A decade of instability in the Balkan states of southeast Europe has given the region one of the worst images in world politics. The Balkans has become synonymous with chaos and extremism. Balkanization, meaning conflict arising from the fragmentation of political power, is a condition feared across the globe. This new text assesses the key issues of Balkan politics, showing how the development of exclusive nationalism has prevented the region’s human and material resources from being harnessed in a constructive way. It argues that the proximity of the Balkans to the great powers is the main reason for instability and decline. Britain, Russia, Austria-Hungary, France and finally the USA had conflicting ambitions and interests in the region. Russia had imperial designs before and after the 1917 Revolution. The Western powers sometimes tolerated these or encouraged undemocratic local forces to exercise control in order to block further Soviet expansion. Leading authority Tom Gallagher examines the origins of these Western prejudices towards the Balkans, tracing the damaging effects of policies based on Western lethargy and cynicism, and reassesses the negative image of the region, its citizens, their leadership skills and their potential to overcome crucial problems.

Dragostinova reappraises the global 1970s from the perspective of a small socialist state—Bulgaria—and its cultural engagements with the Balkans, the West, and the Third World. During this anxious decade, Bulgaria's communist leadership invested heavily in cultural diplomacy to bolster its legitimacy at home and promote its agendas abroad. Bulgarians traveled the world to open museum exhibitions, show films, perform music, and showcase the cultural heritage and future aspirations of their "ancient yet modern" country. As Dragostinova shows, these encounters transcended the Cold War's bloc mentality: Bulgaria's relations with Greece and Austria warmed, émigrés once considered enemies were embraced, and new cultural ties were forged with India, Mexico, and Nigeria. Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. The collapse of Yugoslavia into nationalist regimes led not only to horrendous cruelty and destruction, but also to a crisis of Western security regimes. Coming at the height of euphoria over the end of the cold war and the promise of a "new world order," the conflict presented Western governments and the international community with an unwelcome and unexpected set of tasks. Their initial assessment that the conflict was of little strategic significance or national interest could not be sustained in light of its consequences. By 1994 the conflict had emerged as the most challenging threat to existing norms and institutions that Western leaders faced. And by the end of 1994, more than three years after the international community explicitly intervened to mediate the conflict, there had been no progress on any of the issues raised by the country's dissolution. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. She argues that focusing on ancient ethnic hatreds and military aggression was a way to avoid the problem and misunderstood nationalism in post-communist states. The real origin of the Yugoslav conflict, Woodward explains, is the disintegration of governmental authority and the breakdown of a political and civil order, a process that occurred over a prolonged period. The Yugoslav conflict is inseparable from international change and interdependence, and it is not confined to the Balkans but is part of a more widespread phenomenon of political disintegration. Woodward's analysis is based on her first-hand experience before the country's collapse and then during the later stages of the Bosnian war as a member of the UN operation sent to monitor cease-fires and provide humanitarian assistance. She argues that Western action not only failed to prevent the spread of violence or to negotiate peace, but actually exacerbated the conflict. Woodward attempts to explain why these challenges will not cease or the Yugoslav conflicts end until the actual causes of the conflict, the goals of combatants, and the fundamental issues they pose for international order are better understood and addressed.

Book excerpt: After the end of the Second World War, Bulgaria fell in total dependency upon the Soviet Union as a direct result of the 1944 Yalta agreement on the 'spheres of influence' division of Europe. The Bulgarian Air Force was radically reformed in the Soviet style and rapidly re-equipped with huge numbers of front-line aircraft.The strengthening of the Bulgarian air arm became a high priority as the Cold War in the Balkans gathered speed, and small incidents near the southern and western borders of the country began to occur with increasing frequency. The extensive 'Sovietisation' of the Bulgarian air arm led to the eventual change of its official title in late 1949, becoming identical to its Soviet counterpart, the Voennovazdushni Sily (VVS), featuring a structure identical to that of a Soviet front-line air army.In April 1951, the Bulgarian Air Force entered the jet era with the delivery of the first batch of Yak-23 fighters, followed not after long by the MiG-15.The hot period of the Cold War in the early and mid-1950s saw frequent night overflights by US aircraft ferrying CIA teams to be delivered by parachute to Bulgarian territory, and often to Romania and the southern parts of the Soviet Union.This tense situation required a constant high alert state, but the Bulgarian jet fighters and anti-aircraft artillery proved largely unsuccessful in countering the night intrusions. They were more successful, however, in countering the flights of high-altitude balloons with photo reconnaissance equipment launched by the US intelligence in an effort to gather information on the countries behind the Iron Curtain.The only occasion of a foreign aircraft being shot down was El Al Flight 402, a Super Constellation on a regular passenger flight between London to Tel Aviv via Vienna and Istanbul. The ill-fated airliner, known as one of the greatest victims of the Cold War tensions, nervousness and distrust, was attacked by Bulgarian MiG-15 fighters on 27 June 1955 after it erroneously strayed off course into Bulgarian territory, killing all 58 people onboard.The formation of the Soviet Union-dominated Warsaw Pact Treaty Organisation on May 14, 1956 heralded the beginning of a new era in the VVS' development. As one of the most enthusiastic Warsaw Pact members, Bulgaria was readily supplied with huge numbers of combat jets, anti-aircraft artillery, surface-to-air missile systems and early warning radars in an effort to boost up the pact's southern flank defence.

In Bulgaria, Michael Boll finds a unique vantage point for study of the processes of international politics during these years of the emergence of the Cold War. Bulgaria, he writes, was to assume a significance for both the United States and the Soviet Union greater than that small nation's intrinsic importance to either Great Power. Bulgaria had joined the Axis—under pressure—during the war, though it alone among the Axis satellites had refused to declare war on the Soviet Union. Willing in 1943 to lend support to an American plan devised to bring about Bulgaria's surrender and its participation in the war against Germany, the Soviet by the fall of 1944 was to invade Bulgaria and form an alliance with the Bulgarian Communists, who offered dependable support in the Red Army's continuing war effort. When military objectives were replaced by the Soviet's political drive for consolidation of its newly won empire, the Bulgarian Communists remained indispensable allies and continued the determined campaign that culminated in 1947 in declaration of the People's Republic of Bulgaria.
