Book excerpt: Excerpt from The Government of the State of Pennsylvania, Including Local Government A State of the United States. A State is the largest political division of the United States. It has a distinct government of its own established by the people of the State. The first thirteen States of the United States had their origin in the thirteen colonies established by England in this country. Most of the other States had been organized as Territories before their admission into the union. In the United States a State is more distinctly a political organization and at the same time more definitely a member of the union and a part of the national govern ment than in any other nation of the world. Book excerpt: Excerpt from The Government of the People of the State of Pennsylvania A State or Commonwealth is. A public corporation, and has many rights also possessed by a free person. It can buy and sell property and hold it in possession. It can make contracts or agreements and compel those who form the contract to perform their part. Yet because it is the State and possesses many powers which a human being cannot possess or exercise, the State cannot be sued as easily as an individual or a private corporation. The State as a public corporation is next in rank to the United States. Public corporations of lesser rank are counties, cities, and boroughs. There are cases in which the United States, a State, a county, a city, or a borough may be sued. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The American Citizen in Pennsylvania: The Government of the State and of the Nation The purpose of this work is to present to the pupils in the public schools in the Commonwealth some practical infor mation as to the rights and duties which belong to American citizenship. The study of civics is {now receiving increased attention in our schools, particularly since the school laws require that teachers shall have a fair knowledge of civil government, including State and local government. In view of this legislation, a text - book to meet the needs of the schools should treat the local and State government as at least of equal importance with that of the Nation. It has been said that many a youth has grown to manhood with so little ap preciation of the Commonwealth in which he lives as to re gard it simply as a geographical division. The study of the State government and of the National Government are of equal importance. The student of civil government should begin with that which is near at hand and of immediate interest, and proceed to that which is distant and of remote concern. He should not begin with that rare and precious afterthought and flower of government, the Constitution of the United States, but with the material forms that are close at hand. In connection with the ordinary lessons in reading, the children should be made acquainted with words suggesting civic ideas, as cit izen, soldier, officer, law, justice, country, state, city, and nation. Then, in elementary lessons, the children should gain general notions of local government and organization. Book excerpt: Excerpt from Pennsylvania Boroughs The charter from Charles II. granting William Penn a princely domain to the west of the Delaware river, gave him the authority to "divide the country into Townes, Hundreds, and Counties, and to erect and incorporate Townes into Borroughes, and Borroughes into Citties, and to make and constitute ffaires and markets therein, with all other convenient priviledges and munities." This has been the fundamental clause in the municipal history of Pennsylvania since 1681. It gave Penn the right to perpetuate the institutions already in existence on the banks of the Delaware, or to modify them if he chose, and transplant to the new province other English institutions that he might consider necessary for the well governing of his people. This right he exercised by establishing the county as the largest political division of the province, by modifying the existing town with its court into the township under the authority of the county courts, and lastly by founding towns and villages, which he incorporated into the city and borough. Thus, by introducing the county, the township, the borough, and the city, he fixed the seal of his enduring influence upon the local government of Pennsylvania. The boroughs were established within a few years after the proprietarys arrival, and though they were but a handful during the colonial period, they form the connecting links between their numerous successors and the ancient boroughs of England. Not only has the state as a governing authority received little attention, but its rela tion to the nation has been viewed in a distorted perspec tive. Naturally the student has come to look on state sovereignty and national supremacy as wholly external to himself, and apart from each other, instead of consonant elements in a great system. An examination of the powers exercised and the duties rendered by those local organs with which he is more or less acquainted by actual contact will enable him toplace both sovereignties in their proper positions with reference to each other. While this brief exposition of the government of Pennsylvania has been prepared to serve as a supplement for those who are already familiar with the important elements of civics, its further purpose is to aid the student to understand the. Book excerpt: Excerpt from The Commonwealth of Pennsylvania The object of the series of hand books of which this is the pioneer is to give in compact form the salient facts relating to the history, development and present social, economic and political status of the different States of the Union. To those who are interested in any special phase of the development of the Commonwealth of Pennsylvania, it is hoped this book will be a guide for more comprehensive study than is afforded by its pages. It has been sought to treat as completely as possible in each chapter such matters as are essential to a full understanding of the physical characteristics, the aborigines, the colonists and later emigrants, the framework of government as first established and as it exists today. A study is made of the daily life of the people and methods of administration, of governmental, religious, social and domestic affairs, of State finance, of the sources of wealth, of the churches and other religious bodies, of conditions affecting the home, and the educational system, the professions, literature, art, science, and finally of penology. Great pains have been taken to verify the statistics to the latest date available. No one of the original States of the Union has had a greater influence than Pennsylvania; her natural wealth, her geographical position, her varied types of settlers have all combined to this end. Book excerpt: Excerpt from Early History and Reminiscences of Catasauqua in Pennsylvania I was admitted to the Bar of Lehigh County in 1868, and, during a long practice of my profession as an attorney-at-law at Catasauqua since that time, my business related almost wholly to the settlement of estates and the transmission of title to property in the borough and the surrounding townships; and, besides being thus identified with local affairs as a legal adviser, I was practically concerned for a time in the administration of the local government as a Justice of the Peace and Chief Burgess. It was in this manner that I became thoroughly familiar with all theimportant matters and things of the community, not only of a financial and political nature, but of an historical nature as well. Book excerpt: Excerpt from The Establishment and Government of the District of Columbia The main branch of the Potomac River borders the District on the west, beginning at its northwestern boundary, and, after a course approximately southeast and south, leaves it at its southern extremity. It is joined from the east about 8 miles north of the latter point hythe Anacostia River, or Eastern Branch, Which flows through the District in a southwesterly course to that point. The District is also drained by a number of smaller streams which flow into the Potomac and Anacostia. The navigation of the Potomac for large vessels practically termi nates at the Aqueduct Bridge, about 3 miles from its junction with the Anacostia, and the navigation of the Anacostia, at the Navy-yard bridge, about 2 miles above its junction with the Potomac. Pennsylvania in Public Memory attempts to answer that question, exploring the emergence of a heritage culture of industry and its loss through the lens of its most representative industrial state. Based on news coverage, interviews, and more than two hundred heritage sites, this book traces the narrative themes that shape modern public memory of coal, steel, railroading, lumber, oil, and agriculture, and that collectively tell a story about national as well as local identity in a changing social and economic world.
