Book excerpt: Project managers typically set three success criteria for their projects: meet specifications, be on time, and be on budget. However, software projects frequently fail to meet these criteria. Software engineers, acquisition officers, and project managers have all studied this issue and made recommendations for achieving success. But most of this research in peer reviewed journals has focused on the private sector. Researchers have also identified software acquisitions as one of the major differences between the private sector and public sector MIS. This indicates that the elements for a successful software project in the public sector may be different from the private sector. Private sector project success depends on many elements. Three of them are user interaction with the project's development, critical success factors, and how the project manager prioritizes the traditional success criteria. High user interaction causes high customer satisfaction, even when the traditional success criteria are not completely met. Critical success factors are those factors a project manager must properly handle to avoid failure, And priorities influence which success criteria the project manager will most likely succeed in meeting. Through a survey of software project managers at two USAF software development organizations, my research discovered the following: 1) Air Force software project managers' top priority is fulfilling requirements, 2) User interaction during the software life cycle strongly influences user satisfaction with the final product, and 3) Air Force and private sector projects share many of the same critical success factors for nonweapon systems, but there are still some sharp differences.

Book excerpt: The United States Air Force (USAF) is seeing a shift in global powers. In order to stay ahead of the new threat of near-peer advisories, the Chief of Staff of the Air Force established a plan, Accelerate Change or Lose. In this plan, General Charles Q. Brown asks USAF personnel to become innovative problem solvers. One way to bridge this gap is to use the small business innovative research (SBIR) program. Through this program, the USAF funds small businesses with innovative products, technologies, or services and then integrates them into current USAF systems. The USAF started Pitch Day in 2019 to rapidly fund and contract with innovative companies, with a goal to integrate their products, technologies, or services for end users within the USAF. Shortly afterwards the USAF created AFWERX to standardize process. Both USAF employees and private sector companies were interviewed in a semi-structured format. USAF employees over each of the processes were interviewed to fully understand the USAF's approach. Fifty-two companies were also interviewed and the semi-structured format allowed for open-ended questions and provided unfiltered responses. The information provided by the interviews was then analyzed and overarching themes were identified. The baseline processes are mapped, and the various inputs and outputs required by the USAF and the private sector companies are then added to the baseline process. Social behavior is also added to the process models, which creates a holistic view of the entire system. The social behaviors include both enablers and barriers and include both formal and informal processes. The models help explain how companies move through the entire AFWERX system from Phase 1 to Phase 3, explain how the contracting process works for each solicitation and contract, and explains the possible factors that can lead to the "Valley of Death." Within each of these different process flow models, feedback and balancing loops explain how informal requirements actually impact the formal requirements, both positively and negatively. The purpose of this thesis is to propose a new framework that can better enable the USAF and companies to understand the complexities of the government-to-industry innovation system.

Book excerpt: This study investigated the types of processes used by certain U.S. government agencies to provide 'lessons learned' that could be used by USAF research, development and acquisition project managers. Areas of interest include the types of agencies that could provide 'lessons learned;' the sources, methods, and techniques these agencies use to process (acquire, maintain, and disseminate) management information such as lessons learned; and the measurement criteria the agencies use to evaluate the effectiveness of these processes. A general literature search helped to identify eleven candidate agencies; eight were chosen for full investigation. A survey of each sample agency was conducted. The survey obtained agency description information/materials for review, then used follow-up interviews to clarify/update that information. Final information was analyzed using nominal sorting and scoring techniques. Results indicated 'information gatherer' and 'resource provider' agencies tended to have 'lessons learned' programs, while 'evaluator' and 'oversight/management' agencies did not. A similar pattern was seen regarding the use of 'information/lessons learned' process metrics. Several changes to improve 'lessons learned' processes were suggested.
