ecosystem and support about 1.6 billion people worldwide. However, natural forests, which once accounted for 48 per cent of land cover, has now been reduced to 29 per cent and continues to decrease every year. These resources are irreplaceable and their loss has profound economic, social and environmental consequences. The Committee's report examines developments in UK public procurement practices since its earlier reports on sustainable public procurement (HCP 792-I, session 2001-02, ISBN 0215004671; published in July 2002 and HCP 266, session 2004-05, ISBN 0215024303; published April 2005). Issues discussed include: developments in the timber trade on illegal logging, recent revised Government guidance on procurement of legal and sustainable timber, the creation of a Central Point of Expertise on Timber (CPET) within DEFRA and the EU's Forest Law, Governance and Trade (FLEGT) action plan.

Available in PDF, EPUB and Kindle. Book excerpt: The report examines the work of central and local government agencies and departments in the fight against environmental crime. The Committee applauds DEFRA for its consultations on fly-tipping. It is important that the person who is prosecuted for fly-tipping should not be the householder, if someone else is responsible for the actual fly-tipping. Special attention must be paid to the illegal dumping of construction, excavation and demotion wastes. The Environment Agency must be given appropriate levels of funding and appropriate powers. For example, local authorities and the Agency do not have computerised access to the records of the Driving and Vehicle Licensing Agency but have to obtain this information by post. The law should facilitate the investigation and prosecution of companies which pay for illegal advertising in the form of fly-posting, and maximum sentences for fly-posting should be raised further. Local authorities should ensure that best practice is always followed when dealing with litter and graffiti, and should liaise with local businesses which are known sources of litter. Every local authority should ensure that data on noise nuisance is regularly compiled and sent to DEFRA or the Chartered Institute of Environmental Health; this will aid policy makers.
