Book excerpt: After 20 years, the "green revolution" is generally referred to as a milestone in the international agricultural movement. The introduction of new varieties of wheat and rice, along with fertilizers, pesticides, and mechanized farm equipment has produced a dramatic increase in world food production. This paper assesses the successes of the green revolution in light of its effect upon third world countries. It cautions that the revolutionary gains in agricultural production have not been distributed evenly. This uneven distribution of productivity is discussed in the first chapter, "Productivity Reconsidered." The second chapter, "Beyond the Green Revolution," considers the need for new crop varieties and technologies (including biotechnologies) but argues that tomorrow's innovations must be more consistent with regional agricultural traditions. This approach will help to avoid some of the environmental and social costs associated with the agricultural technologies utilized during the green revolution. The third chapter, "Rediscovering Traditional Agriculture," examines the benefits and limitations of traditional methods of agriculture, indicating that these practices should provide the basis for new practices, rather than be swept aside as archaic. "Toward Appropriate Biotechnology" discusses some of the possible contributions offered by biotechnology as tools for more efficient and sustainable agriculture. The document concludes with a call for additional research in sustainable agriculture productivity. (TW)

Book excerpt: This report focuses on topics and issues related to the global use of tobacco. It consists of an introduction and six major sections. These sections deal with: (1) the epidemic rate at which smoking is spreading, indicating that the global rate has grown nearly 75 percent over the past two decades and is growing at 2.1 percent per year, faster than world population growth; (2) health factors, indicating that lung cancer is predominantly a disease of smoking and showing the international correlation between cigarette consumption and lung cancer deaths after 20 years of smoking; (3) sidestream smoke (which wafts from a smoker's cigarette to an involuntary smoker) and its effects on others, indicating that passive smoking has been correlated with lung cancer in nonsmoking spouses of smokers in more than 10 studies; (4) effects on children, indicating that in one United States survey, smokers gave birth to underweight babies twice as often as other women did; (5) antismoking efforts to date; and (6) stronger measures, such as banishing tobacco by prohibiting tobacco from workplaces and public buildings. Data tables are included when applicable, for example, on cigarette use in selected countries (1984), and smoking among United States males by educational level (1982). (JN)

Book excerpt: A wide variety of incentive and disincentive programs are presented in an effort to stabilize the population and prevent bankruptcy of physical, economic, and social resources, particularly in countries like India and China. Following an introduction, the document discusses several programs, including (1) the use of small one-time payments for individuals who become sterilized and to family planning workers or doctors for each acceptor recruited; (2) incentives that improve welfare such as deferred incentive schemes like the "No-Birth Bonus Scheme" by private industry or government pension programs, in which accounts are credited with later collection contingent upon success in having a small family; (3) community development incentives in which whole villages are rewarded with development programs if the birth rate falls; (4) penalization of large families by imposing costs or withholding benefits; (5) emergency measures such as India's compulsory sterilization and China's one-child policy; and (6) expansion of the role of other incentive and disincentive schemes such as paying women to remain childless longer and developing programs to improve the lot of women. Also provided are four data tables illustrating countries offering small, one-time payments; average number of living children of women undergoing sterilization; fertility declines of all of India and the Tea Estates with and without "No-Birth Bonus" schemes; and Singapore's birthrate from 1960-1982. Available in PDF, EPUB and Kindle. Book excerpt: Human activities that have altered the earth's chemistry are discussed in terms of their potential ecological and economic consequences. Humanity's impact on the disruption of the natural cycles of carbon, nitrogen, and sulfur is assessed. Data are presented which illustrate the extent of change in these cycles. Risks particularly threatening and costly to society are identified as those associated with food, security, forests, and human health. Each of these risk areas are explained and specific problems and conditions are highlighted. Strategies of minimizing risks through measures that remedy several problems simultaneously are advocated. Recommended actions include: (1) reduction of fossil fuel use; (2) support of new energy technologies; (3) establishment of standards for residential appliances; (4) increase of recycling efforts; (5) preservation of forests and planting of trees; (6) elimination of lead in gasoline; (7) more extensive toxicity testing; (8) use of an integrative pest management program; and (9) detoxification of wastes. Because of the global nature of these risks, international co-operation and active collaboration efforts to explore policy options are urged. (ML)

Book excerpt: This document, which examines various topics and issues related to the management of freshwater supplies, is organized into 6 main sections. These sections include: (1) the water cycle and renewable supplies, providing data on distribution of such supplies by continent and average annual per capita runoff produced in selected countries with projections for the year 2000; (2) competing uses for water, providing data on world water use (total and per capita) for 1940-80, growth in irrigated areas (by continent) for 1950-82, and estimated water use in selected countries (total, per capita, and sector) for 1980; (3) the environmental and economic consequences of mismanaging water supplies, indicating the status of excessive water withdrawals in selected regions; (4) the augmenting of dependable supplies, providing data on reservoir capacity in selected countries for 1970 with projections to 1990 and listing selected major river diversion projects; (5) water conservation in the United States and foreign countries; and (6) priorities for a new water economy. One suggestion offered is that planners and educators dispel the myth that water conservation is exclusively a short-term strategy to alleviate droughts and other immediate crises. (JN)
