Its duties include the establishment of standards of education in the several grades, and the determination of the necessary qualifications of supervisory officers and teachers, and the supervision of the normal schools. The State Board of Education chooses for an indefinite term its executive officer who is known as the Commissioner of Education. Upon the nomination of the Commissioners the State Board of Education appoints four deputy commissioners to assist him in performing his duties. Among the duties of the Commissioner, acting as the executive officer of the State Board are the division of the State into supervisory unions and the administration through the local school boards, of the expenditure of all school money in districts in which any part of the school money is provided by state aid.
