Available in PDF, EPUB and Kindle. Book excerpt: The paper explores a number of long standing questions surrounding how foreign aid has influenced the fiscal behaviour of the PNG Government. This includes whether grant aid has encouraged the PNG government to be less fiscally responsible and accumulate higher levels of foreign debt; whether grant aid has tended to lower the PNG government's domestic revenue raising efforts; whether grant aid has drawn government expenditures away from key service delivery sectors; and whether budget support and project and program aid have had differential effects with respect to any of the foregoing questions. The analysis reveals several important insights regarding the interplay between foreign aid and public sector fiscal behaviour including evidence that grant aid has been an important source of debt reduction during this period. However, grant aid has tended to erode the domestic tax base, which has limited the government's ability to increase aggregate expenditure levels. Evidence is also found that suggests a significant portion of budget support was spent on key development sectors, although it also undermined domestic revenue collection. A number of policy implications follow.

Book excerpt: This Selected Issues paper analyzes the sustainability of Papua New Guinea’s current and medium-term fiscal policy and its consistency with government objectives. The Papua New Guinea government faces major challenges in shaping a fiscal policy that promotes stability, meets development needs, and adheres to its debt ceilings over the medium term. It could decide to continue with its current fiscal stance, which would see its resource wealth exhausted quickly through large development spending. This approach would likely require continued borrowing and leave little savings for future generations.

Available in PDF, EPUB and Kindle. Book excerpt: There is a vast literature on the principles of public administration and good governance, and no shortage of theoreticians, practitioners and donors eager to push for public sector reform, especially in less-developed countries. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve 'good governance'. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

Book excerpt: Papua New Guinea's economic growth has outpaced the majority of economies in Southeast Asia and the Pacific since 2007. Its development challenges, however, remain daunting, and it lags behind other countries in the region in terms of per capita income and achievement of the Millennium Development Goals. This raises the question of how the country can make its economic growth high, sustained, inclusive, and broad-based to more effectively improve its population's welfare. This report identifies the critical constraints to these objectives and discusses policy options to help overcome such constraints.

Book excerpt: The countries of the South Pacific have struggled to generate sustainable economic growth since their independence. Interventionist policies have failed in the past here, as they have in all other regions. Business and government leaders in this region are now beginning to acknowledge - as has happened in many other developing country regions over the past two decades - that major reforms are needed to put their economies onto a higher growth path. This study examines the growth record of key Pacific island economies and identifies the reasons for their relatively poor performance. It then looks at the process of globalization that is affecting those and indeed all economies increasingly; and the role the WTO has played in that process.

Book excerpt: This book presents an accounting framework to critically review existing studies of aid's macroeconomic effects and as a basis for four country studies on Guinea-Bissau, Nicaragua, Tanzania and Zambia. This framework focuses on the impact of different types of aid on the level and composition of key macroeconomic aggregates such as imports, investment and government expenditure. The importance of the relationship between aid and policy reform is also stressed. The case studies find that aid has had a generally positive contribution, though recommendations to further improve aid impact are also given.

Book excerpt: This volume spotlights some of the most important economic issues confronting today's emerging developing countries. The topics studied in the book include the importance of productivity to economic growth, international trade and its relationship to productivity; immigration and brain drain; pollution havens, climate change, and the carbon tax; the effectiveness of foreign aid, the efficiency of education, and governance. Written by some of the most respected scholars in their respective fields, the individual chapters apply both economic theory and the most current empirical tools in rigorous but accessible exposition. Researchers can find value in the modeling and empirical techniques that can be applied to other countries and datasets. Policy makers can benefit from the intellectual foundation on which decisions on important issues can be based; and students of international trade, economic development, and environmental economics can gain knowledge of different country settings that give context to their fields of study.
