We were beginning to under stand the national value of our colonial possessions; settlers and capital were venturing in; industries and factories were beginning to flourish. Compared with that of other nations, the colonizing process of Germany had progressed peacefully and steadily, and the inhabitants had confidence in the justice of German administration. This development had barely commenced when it was destroyed by the world war. In spite of all tangible proofs to the contrary, an unjustifiable caign of falsehood is being conducted in order to make the world believe that the Germans lacked colonizing talent and were cruel to the natives. A small force, mainly composed of these very natives, opposed this development. Almost without any external means of coercion, even without immediate payment, this force, with its numerous native followers, faithfully followed its German leaders throughout the whole of the prolonged war against a more than hundredfold superiority. When the armistice came it was still fit to fight, and imbued with the best soldierly spirit. That is a fact which cannot be controverted, and is in itself a sufficient answer to the hostile mis-statements. There are two sub-varieties of Moderate opinion with regard to the direction in which Germany is to gain. One is the M ittel - Euro pa school. This lays the emphasis upon a closer union, political, military and economic, between the German Empire and its Allies austria-hungary, Bulgaria 'and Turkey - in such wise that there is a continuous belt Of German power from Hamburg to the Persian Gulf, a great central-european realm capable of defying the world. This scheme could be realized with practically no annexation. The other sub-variety sees Germany's future greatness secured by a great Empire in tropical Africa, in Mittel - Afrika, extending right across the Continent from the Atlantic to the Indian Ocean. This in volves considerable annexations, but annexations in Africa, not Europe. Very often the two schemes - mittel-europa and Mittel - Afrika - are held both together. But commonly even those who hold both ideas lay greater stress on one than on the other. It may be questioned whether any strong spontaneous interest is felt by the German masses in the lost oversea colonies. We find, for example, the champions of the Colonial Idea occasionally complain of wide-spread popular indifference, though they note with satisfaction that the war has turned the great mass Of the working-classes, who had hitherto been indifferent to the Colonial movement, or even averse from it, into its most convinced friends (dr. Solf, Secretary of State for the Colonies, quoted in the Kreuz Zeitung for January 9, But if gain is not to be had in other directions, then the gain of colonial territory acquires value as a salve to national pride, which would be wounded, if the war ended in loss all round. It is perhaps for this reason that Of late the idea of the African Empire has seemed to be in the ascendant. The night was fairly good, and next morning I got up quite spry, and went down to breakfast, and then settled down in a good solid chair that happened to be standing in a sheltered spot. It was wet and very windy, and I was glad to keep still. In that chair I sat for hours, and it got rougher and rougher, and I was listening to a succession of crashes and clashes down below when suddenly there came a louder crash near at hand, and to my great astonishment I found myself and chair ung prostrate on to the deck, where we lay helpless till a dozen willing hands picked us up and put me in the chair, and tied chair to rail, and we kept steady for some hours more. When it grew dusk I feebly asked if some one would take me to bed. Mr. C. Manfully did his best, but I was so utterly ofinmc'icfitzg that he had to hand me over to the captain, who half carried me downstairs, where I have remained ever since! Isn't this a disgraceful state of things? The odd part is that, i have not been sick once, and hardly even felt sick it is only this ridiculous form of ma! De mer, being so weak and paralysed that one can hardly move. However, my excuse is that the weather has been real bad - even the first officer admitted that it was, and lots of other people keep below too, so I am not alonein disgrace. It's going to be fine to morrow, and after Port Said it's never rough, so they say, and I shall be as lively as possible.
