Current thinking, in spite of the recent current events, is that the military must build down to meet anticipated defense budget reductions. There are a number of studies looking at ways to scale back or reorganize the military and numerous initiatives being considered to reduce defense costs. Many of these, however, are extremely complex and sensitive and will take a great deal of time to produce any results, if an agreement can even be reached. The Reserve Component, as is the case with most of the military, has over time grown in such a way that there is a vast amount of duplication. The mere fact that the reserves are divided into the U.S. Army Reserve and the National Guard substantiates this verity. This paper suggests the combining of these two and addresses what to do with all of the various elements that are essentially duplications between them. The author realizes the political implications of accomplishing such a move, but remains objective throughout and sees a future wherein pet rocks and individual interests must be set aside in favor of the practical and realistic ends.

Book excerpt: As the twenty-first century approaches, the number of full-time, active duty personnel in the U.S. military (excluding the Reserves and National Guard) is about 1.4 million, the lowest level since before World War II. Nevertheless, the U.S. military is supposed to be prepared to fight two major-theater wars almost simultaneously while conducting peacekeeping operations and other assignments around the globe. To fulfill this wide range of missions, the U.S. military must continue to rely on the Reserves and National Guard, which are known collectively as the reserve components. The current number of reserve components is almost equal to the number of active duty personnel. In the case of the U.S. Army, the number of reserves is double the number of active personnel. This study addresses how technology can be used to improve the readiness and effectiveness of the reserve components and their integration with the active components. Many technologies are expected to enhance the capabilities of the U.S. military in the twenty-first century, including precision weapons, high-fidelity sensors, long-range surveillance, enhanced stealth characteristics, and advanced communications and information systems. This study reaffirms the importance of improved communication and information systems, for improving comprehensive training and accelerating the mobilization of reserve components for military missions in the coming decade. Although programs using these technologies are already under way in both the reserve and active components of the military, this study focuses on the effectiveness of reserve components and active-reserve integration.

It examines the roles for which the Reserve Components are best suited, and the best ways to optimize their capabilities and strengths. This report identifies the environment needed to provide a trained, equipped, ready and available Reserve Component; presents options for future force rebalancing considerations; and identifies necessary revisions to law, policy and doctrine. The findings validate some common themes from past studies while providing instructive insights for charting a course for the future. Although the body of this report does not address the absolute cost of each Service's Reserve Component, it makes clear the value of those organizations. The fundamental conclusion of the report is that the Quadrennial Defense Review was correct in its assessment that the National Guard and Reserve, if employed judiciously and with strategic acumen, can effectively contribute to the National Security Strategy even beyond contemporary expectations. It makes clear that decisions regarding the future role of the Reserve Components and the balance between active and reserve forces must be seen through the lens of the All-Volunteer Force. Doing so will require a Reserve Component that is both capable and sustainable. 1. Costs. Establishing a common Departmental baseline costing methodology for the Total Force and identifying the instances where such common baseline costing is not feasible. 2. Uses. Leveraging Departmental plans for the future to best determine how to use the capabilities and capacities of the Guard and Reserve to best advantage during drill time, periods of Active Duty, and during mobilization. 3. Roles. Determining those roles for which the Guard and Reserve are well suited and where Guard and Reserve forces should be considered as a force of first choice. 4. Standards. Determining the conditions and standards that provide for a trained, equipped, ready, and available Guard and Reserve in order to meet the demands of the Total Force while maintaining the support of service members, their families and employers. 5. Rebalancing. Proposing recommendations on rebalancing the mix of Active and Reserve Components to meet demands of the Combatant Commands based on the Guidance for Employment of the Force (GEF) and the cost-benefit analysis of these proposals. 6. Changes. Proposing needed law, policy, and doctrinal changes required to meet the demands and conditions determined in Objectives 2-5 above.
