Book excerpt: "While the United States military is unmatched in its ability to project forces anywhere in the world, this advantage is only enjoyed because of reliance on strategic airlift and sealift combined with world-class port and airfield infrastructure. As an option, Joint Logistics over the Shore (JLOTS) operations enable strategic ship offload through inadequate or damaged ports, or over a bare beach. To ensure this option, the Department of Defense (DoD) must invest in a common, integrated approach to ensure a capability that is sufficient and integrated across the Joint Force. History has shown the advantage of projecting forces onto the shores of the enemy. However, periods between conflicts have often resulted in decreased budgets and less emphasis on capabilities such as amphibious operations and JLOTS. To continue to provide this flexible logistics option, both the Services and the joint community must emphasize its importance through continued investment and increased joint collaboration. A comprehensive study to determine concepts, capabilities, and requirements for JLOTS to support future Joint force structures will ensure an accurate starting point for assessing JLOTS. Doctrine must reflect the importance of JLOTS to emerging concepts such as seabasing to ensure seamless transition from one method of logistics delivery to another. continued and expanded training opportunities will increase the breadth of JLOTS experience across all the Services. The platforms and capabilities existing today for JLOTS must continue to receive required funding to ensure availability when needed for the next contingency. Finally, the joint community must explore all opportunities to enhance JLOTS capability, whether commercial or emerging technology, to ensure viable capability a solder platforms and capability reach their economical useful life."--Abstract.

The joint force commander expects joint logistics to give him sustained logistic readiness which will provide freedom of action to effectively execute operations in support of national objectives.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

It will also determine if U.S. army command and control support organizations such as the Corps Support Command, Theater Army Area Command, or the conceptual Theater Support Command are suitable to support this command and control function. Additionally, the paper argues that the centralized planning and control function provided by a Joint Logistic Command is a primary step to focusing logistics. Operations since the enactment of the Goldwater-Nichols Act in 1986 have seen an increased use of a joint logistics command and control structure to focus the logistics effort of the theater and/or area of operation. The consolidation of Defense Logistics and Services agencies have increased the need for a consolidated logistics control node at the operational level to orchestrate strategic level support to the tactical level. This link creates a seamless logistics system. Historically, in all major conflicts the U.S. Military Services have operated as joint force; integration however, is usually only at the highest level. The current and future trend of joint operations is to integrate service capabilities to include logistics at the lower Joint Task Force (JTF) level. The paper concludes that the U.S. Military operates joint logistics for landbased operations primarily with the Army and in the future this trend should continue with increased service integration. However, joint logistics doctrine must be authoritative to drive the integration process.

Recent contingency operations clearly indicate U.S. force projections in support of national policy will be joint operations. The study in this paper reviews the recent history of support to joint operations. It discusses future contingency operations, logistical requirements, and contingency force composition. Flexibility, duplication and consolidation of logistical support to the Theater Commander is discussed in light of economy of logistical effort while sustaining the forces. In this study, the assumption was made that the industrial base and transportation systems would provide sufficient logistical sustainment to the selected theater of operation. The problem then becomes the type organization required to provide command and control for reception, storage, onward movement, and continued sustainment of joint theater forces. This paper concludes that the creation of a Joint Logistical Command for contingency operations, which would combine all Service logistical components under a single logistical operator, would make the best use of limited theater resources.

Logistical operational military forces must be organizationally structured with systems that maximize support capability to the joint and combined future military force. The Army is, currently, developing Army specific Theater Support Command (TSC) doctrine and corresponding force structure. While this is certainly a step in the right direction, future logistical operations in any theater must operate in both multi-national and joint environments. Stovepipe support systems in the individual services do not support focused logistics as discussed in Joint Vision 2010. Critical forces such as technology, tactics, and battlefields of the future are demanding change to the logistical structure that supported our forces of the past. We must develop an efficient, effective, and centrally orchestrated logistical support system which is decentrally executed. A Joint Theater Support Command (JTSC) is the organization that can allow our logistical support to operate successfully on the joint and combined battlefield of the future. It improves our ability to address all five critical logistics characteristics that are vital to mission success. The JTSC is a modular organization that is capable of operating in an operational environment as the single logistical headquarters in a theater of operations and reports directly to the war fighting theater commander.

Currently, there are two primary methods; through a Command Organization or through the J-4. This paper makes a compelling case for a Joint Theater Logistics Command. The primary focus is to examine the management of common user logistics at the theater level. This paper outlines the legal obligations of each of the Armed Services in providing logistical support to their forces during joint operations and reviews historical examples of logistical support in conflicts from WWII to present. Service and Joint doctrine is reviewed as the framework for current operations. An analysis of two current proposals for Joint Theater Logistics is presented and evaluated. A conclusion and recommendations are included to provide the supporting logic and direction on solving command and control for Joint Theater Logistics through the use of a Joint Force Support Component Command. Direction of Joint Theater Logistics has been managed in a variety of ways throughout American military history. Repeatedly, the American military has in time of crisis, been slow to respond logistically to major or minor conflict and always put together an ad hoc structure to manage Theater level logistics. These ad hoc structures have ultimately successfully sustained US forces but often at a significant cost in lives while we slowly responded with a logistical build up and put together a structure to direct Joint Theater Logistics. The common element to success for each of these logistics management structures was that they were under the directive authority of the Combatant Commander. As we look to the future, however, the rapid tempo of operations and changing nature of the types of warfare we now face will not allow us the luxury of time to adapt our logistics structure in the future. Instead, soldiers' lives depend on getting command and control structure for logistics right the first time out onto the battlefield. While the recommendations primarily address common user logistics and do not address Service unique logistics requirements, the recommendations are the first step to addressing the total challenges in command and control of Joint Logistics for the future force."--Abstract

Book excerpt: At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.
