Book excerpt: In this publication possible ways to promote security cooperation in the Wider Black Sea Area are being addressed. The area holds major importance for Euro-Atlantic security. Strategically located at the crossroads of Europe, the Middle East and Central Asia, the region, after the dual NATO-EU enlargement in 2004-2007, became part of the periphery of the common Euro-Atlantic security system, with critical value for European energy security and the war on terrorism. The region faces a variety of security challenges, including regional conflicts, ethnic strife, terrorism, and powerful organized crime, while many of the countries have weak institutions, turbulent political systems, unstable economies and lack of democracy. In addition, the traffic of drugs to the West, the steady stream of militancy from the Middle East, and the energy lines from the oil and gas-rich regions of the East to an energy-hungry Europe gradually define the Wider Black Sea Area as a region urgently requiring political attention and investment in its security. This publication is intended to provide fresh ideas on the possible areas of security cooperation, even as the authors agreed that comprehensive, far-reaching policies are hard to attain in the near future.

Available in PDF, EPUB and Kindle. Book excerpt: Offering theoretical insights on region building, this book explores the attempts to formulate a political and institutional vision for the Black Sea region in the post-9/11 era and in the context of the enlargements of the EU and NATO. It investigates in depth these attempts, viewed as a failure by the key actors involved, in order to understand how regions emerge in international politics as well as how and why they may fail to come into being. To this end, the book explores a range of factors that impacted region building in the Black Sea, considering the role of region builders involved, their practices and the context of their actions, and the spatial representations and security discourses that were integral to the region building process. Hence, attention is paid to how these factors both enabled and constrained the discursive construction of the Black Sea region, thus identifying the elements that distinguish the Black Sea from other successful cases of region building. Based on critical approaches towards international relations and political geography, this book both expands and deepens the scope and understanding of regions and will thus appeal to academics and students in the fields of International Relations, Security Studies, Political Geography, and Regional Integration.

Book excerpt: Security is a major contemporary concern, with foreign and security policies topping the agenda of many governments. At the centre of Western security concerns is Turkey, due to its geographical proximity to converging major fault lines such as the Caucasus, the Mediterranean and the Middle East. As trans-Atlantic debates evolve around these major fault lines, future relations will have a direct impact on the re-orientation of Turkish foreign and security policies. This comprehensive study focuses on the future of Turkish foreign and security policies within the emerging strategies of the two Wests. Discussing the challenges Turkey has been facing since the turn of the century, it examines Turkish foreign policy in the context of trans-Atlantic relations - as a global actor, and with respect to conflict, new power relations, energy security, Greece, Cyprus and the environment.

Available in PDF, EPUB and Kindle. Book excerpt: The Black Sea region is a dynamic and complex area in which many national and international actors have key interests, including Russia and the US. The European Union stretches to the sea’s western coast where it meets former Soviet territory as well as EU candidate Turkey. Regional tensions include those over NATO enlargement, a US anti-ballistic missile system, access to the Black Sea, democratization, spheres of interest and the conflict zones of Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. In addition, the region’s close proximity to the Caspian basin offers the prospect of alternative energy resources and routes to western states. The Politics of the Black Sea Region: EU Neighbourhood, Conflict Zone or Future Security Community? explores and examines the many diverse political, security and economic interests that affect the region and the possible outcomes for it. By reviewing the wider history and examining the political systems and policies of the Black Sea nations and organizations as well as analyzing current tensions and future trends, it provides an invaluable, comprehensive and unique political guide to this fascinating area.

Available in PDF, EPUB and Kindle. Book excerpt: This book on the security context in the Black Sea region is a timely endeavour and substantive contribution to understanding the state of play in the region and its linkages to the rest of the world. With contributions from analysts from Europe, the United States, Russia, Ukraine and Turkey, the book provides a holistic perspective. Post-Cold War developments have increased interest in the Black Sea region and the role of the regional and extra-regional actors in its security issues: this volume examines the position of the United States; NATO’s involvement; the EU’s engagement; Russia and Turkey’s aspirations alongside the policies of the other states in the region as they seek a role for themselves. It illustrates and investigates key concerns such as security, energy and energy security, regionalism and good governance; and questions why a cooperative security framework (or other regional schemes which could accommodate the needs of all stakeholders) has to date never become a reality. This book adds to the growing body of research on the region, presenting the facts of the current situation and asking what can be done in the Black Sea region for it to survive given its precarious security environment. This book was published as a special issue of Southeast European and Black Sea Studies.

Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the Cold War, and especially following the US decision to invade Iraq, the once strong partnership between the US, Canada, and the European allies has faced the serious possibility of significant change, or even dissolution. At the very least, fundamental differences have emerged in the ways that many of the partners, perceive the issues that are most important to them—from perceptions of the threat of terrorism and attitudes to the use of force, to expectation about the future nature of the NATO Alliance—and in the ways in which those perceptions have become translated into policy decisions. In this book, experts from both sides of the Atlantic seek to explain why there has been so much divergence in the approach the various countries have taken. And it seeks to raise questions about what those divergent paths might mean for the future of transatlantic relations.

Book excerpt: Democratic government is facing unprecedented challenges at a global scale. Yet, Turkey's descent into conflict, crisis and autocracy is exceptional. Only a few years ago, the country was praised as a successful Muslim-majority democracy and a promising example of sustainable growth. In Turkey’s Exit from Democracy, the contributors argue that President Recep Tayyip Erdoğan and the Justice and Development Party government have now effectively abandoned the realm of democratic politics by attempting regime change with the aim to install a hyper-presidentialist system. Examining how this power grab comes at the tail end of more than a decade of seemingly democratic politics, the contributors also explore the mechanisms of de-democratization through two distinctive, but interrelated angles: A set of comparative analyses explores illiberal forms of governance in Turkey, Russia, Southeast Europe and Latin America. In-depth studies analyse how Turkey's society has been reshaped in the image of a patriarchal habitus and how consent has been fabricated through religious, educational, ethnic and civil society policies. Despite this comprehensive authoritarian shift, the result is not authoritarian consolidation, but a deeply divided and contested polity. Analysing an early example of democratic decline and authoritarian politics, this volume is relevant well beyond the confines of regional studies. Turkey exemplifies the larger forces of de-democratization at play globally. Turkey’s Exit from Democracy provides the reader with generalizable insights into these transformative processes. These chapters were originally published as a special issue in Southeast European and Black Sea Studies.
