Communication and collaboration between schools, child welfare, and other service providers are crucial for promoting school success among foster youth. However, concerns that teachers may view youth in foster care negatively simply because of their foster care status create a barrier to communication and collaboration. Despite these concerns, to date virtually no quantitative research exists documenting the presence of bias toward foster youth in academic settings. This study used an experimental design to test whether informing elementary school teachers of hypothetical students foster care status resulted in biased expectations, attributions, and decision-making. This study also examined the effect of student race on teachers judgments and decisions, as well as the extent to which teacher well-being mitigated or enhanced effects of student foster care status and student race. Teachers (n = 179) reported lower academic expectations for students in foster care compared to their peers and were biased toward attributing foster youths academic and behavior problems to less internal, less controllable causes. Teachers were also more likely to attribute behavior problems to more stable causes and to recommend special education evaluations for students in foster care. Effects of student race were limited to a bias toward attributing academic and behavior problems to less internal causes, attributing academic problems to less controllable, less stable causes, and assignment of less harsh discipline responses for Black students compared to White students. There was some evidence that teacher well-being (most notably teacher sleep problems) moderated effects of student foster care status on teachers judgments and decisions such that poorer teacher well-being was associated with greater bias toward foster youth. Implications for policy and practice to support teachers in their interactions with students who are in foster care are discussed.

There is a large area of study that examines the expectations teachers have of children with a label. Most of the research concerns a psychopathology label; however, there is a gap in the literature in examining biases towards children with the label of divorce or foster care. The current aim is to study if people have these biases when attributing reasons for the childs success or failure in the classroom. The hypothesis is that participants will rate foster youth differently compared to children from intact and divorce homes on both success and failure performance.Each participant was presented with a child of an intact family, a child of a divorce family, and a child of a foster family varying in race and gender. The participants rated attributions for failure or success on a Likert scale. The results were analyzed based on the differences in attributional ratings for success and failure performance. Findings supported the hypothesis in that participants rated failure performance for the foster child higher than the other two labels of divorce and intact, possibly indicating an influence of implicit biases. This suggests that participants were more confident in their attributional ratings for the foster childs failure performance than success performance. The findings of this study should be replicated and applied to a sample using teachers.

Book excerpt: If educators, administrators, and the school system continue to not provide the services needed to foster youth and proceed to treat them differently than their classmates, children within the foster care system will continue to struggle with their education, not only academically but also with peer relations. Foster youth are aware of the negative stigma that can accompany the label "foster child" and they may begin to take on the attributes that are expected of them following this label. Foster youth tend to require more services to aid them with their educational goals. Unfortunately, they are sometimes receiving fewer services than their classmates. Teachers and administrators also lack the proper knowledge about how being placed with in the foster care system may have effects on a child, which in turn may cause them to act out at school. If teachers were made aware and worked with the foster youth at their level, there would be more opportunities for foster youth to attain their educational goals. This researcher conducted eight interviews, which were all audio taped. This researcher played each interview back and transcribed all of the interviews. After transcribing, this researcher began the process of coding. After organizing common concepts, this v researcher began to memo and sort key ideas together to develop main ideas based on similar ideas that the participants expressed in each of their own interviews. Participants of this study included eight teachers from the Solano County area with varying levels of experience. Participants taught in classrooms ranging from elementary school to high school. Findings of the study were that educators had an overall negative view of foster youth. This could be due to the fact that educators are unaware of a child's status of being in the foster care system until a behavioral problem has occurred. Thus, foster child and behavior problems become synonymous. Teachers come to expect all foster youth to behave poorly because they are only aware of foster students who cause disruptions.

Book excerpt: This study examined the effect of foster care experience and characteristics on educational outcomes. The typical strategy in examining the effect foster care has on educational outcomes is to compare the educational achievement of youth with foster care experience to that of their peers or to national norms. This strategy fails to take selection bias into account and thus findings based on this research can be misleading. Many studies also fail to provide information regarding how the experience of foster care may have contributed to low educational achievement. The study presented here used educational and child welfare data to assess the effect foster care has on educational outcomes. Four test-year cohorts of youth in North Carolina who took the Algebra I End of Course test in 1999-2002 were used in this study. The use of this data made it possible to apply propensity score matching techniques to systematically construct comparison groups of youth without foster care experience that account for selection bias. Once differences in achievement between foster care youth and non-foster care youth were examined, characteristics of the foster care experience that may contribute to low educational outcomes were assessed. Findings from this study suggest that youth with foster care experience score lower on the test and are less likely to pass than youth without foster care experience. This study also suggests that characteristics and variations based on the foster care experience such as race, reason for placement, age at entry, length of time in foster care, and number of foster care placement settings, are related to low educational achievement.

Book excerpt: The purpose of this phenomenological study was to examine the educational trajectory of foster care alumni regarding the social capital held by their foster parents as it relates to college access by employing the framework advanced by Perna and Titus (2005) which was based on Bourdieu and Passeron (1990). This age group was chosen because despite educational reform interventions within k-12, a college readiness gap remains (Choy, 2002). The college journey starts as early as grade school, a time in which remedial limitations may be diagnosed and addressed. Research by Reed (1996) showed that 17% of foster children require remedial instruction at the grade school level but fail to be diagnosed as a result of poor agency coordination. As a society we have, by default, consented to the removal of children from their biological homes. The foster home, therefore, is tasked with providing a nurturing setting that is an improvement from the biological home setting from which the child is removed. The foster parent, then, should engage in behavior change interventions that can be observed in the school setting, take corrective action when poor agency coordination occurs, expedite the individual education plan, encourage the foster child and monetize materials of value for the child for the duration that the child remains in placement. This study addressed a gap in the literature by evaluating intelligence from foster care alumni. Educational advocacy, by the foster parent, on behalf of the foster child is a prerequisite if foster youth are to meet benchmarks that indicate long term survival. Foster youth reported the lack of long-term adult support as a barrier to persistence in education. Employing the conceptual framework of Perna and Titus (2005) this study examined what foster alumni reported regarding the social capital held by their foster caregivers as it related to college access.

Book excerpt: Influenced by news reports of young children brutalized by their parents, most of us see the role of child services as the prevention of severe physical abuse. But as Tina Lee shows in Catching a Case, most child welfare cases revolve around often ill-founded charges of neglect, and the parents swept into the system are generally struggling but loving, fighting to raise their children in the face of crushing poverty, violent crime, poor housing, lack of childcare, and failing schools. Lee explored the child welfare system in New York City, observing family courts, interviewing parents and following them through the system, asking caseworkers for descriptions of their work and their decision-making processes, and discussing cases with attorneys on all sides. What she discovered about the system is troubling. Lee reveals that, in the face of draconian budget cuts and a political climate that blames the poor for their own poverty, child welfare practices have become punitive, focused on removing children from their families and on parental compliance with rules. Rather than provide needed help for families, case workers often hold parents to standards almost impossible for working-class and poor parents to meet. For instance, parents can be accused of neglect for providing inadequate childcare or housing even when they cannot afford anything better. In many cases, child welfare exacerbates family problems and sometimes drives parents further into poverty while the family court system does little to protect their rights. Catching a Case is a much-needed wake-up call to improve the child welfare system, and to offer more comprehensive social services that will allow all children to thrive.
