Book excerpt: Excerpt from The Government of Minnesota In preparing this account of the way Minnesota is governed, the author has sought to make the framework and the operations of the government stand out as realities in a living world, but he well knows that a text-book can only imperfectly succeed in such a task. The responsibility of leading youth to an understanding and appreciation of the political organization by which they are surrounded, and above all, the giving of the proper attitude toward public matters, must depend largely upon the kind of atmosphere furnished by the home and by the school. The text-book in civil government is only an aid to the study of the subject. The one here presented presupposes some observation of governmental arrangements, such at least as are made in most schools of the grammar grade, in "general lessons," or in connection with civic leagues or young citizens' clubs, such as are described in the "Course of Study" recently published by the Department of Public Instruction. The provisions of the Constitution and the statutes have been made the starting-point in discussing the activities of the government. Book excerpt: Excerpt from The Government of Minnesota, Its History and Administration It has been the purpose of the author to present in a small volume a harmonious picture of the history and government of the commonwealth of Minnesota. There is a pressing and crying need for good teaching in civil government, a subject which has been and is largely neglected in our public schools. To facilitate such teaching carefully prepared books are necessary. This volume is an attempt thoroughly to analyze the functions of a State government, and in addition to open the way to teacher and pupil to the sources of information. At the foot of many pages are numerous references, while at the end of the book is an appendix containing historical material for more extensive work than the text affords. With such aid the teacher can go back of text-book statement into the spirit of our commonwealth's institutions. The effort in Chapters I and II is to place the history of the State before the student; following these chapters are two others on the general machinery of the government. The remainder of the book is devoted to the actual workings of the machinery. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Legislative Manual of the State of Minnesota The act authorizing this publication places the distribution of the Manual not with the Secretary of State, as is generally supposed by the public. But with the individual members of the legislature. It would also appear from the provisions of the foregoing law that some notable omissions were made in providing for the distribu tion. There are no provisions for the public schools of the state, nor for the newspaper publishers. As the Manual constitutes prob ably the best civil government text-book of Minnesota, the state could well afford to supply each of the seven thousand common schools in this state with a copy. Book excerpt: Excerpt from Elements of Civil Government of the State of Minnesota: With a Brief Outline of the Political History of the State; Designed for Use as a d104-Book in Public and Private Schools, and for Supplementary Reading It has been the custom to confine the study of civil government almost entirely 'to the chief legislative, judicial, and executive functions. It showed beyond a question that many professed representatives of the people were really representatives of the special interests that rob the people through forms of law. The publicity thus secured resulted directly in the retirement or defeat of practically every member of the old special interest serving political gang that had con trolled the legislature for many years. Book excerpt: Excerpt from Memories of the Early Life and Development of Minnesota When I told him that I would like a position to teach mathe maties, it struck him more than favorably, as he said that that was his line of work, and that it did not give him any time to run the university and he wanted some one to handle the classes. We went around with his horse and buggy among the members Of the Board, and I found that the general scare which everywhere existed made them hesitate about making any arrangements for the future running of the school, not knowing whether or not it would ever open again. The presi dent, whose name I have forgotten, said that when school would open again, which he hoped would be in the fall, he felt quite certain that I would be offered a position as assistant teacher in mathematics. A majority of the board were really in favor of engaging me, and the other members were not op posed, excepting only their apprehension as to future pros peets of the university in such calamitous times. This came to pass in the fall, when I was on the government surveys in the northern part of Minnesota and could not accept. If this open ing had occurred or had been decided upon before I came to this state, it would without doubt have changed the course of my whole life.
