Available in PDF, EPUB and Kindle. Book excerpt: Modern France is often referred to as the "sick man of Europe." With attention focused on the all-pervasive role of the state, Mr. Baum makes a revealing diagnosis. He provides a full view into the structure and performance of the French economy, dealing first with government efforts to solve certain general problems: reconstruction of the economic system, controlling cycles of inflation and recession, and closing the large gap in the balance of payments. After discussing the state's traditional role of public financier and its less orthodox role as entrepreneur in the large sector of the economy now under public ownership, he shows how the state acts as a regulator of private enterprise in industry and agriculture. Mr. Baum’s extensive use of original French source material and discussions with French officials in business and government make this book a unique contribution to understanding modern France. Available in PDF, EPUB and Kindle. Book excerpt: In this book John Killick introduces the reader to a key aspect of economic history: the impact of American economic intervention in Europe after World War II. The effects of this impact are still open to debate. The Marshall Plan has traditionally been seen as a decisive turning-point in European economic and political history, but its effect is now being called into question. Would Europe have revived spontaneously after 1945? Did American dollars save the world in 1947? Was American influence the underlying reason for the general drift away from socialism and the move towards European federalism in the late 1940s and early 1950s? If the Marshall Plan--in conjunction with NATO--created a coherent and prosperous western bloc, was this critical for the outcome of the Cold War? These are important questions, to which this careful analysis provides some new and accessible answers.

Available in PDF, EPUB and Kindle. Book excerpt: Gueldry analyzes the substantive transformations brought upon the French state by European integration through an incremental and cumulative process generally described as Europeanization. This restructuring is characterized by the erosion of traditional political and economic parameters, the emergence of new means and models of public action, and a general paradigmatic redefinition, including a search for renewed political legitimacy by French elite. Covering the period from 1957 to the present, Gueldry examines how regional integration affects French governmental structures, public policies, political processes, and culture. He emphasizes the post-Single European Act (February 1986) period because of the accelerating momentum of the integration process after this milestone treaty. Students, scholars, and policy makers involved with EU history, institutions, and policies will be particularly interested in the work.

Available in PDF, EPUB and Kindle. Book excerpt: At the end of World War II, France’s greatest challenge was to repair a civil society torn asunder by Nazi occupation and total war. Recovery required the nation’s complete economic and social transformation. But just what form this “new France” should take remained the burning question at the heart of French political combat until the Algerian War ended, over a decade later. Herrick Chapman charts the course of France’s long reconstruction from 1944 to 1962, offering fresh insights into the ways the expansion of state power, intended to spearhead recovery, produced fierce controversies at home and unintended consequences abroad in France’s crumbling empire. Abetted after Liberation by a new elite of technocratic experts, the burgeoning French state infiltrated areas of economic and social life traditionally free from government intervention. Politicians and intellectuals wrestled with how to reconcile state-directed modernization with the need to renew democratic participation and bolster civil society after years spent under the Nazi and Vichy yokes. But rather than resolving the tension, the conflict between top-down technocrats and grassroots democrats became institutionalized as a way of framing the problems facing Charles de Gaulle’s Fifth Republic. Uniquely among European countries, France pursued domestic recovery while simultaneously fighting full-scale colonial wars. France’s Long Reconstruction shows how the Algerian War led to the further consolidation of state authority and cemented repressive immigration policies that now appear shortsighted and counterproductive.

Book excerpt: Nationalism, the state of mind in which the individual's supreme loyalty is owed to the nation-state, remains the strongest of political emotions. As a historical phenomenon, it is always in flux, changing according to no preconceived pattern. In The New Nationalism, Louis L. Snyder sees various forms of nationalism, and categorizes them as a force for unity; a force for the status quo; a force for independence; a force for fraternity; a force for colonial expansion; a force for aggression; a force for economic expansion; and a force for anti-colonialism. In Snyder's opinion, nationalism should be differentiated from Theodore Roosevelt's "New Nationalism," a phrase he borrowed from Herbert D. Croly's The Promise of American Life. Croly warned that giving too much power to big industry and finance would lead to the degradation of the masses, and that state and federal intervention must be pursued on all economic fronts. Roosevelt expanded upon this concept, and saw the flourishing of democratic government as a means of reviving the old pioneer sense of individualism and opportunity. Snyder, in contrast, extends the work of the two major pioneers in the study of modern nationalism, Carlton J. H. Hayes and Hans Kohn, in exploring this most powerful sentiment of modern times, and showing how it relates to the political, economic, and psychological tendencies of historical development.
