Available in PDF, EPUB and Kindle. Book excerpt: In the 1930s, buoyed by the potential of the New Deal, child welfare reformers hoped to formalize and modernize their methods, partly through professional casework but more importantly through the loving care of temporary, substitute families. Today, however, the foster care system is widely criticized for failing the children and families it is intended to help. How did a vision of dignified services become virtually synonymous with the breakup of poor families and a disparaged form of "welfare" that stigmatizes the women who provide it, the children who receive it, and their families? Tracing the evolution of the modern American foster care system from its inception in the 1930s through the 1970s, Catherine Rymph argues that deeply gendered, domestic ideals, implicit assumptions about the relative value of poor children, and the complex public/private nature of American welfare provision fueled the cultural resistance to funding maternal and parental care. What emerged was a system of public social provision that was actually subsidized by foster families themselves, most of whom were concentrated toward the socioeconomic lower half, much like the children they served. Analyzing the ideas, debates, and policies surrounding foster care and foster parents' relationship to public welfare, Rymph reveals the framework for the building of the foster care system and draws out its implications for today's child support networks.

Available in PDF, EPUB and Kindle. Book excerpt: Uncle Sam is the worst helicopter parent in America. Children are taken from their parents because they are obese. Parents are arrested for letting their children play outside alone. Sledding and swaddling are banned. From games to school to breast-feeding to daycare, the overbearing bureaucratic state keeps getting between kids and their parents. The state’s safety, hygiene, and health regulations rule, and the government’s judgment may not coincide with yours. Which foods and drinks to send to school, what toys to buy, whether to breast- or bottle-feed babies are all choices that used to be left to you and me. Not anymore. As a mom to four kids, I should be used to it, but I’m not. All the government-mandated parenting gets under my skin. And I’m not alone. No Child Left Alone explores the growing problem of an intrusive, interfering government and highlights those parents—all the Captain Mommies and Captain Daddies across America—fighting to take back control over their families.

Book excerpt: Excerpt from The Government of Young Children This is the aim, and it is the only right aim. The governing of our children is not for the purpose of protecting ourselves or themselves or the public from their misdeeds, nor even for the purpose of forcibly preventing them from committing them. There is but one true and final motive to good conduct, says Mrs. Wiggin, and that is a cease less longing to be in perfect harmony with the principles Of everlasting right. Another way of saying the same thing is to remark that, while the discipline of obedience to us may be necessary during early childhood, it is only in order that the child may become able later to obey himself. Patterson Du Bois puts it this way: 'i will conquer that child, no matter what it may cost him!' boasts the misguided parent. But sup pose the parent should say, 'i will help that child to conquer himself, no matter what it may cost me.' This book is both timely and enduring; perennially important issues like health care, welfare reform, and drug abuse, are addressed in a context that enables the reader to relate current events to the theories and foundations on which policies are based. It highlights state of the art research and reforms to specify policy areas affecting children and families.

Available in PDF, EPUB and Kindle. Book excerpt: This book is open access under a CC BY-NC-ND 3.0 IGO license. The Early Years analyzes the development of Latin American and Caribbean children and makes a compelling case for government intervention in what is instinctively a family affair. Spending on effective programs for young children is an investment that, if done well, will have very high returns, while failure to implement such programs will lower the returns on the hefty investments being made in primary, secondary, and higher education. Policies for young children belong at the core of a country's development agenda, alongside policies to develop infrastructure and strengthen institutions. However, if the services provided (or funded) by governments are to benefit children, they must be substantially better than what is currently being delivered in the region. This book offers suggestions for improving public policy in this critical area.
