Available in PDF, EPUB and Kindle. Book excerpt: Almost immediately after Israel declared its independence in 1948, it began to benefit from a unique series of scientific and military exchanges with France. These exchanges, arranged for the most part outside normal diplomatic channels, were in conflict with the official pro-Arab position of the French government, and also ran counter to Israel's leanings toward the United States, Britain, and the Commonwealth countries. They thus indicated the beginnings of a "tacit alliance"—a relationship of mutual cooperation and support based on no official government contract. Sylvia Kowitt Crosbie traces the rise of the France-Israel friendship from its informal beginnings through its peak at the time of the Sinai Campaign, the Suez crisis, and the joint Anglo-French invasion of Egypt to its abrupt end in 1967 during the aftermath of the Arab- Israeli June War. The author studies the problem from the standpoint of the interplay of international politics as it affected the Middle East, at the regional level of the Arab-Israeli dispute, and in terms of the domestic politics of the two partners of the alliance. Book excerpt: Wilfred Kohl analyzes the development of France's atomic force, focusing on the role of nuclear weapons in de Gaulle's policies and its impact on French relations with NATO, her key alliance partners (the United States, Great Britain, and West Germany), and the U.S.S.R. He emphasizes the discontinuity between de Gaulle's grandiose designs and the more modest programs envisaged by cither the preceding governments of the Fourth Republic or the succeeding Pompidou government. Available in PDF, EPUB and Kindle. Book excerpt: Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."

Book excerpt: The nature and function of the North Atlantic Treaty Organization (NATO) are uncertain now that the alliance has accomplished its primary objective of defending Western Europe from the perceived Soviet threat. Despite uncertainty about NATO's role in the post-Cold War world, its political and military leaders agree that it can continue to play a vital part in enhancing European security and maintaining international stability. This superb analysis explores the evolving functions and future directions of this unique organization, paying particular attention to the political cultures and goals of its member states. The Promise of Alliance is important reading for students and scholars of international relations, foreign affairs, and political theory.
