This report will later feed into a country integrated fiduciary assessment (CIFA) along with a country procurement assessment report prepared during June to July 2011 by a World Bank team on GRSS's procurement system, using the Organization of Economic Cooperation and Development-Development Assistance Center (OECD-DAC) assessment methodology, and with a PFM diagnostics study on four state governments (Northern Bahr el Ghazal, Unity, Western Equatoria, and Jonglei) that was conducted during June 2011. The CIFA will include an action plan for implementing PFM reforms. This report is organized as follows: chapter one gives introduction; chapter two focuses on South Sudan background information; chapter three presents assessment of the PFM systems, processes, and institutions; and chapter four presents government reform process.

Book excerpt: The fate of Sudan, by then the largest country in Africa, was clearly decided when results of the referendum vote were announced in February 2011. Policy makers, scholars and the international community began to grapple with critical issues that might arise after the independence of South Sudan and how different stakeholders were likely to react during the period of uncertainty. Political developments in Sudan were long-term outcomes of post-cold war revolutions in the world system after the Soviet Union collapsed. A domino effect of such events swept across Eastern Europe with some manifestations in the Horn of Africa. The fall of Mengistu Haile Mariam, marked the beginning of the redrawing of the map of Africa and posed a challenge to the long held principle of preservation of colonial borders that had been enshrined in the Charter of the Organisation of African Unity. The precedent set by the independence of Eritrea seemed to encourage southern Sudan to press forward for independence through a two pronged approach of armed struggle and diplomacy led by the Sudan People's Liberation Army/Movement. This book attempts to understand national, regional and continental dimensions of the unresolved issues that could result in the escalation of conflict in the Sudan. It examines internal dynamics of the Sudan after secession of the south and how these dynamics might affect neighbouring countries in the geopolitical regions: the Horn of Africa, the Great Lakes Region and Central Africa. A section of the book is dedicated to dynamics within South Sudan as a new state. Post-conflict South Sudan as country was marked by extreme poverty, lack of infrastructure and prevalence of inter-communal armed violence. This book proposes possible policies to prevent the country from descending into a state of economic and social chaos. The book provides the argument that equitable and rational transformative socio-economic programmes and policies could greatly reduce potentials for conflict. This book calls on policy makers to pursue policies that could lead to concrete projects planned to alleviate poverty and provision of basic social services such as education, health, and safe water. The book comes to the conclusion that political stability will depend on collective actions of stakeholders to ensure that peace prevails both in the north and the south to guarantee human security in the region.

More than 2 million people have died in Southern Sudan over the past two decades due to war-related causes and famine, and millions have been displaced from their homes. There were many failed attempts to end the civil war in southern Sudan. In July 2002, the Sudan government and the Sudan People s Liberation Movement (SPLM) signed a peace framework agreement in Kenya. On May 26, 2004, the government of Sudan and the SPLM signed three protocols on Power Sharing, on the Nuba Mountains and Southern Blue Nile, and on the long disputed Abyei area. The signing of these protocols resolved all outstanding issues between the parties. On June 5, 2004, the parties signed the Nairobi Declaration on the Final Phase of Peace in the Sudan. On January 9, 2005, the government of Sudan and the SPLM signed the final peace agreement at a ceremony held in Nairobi, Kenya. In October 2007, the government of Southern Sudan suspended the participation of its Ministers, State Ministers, and Presidential Advisors from the Government of National Unity to protest measures taken by the National Congress Party and to demand full implementation of the Comprehensive Peace Agreement (CPA). In response to these demands and unexpected developments, President Bashir reportedly accepted a number of the government of South Sudan (GoSS) demands in late October, except those related to the Abyei issue. In late December 2007, the new ministers were sworn in office. In May 2008, Government forces burned Abyei town and displaced more than 60,000 people. The crisis in Darfur began in February 2003, when two rebel groups emerged to challenge the National Congress Party (NCP) government in Darfur.

For the people, decentralisation is understood as a right to self-rule based on native–stranger dichotomies and as a means of appropriating and incorporating an abstract and distant state into the local context. The South Sudanese government, in contrast, sees decentralisation primarily as a tool for service delivery and development. Conversely, the international community, in its desire to guarantee international stability through the creation of Western-style states all over the world, sees decentralisation as one tool in the state-building toolbox. These different interpretations of decentralization may not only lead to misunderstandings, but different groups and different ways of understanding decentralisation have interacted throughout history, and attempts to impose a particular understanding on other actors continue. Annina Aeberli examines this hybridisation of state ‘decentralisation’ and argues that the international community and the government cannot and should not try to ignore people’s understandings and expectations: a state – in whatever form – always depends on the acceptance of the people.
