Book excerpt: Despite the increasing occurrence of policies aimed at mobilising the financial and human resources of the private sector, most urban local governments responsible for urban basic services in the South do not have the capacity to initiate and sustain partnerships. Nor do they understand how they can create partnerships that target the poor. This sourcebook provides practical information and guidance to do so. With extensive illustrative material from Africa, Asia and Latin America, it sets out a strategic framework for building municipal capacity to create pro-poor partnerships. It focuses on implementation rather than policy. It locates private sector participation within the broader urban governance and poverty reduction agenda. And it is above all concerned to supply information on the issues and processes involved in making the public?private partnership (PPP) approach appropriate for service delivery in developing countries. The second in a series of capacity-building sourcebooks, it will be invaluable for those concerned with the capacity of local levels of government: policy-makers, municipal authorities, development agencies and practitioners, and all those involved in urban governance and poverty reduction.

Book excerpt: Since completion of the fourth review, Argentina’s economic situation has become increasingly fragile with episodes of heightened market volatility, reflecting more recently political uncertainties. While the historic drought has resulted in larger than expected losses to agricultural production, exports, and fiscal revenues, non-agricultural activity has been resilient, reflecting robust domestic demand, in part a result of policy slippages. Inflation and external pressures have intensified, with reserves falling to dangerously low levels on account of the drought and insufficient policy adjustment. Policy slippages reflected in part political constraints and electoral considerations. During the August 13 open primary elections (PASO), the libertarian party (Libertad Avanza) received the highest share of votes (30.0 percent), followed by the opposition coalition (Juntos por el Cambio, 28.3 percent) and the governing coalition (Unidos por la Patria, 27.3 percent). The general elections are scheduled to take place on October 22, with a run-off on November 19, if needed. A new administration will assume office in early December.

Book excerpt: Tensions between central authorities and subnational units over centralization and fiscal autonomy are on top of the political agenda in many developing federal countries. This book examines historical changes in the balance between the resources that presidents and governors control and the policy responsibilities they have to deliver. It focuses on Argentina and Brazil, the most decentralized federal countries in Latin America, with the most powerful sub-national governments in the region. Using formal modelling, statistical tools, and comparative historical analyses, it examines substantive shifts in the allocation of resources and the distribution of administrative functions and explains under which conditions these changes occur. In doing so, it presents theoretical and comparative implications for the study of fiscal federalism and the functioning of developing federal democracies. This text will be of key interest to scholars and students of federalism, intergovernmental relations, decentralization, and sub-national politics and more broadly to those studying comparative politics, democratization, political elites, public policy and economics.

Book excerpt: This paper discusses Argentina’s First Review Under the Stand-By Arrangement (SBA), Inflation Consultation, Financing Assurances Review, and Requests for Rephasing, Augmentation, Waivers of Nonobservance and Applicability of Performance Criteria. All performance criteria and the structural benchmark for end-June were met. The authorities have proactively recognized that restoring stability in Argentina will require a significant reshaping of their policy program and have requested changes in the nature of IMF support under the SBA. The authorities are forcefully strengthening their policy program by eliminating the primary fiscal deficit in 2019 and targeting a primary surplus in 2020. The IMF staff supports the authorities’ request to modify the program supported by the SBA.

Book excerpt: Annotation Argentina has reformed its public finance system and reversed years of economic decline and deficit spending. This study recommends policy options to speed the already impressive progress. These options would expand the ambitious reform program already under way. This study shows how to sustain balanced public finances over the medium term. It describes ways to sustain price stability and economic growth while providing a cushion against unexpected downturns. Also examined are ways to improve social services while reducing the size of government. Researchers discuss key reforms that could boost the fiscal surplus by as much as 1.4 percent of gross domestic product. They look at ways to build tax revenues, reduce provincial finances, and make social security more equitable. They review methods to cut defense spending and revive a moribund education system. Additional policy options offered are reforms for housing and welfare programs and pension fund investments. The study suggests ways to improve the legal framework for a stronger central bank. Also reviewed are ways to eliminate unnecessary administrative agencies and to privatize public enterprises. The government's new health insurance program is examined. This program offers universal coverage. It lets contributors choose providers and includes subsidies for those who can't pay. It also requires a minimum package of health care at a set price.

Book excerpt: The tenth edition of Keen's Latin American Civilization inaugurates a new era in the history of this classic anthology by dividing it into two volumes. This second volume retains most of the modern period sources from the ninth edition but with some significant additions including a new set of images and a wide range of new sources that reflect the latest events and trends in contemporary Latin America. The 75 excerpts in volume two provide foundational and often riveting first-hand accounts of life in modern Latin America. Concise introductions for chapters and excerpts provide essential context for understanding the primary sources.
