Book excerpt: Excerpt from The Commission Plan and Commission-Manager Plan of Municipal Government: An Analytical Study In Galveston, Texas, after the flood of 1900, which fairly wiped out the city, the typical old-style mayor-and-council form of government broke down and was replaced by a com mission of five men appointed by the Governor of Texas. This commission worked swiftly and efficiently, and soon had the municipal government working and at much less annual cost. After the emergency passed, an attempt was made to continue the same government with three members appointed by the governor and two chosen by popular vote, as it was supposed that so simple and powerful a form of organization would be unsafe if manned entirely by elective representatives. A court decision declared the continued appointment of city officers in this way to be unconstitutional, and the entire com mission forthwith became elective. To the surprise of many observers, no demoralization ensued, and through successive elections the changes in personnel have been very slight. Gal veston began to claim that it was the best governed city in the United States, and Houston, Texas, in 1905, copied the Gal veston charter with similar satisfaction. In 1907 Des Moines adopted the Galveston plan, with the addition of the initiative, referendum and recall and non partisan primary. The Des Moines charter was widely copied, largely on the strength of the Des Moines experience, the number of cities adopting this form having increased until, on june l, 1914, there are 327 cities and towns of 2000 population or over which have changed their governments to the newtype. Few changes of importance were made in the Des Moines model for several years (except the preferential ballot added first by Grand Junction, Colo.) until the appearance in 1913 of the city manager, or commission manager modification, which is described in the attached supplementary report of the committee. Book excerpt: Excerpt from History and Analysis of the Commission and City-Manager Plans of Municipal Government in the United States The commission form of city government is not a definite and fixed type of municipal organization. With the increase In the number of cities operating under this so-called commission form of government, and with the increase in the number of devia tions and departures from the original Galveston plan found in various cities and communities which are claiming to have a commission plan of government, it is rather important to have clearly in mind at the very outset, what is and what is not com mission government. Book excerpt: Excerpt from The Dethronement of City Boss: Being a Study of the Commission Plan as Begun in Galveston, Developed and Extended in Des Moines, and Already Taken Up by Many Other Cities, East and West Des Moines was peculiarly fitted, by its central location, its medium size and its typical character as an American community to solve this problem for the country. It could, in a way, draw upon the experi ence of the entire civilized world through the medium of its own citizenship. It numbers among its in habitants natives of every county in Iowa, every state in the union, every country in Europe and every other quarter of the globe; and the travels, reading and studies of its nearly one hundred thousand people have covered every part of the world and embraced the full range of ordinary observation and experience. It is the seat of a university and several other strong institutions of learning; and its newspapers are con ducted by able, conscientious and public-spirited men, catering to large and very intelligent constituencies. Moreover, no small part of its ability to deal with the larger problems of its life is due to the organization of its women in clubs which give constant and seri ous consideration to whatever has a bearing upon the welfare of the community. Book excerpt: Excerpt from Proceeding of the Providence Conference for Good City Government and the Thirteenth Annual Meeting of the National Municipal League: Held November 19, 20, 21, 22, 1907 at Providence The four papers on the Galveston, Des Moines and Newport plans and the Chicago situation constitute a very helpful addi tion to the discussion of the reorganization of our cities. Dr. Munro's paper, which occupied over a year in the preparation, represents the most thoughtful study of the now famous Gal veston plan which has thus far been made. The contribution is a notable one and will unquestionably prove of the greatest help to all who are interested in this phase of the municipal problem. Book excerpt: From the bestselling author of The Devil in the White City, here is the true story of the deadliest hurricane in history. National Bestseller September 8, 1900, began innocently in the seaside town of Galveston, Texas. Even Isaac Cline, resident meteorologist for the U.S. Weather Bureau failed to grasp the true meaning of the strange deep-sea swells and peculiar winds that greeted the city that morning. Mere hours later, Galveston found itself submerged in a monster hurricane that completely destroyed the town and killed over six thousand people in what remains the greatest natural disaster in American history--and Isaac Cline found himself the victim of a devastating personal tragedy. Using Cline's own telegrams, letters, and reports, the testimony of scores of survivors, and our latest understanding of the science of hurricanes, Erik Larson builds a chronicle of one man's heroic struggle and fatal miscalculation in the face of a storm of unimaginable magnitude. Riveting, powerful, and unbearably suspenseful, Isaac's Storm is the story of what can happen when human arrogance meets the great uncontrollable force of nature.
