This book was released on 2001 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: U.S. strategy in the Balkans and the Army s role there is examined. The author recommends continued U.S. involvement, consideration of a long-term American military presence in the region, and some significant changes in role of the U.S. Army. The goals that led the United States into the Balkans have not yet been fully met. To do so requires both sustained involvement in that region and a continued refinement at the Army s peace operations capabilities. From a broader perspective, he argues that, if U.S. political leaders decide that involvement in protracted peace operations will be an enduring part of American strategy, the Department of Defense should help form specialized joint and interagency peacekeeping organizations as an augmentation to the existing military. The Army should clearly play a leading role in this.

Available in PDF, EPUB and Kindle. Book excerpt: The United States, its allies, and local leaders have achieved substantial successes in the Balkans since the mid-1990s. The wars in the region have ended, and all of the countries are undertaking political and economic reforms at home and orienting their foreign policies toward Euro-Atlantic institutions. However, difficult challenges remain, including resolving issues of political status, especially the status of Kosovo; breaking up the power of political-criminal groups; enforcing the rule of law; bringing war criminals to justice; and reforming the economies of the region. The current goal of the international community in the Balkans is to stabilize the region in a way that is self-sustaining and does not require direct intervention by NATO-led forces and international civilian officials. Relatedly, the United States is seeking to reduce the costs of its commitments to the region, in part due to competing U.S. and international priorities, such as the war on terrorism, and efforts to stabilize Iraq and Afghanistan, which have placed strains on U.S. resources. SFOR and KFOR, the NATO-led peacekeeping force in Bosnia and Kosovo, have been rapidly reduced, raising the question what impact the withdrawals will have on the region's stability. In December 2004, SFOR's mission was concluded and the European Union took over peacekeeping duties in Bosnia. A few hundred U.S. troops remain in Bosnia to assist Bosnian defense reforms and fight terrorism. Large scale anti-Serb riots in Kosovo in March 2004 called into question the adequacy of KFOR and U.N. efforts to promote security and stability in Kosovo.

Book excerpt: For the first time in its modern history the entire Balkan Peninsula has the opportunity to co-exist under one security and developmental umbrella combining NATO and the European Union (EU). Unfortunately, European and American leaders have been unable to complete such a unique historic vision, while the progress of several Western Balkan countries continues to be undermined by a plethora of political, social, economic, ethnic, and national disputes. This monograph focuses on the escalating security challenges facing the Western Balkans, assesses the shortcomings and deficiencies of current international engagement, considers future prospects for U.S. military involvement, and offers recommendations for curtailing conflict and promoting the region's international institutional integration. Available in PDF, EPUB and Kindle. Book excerpt: Strategy is not a modern invention. It is an essential and enduring feature of human history that is here to stay. In this original essay, Colin S. Gray, world-renowned scholar of strategic thought, discusses the meaning of strategy and its importance for politicians and the military as a means of achieving desired outcomes in complex, uncertain conditions. Drawing on a wide range of examples from the Great Peloponnesian War to the Second World War, Vietnam, and the ongoing conflicts in Iraq and Afghanistan, Gray ably shows how great military thinkers of the past and present have acted strategically in their various ideological, political, geographical and cultural contexts. Looking to the future, he argues that strategy will continue to provide a vital tool-kit for survival and security, but that the global threat posed by nuclear weapons remains an on-going challenge without obvious practical solutions. As Gray boldy asserts, there is no promised land ahead, only hard and dangerous times that will require us to master the theory and practice of strategy to secure our own future.

Book excerpt: At the end of the twentieth century, as at its beginning, the Balkans stand at a crossroads, facing the choice of being marginalized, or overcoming their problems and creating the conditions for their integration into the European mainstream. The stakes for the West are also high. Another war in the region might not threaten the West directly, but it would have a corrosive effect on Western unity.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book focuses on the origins, consequences and aftermath of the 1995 and 1999 Western military interventions that led to the end of the most recent Balkan wars. Though challenging problems remain in Bosnia, Macedonia, Kosovo, and Serbia, the conflict prevention and state-building efforts thereafter were partly successful as countries of the region are on separate tracks towards European Union membership. This study highlights lessons that can be applied to the Middle East and Ukraine, where similar conflicts are likewise challenging sovereignty and territorial integrity. It is an accessible treatment of what makes war and how to make peace ideal for all readers interested in how violent international conflicts can be managed, informed by the experience of a practitioner.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the use of military force as a coercive tool by the United States, using lessons drawn from the post-Cold War era (1991–2018). The volume reveals that despite its status as sole superpower during the post-Cold War period, US efforts to coerce other states failed as often as they succeeded. In the coming decades, the United States will face states that are more capable and creative, willing to challenge its interests and able to take advantage of missteps and vulnerabilities. By using lessons derived from in-depth case studies and statistical analysis of an original dataset of more than 100 coercive incidents in the post-Cold War era, this book generates insight into how the US military can be used to achieve policy goals. Specifically, it provides guidance about the ways in which, and the conditions under which, the US armed forces can work in concert with economic and diplomatic elements of US power to create effective coercive strategies. This book will be of interest to students of US national security, US foreign policy, strategic studies and International Relations in general.
