Book excerpt: Excerpt from The Government of European Cities The purpose of this volume is to explain, in a general way, the structure and functions of city government in three European countries, and to contrast these, wherever they may be appropriately compared, with the structure and functions of city government in the United States. It has been my aim to describe who the city authorities are, how they are chosen, what they do, and how they do it; but not to examine in detail the physical operation of municipal services or the minutiae of municipal administration. Considerable attention has been devoted to the relations of the civic and state authorities in each of these countries; for the writer believes that this is one of the most important of all the phases of local administration. The book is intended to afford an introduction to the study of European city governments, and no attempt has been made to deal in exhaustive fashion with any aspect of the subject. To bring the narrative within reasonable compass it has been necessary to omit many matters of some importance, and to deal in a paragraph with other things which might well have a page. With this in mind an endeavor has been made to indicate in the footnotes convenient sources from which further information may be drawn by readers who may become interested in any part of the general field. Concerted attack on municipal corruption had not yet reached its crest, but it was gathering momentum. Equally extensive were the entries under the heading, Housing of the Working Classes and of the Poor in Cities and the section on water supply and sanitation was surprisingly long. On the other hand there were comparatively few entries for public works and home rule; the only item on city plan ning was Planning the Site for a City, a technical study by Lewis M. Haupt in Engineering Magazine for 1895. Three years later Brooks prepared, with the help of Dr. Milo R. Maltbie, A Bibliography of Municipal Problems and City Conditions, complete to 1901. Explaining the need for the work, Brooks wrote since the publication of the first edition of this work in 1897, the literature on cities has grown so rapidly that from three to four times as much space is now required to list it adequately. References to European cities reflected growing interest in comparative studies. The project, Sponsored by the Reform Club, was suspended when the re form movement receded, following on a number of victories for mea sures it had sponsored. In this interim the most intensive studies of municipal affairs shifted to such universities as maintained chairs in municipal government and political science. We find in all cotintries large aggregations of persons in small areas which are variously called cities or urban communities. The mere existence of such aggregations presents peculiar phenomena. We ask the questions: How did these aggregations come about? and, How are they constituted! that is, What are the characteristics of urban populations! These questions are of a sociological nature. When we speak of the city or urban community as a mere aggregation of persons we are therefore using the term in a sociological sense. But the presence of these aggregations causes problems to arise which are not sociological in character. For these aggregations must have a governmental organization. Not only must they have such an organization but their problems being peculiar, owing to the density of their population, that organization must be different from that which is accorded to rural communities. When, therefore, we speak of a city or urban community as a governmental organization we are using the term in a political rather than a sociological sense. We are not ttiiTiTriiig 80 much of the reasons why aggregations of persons exist or of the character of their xopulation as of the position which the city occupies as an organ of government and of the political powers which it exercises.
