This "old" Finnish army has been neglected by military historians because it has been overshadowed by the importance of the army of independent Finland. This book attempts to redress the balance. Although its focus is on the training of rifle battalions that constituted the bulk of the Finnish army of 1881-1901, it ranges widely over the character and purpose of the army as a whole. The book also provides information about the Russian army's training regime which formed the context of the Finnish army's work. As a competent and patriotic military force, the "old army" is shown to be as worthy of regard as the Finnish armies raised at other times.

The ensuing creation of a new national conscript army aroused intense but conflicting emotions among the Finns. This book examines how a modern conscript army, born out of a civil war, had to struggle through social, cultural and political minefields to find popular acceptance. Exploring the ways that images of manhood were used in the controversies, it reveals the conflicts surrounding compulsory military service in a democratic society and the compromises made as the new nation had to develop the will and skill to defend itself. Through the lens of masculinity, another picture of conscription emerges, offering new understandings of why military service was resisted and supported, dreaded and celebrated in Finnish society. Intertwined with the story of the making of the military runs the story of how manhood was made and remade through the idealized images and real-life experiences of conscripted soldiers. Placing interwar Finland within a broad European context, the book traces the origins of competing military traditions and ideological visions of modern male citizenship back to their continental origins. It contributes to the need for studies on the impact of the Great War on masculinities and constructions of gender among military cultures in the peacetime period between the two world wars.

Book excerpt: A central question in the debate on justice in immigration is whether immigrants have a right to stay; this book argues that liberal-democratic receiving states should also grant migrants a right not to stay. This claim runs against the presumption that migrants always desire to move on a permanent basis and intend to forge a completely new life in the country of destination. From this perspective, temporary migration is always a second-best option for migrants, engendered by the closed and often punitive migration policies of receiving countries. This book's innovative focus on the right not to stay is prompted instead by the realization that increasing numbers of migrants throughout the world conceive and plan their migratory experience as circumscribed in time and instrumental to goals and projects that they will pursue once back in their country of origin. These temporary migration projects are worthy of being accommodated by the receiving states as much as the migratory plans of those who resolve or aim to immigrate on a permanent basis. Accommodating them entails setting up the appropriate welfare measures and programs in the host country and, through bi-lateral agreements, in the country of return. This is especially important in view of the fact that very often the migrants who engage in temporary migration projects find themselves in a condition of high vulnerability and risk. The "right not to stay" advocated in this book is a positive and substantive right to see one's project of temporary migration-and-return protected and accommodated by institutions.

Outlining a system where learning mobility was more important than labour market mobility, the author shows that more than every second graduate went abroad. Transnational mobility was stronger from Finland and Norway than from Denmark and Sweden, partly because of slower industrialisation and deficiencies in the domestic technical education.
