To understand the workings of State and local government is, therefore, even more important than to know the details of the national government. Since, however, the beginnings of no two States have been the same, the governments of hardly any two are alike, and no general description of the American State, as a mere chapter in American civil government, exactly fits any actual State. It is the purpose of this book, accordingly, to present such an outline of the civic history and of the governmental machinery of the State of Ohio as will enable youth in the high schools, and the higher grades of the grammar and rural schools, to understand both what the government is, and how it came to be, and what the duties and responsibilities are of citizens of Ohio. It is not possible to note in this book all the variations in county, township, and municipal government and powers, due to special legislation. The general type has been carefully given, and the leading exceptions have been indicated. Each teacher should ascertain and call attention to the peculiarities, if any exist, in local organization in his county and township, village, or city. While a knowledge of the form and powers of the government is important, two things should be borne in mind in the teaching of civics: (1) that concrete examples of governmental work drawn from local observation and study are the best aids to an understanding of the use and operations of orderly government, and (2) that the knowledge of forms and powers is barren, except as it leads to a conception of the duty and responsibility of each citizen under those forms for the right exercise of the powers. The military is now so modelled that every citizen between the ages of 18 and 21 is in actual service in the standing army, where he is instructed in all that pertains to military life, and then returns to his peaceful occupations. Thus the army is made up entirely of citizens - and every citizen is a soldier; and there is no such thing as a standing army at the entire devotion of the sovereign, and independent of the people. The prime minister, Hardenberg, in a circular published at the time when these reforms were in progress, declares, that the new system is based upon the principle, that every subject, personally free, be able to raise himself, and develope his powers freely, without let or hindrance from any other; that the public burdens be borne in common and in just proportions that equality before the law, be secured to every subject; that justice be rigidly and punctually ad ministered that merit in whatever rank it may be found, be enabled to rise without obstacle; that the government he carried on with unity, order, and power that, by the education of the people, and the spread of true religion, the general interests, and a national spirit be promoted, as the only secure basis of the national welfare. Book excerpt: Excerpt from The Loyalists of Tennessee in the Late War: A Paper Read Before the Ohio Commandery of the Military Order of the Loyal Legion of the United States, April 6, 1887 Among the first Abolition societies ever organized in this country were those of Eastern Tennessee. In the year 1816 the Manumission Society of Tennessee held a meet ing at Greenville, and issued an address advocating the abolition of slavery. When Abraham Lincoln was elected President, and South Carolina and other Southern States proceeded in hot haste to sever their connection with the Union, Tennesseewas utterly averse to taking such a step. The secessionists urged that if the slave States would make a common cause, and go out of the Union promptly, the Government would not attempt coercion, and the secession movement would be carried out successfully. It was gravely insisted that the Northern people were too fond of making money to go to war; and if perchance they did make up their minds to fight, one Southern man would prove more than a match for five Yankees. But a majority of the people of Tennessee were willing to at least wait until the new President committed some overt act that might afford something like a pretext for secession.
