Its duties include the establishment of standards of education in the several grades, and the determination of the necessary qualifications of supervisory officers and teachers, and the supervision of the normal schools. The State Board of Education chooses for an indefinite term its executive officer who is known as the Commissioner of Education. Upon the nomination of the Commissioners the State Board of Education appoints four deputy commissioners to assist him in performing his duties. Among the duties of the Commissioner, acting as the executive officer of the State Board are the division of the State into supervisory unions and the administration through the local school boards, of the expenditure of all school money in districts in which any part of the school money is provided by state aid. The Commissioner is furthermore charged with the enforcement of the Child Labor laws, the state aid for dependent mothers and the examination of nurses and the certification of those found properly qualified with the designation R. N. (Registered Nurse). For the discharge of these several duties of an executive nature, the legislative appropriation for the current year is fifty seven thousand dollars. This is, a small sum in comparison with the amount spent by other states for similar purposes and very rigid economy is necessary in its administration. The State Highway Department. The State Highway Department of New Hampshire is under the full control of the Governor and Council. They appoint as their executive officer a Highway Commissioner who serves for a term of five years and until his successor is chosen.
