Book excerpt: Excerpt from The Federal Reserve System and the Banks The more important this market grows, the stronger will be the position of the Federal Reserve Banks, for the greater or lesser volume of purchases of such accept ances will Offer one of the Federal Reserve Banks' most efiective means of exercising a wholesome influence upon the fluctuation of interest rates. As normal conditions are reestablished in the world, this acceptance market will become an important factor in protecting our ex change position with foreign countries and, incidentally, our gold holdings. It has taken some time to develop this market, but I am confident that, from now on, its growth will be rapid. One of the obstacles that made the start difficult was found in the fact that many accept auces, which are made for the purpose of financing im portations and exportations, have to be drawn and sold in foreign countries. Book excerpt: Excerpt from The ABC of the Federal Reserve System: Why the Federal Reserve System Was Called Into Being, the Main Features of Its Organization, and How It Works The federal reserve banks came into being in the month of November, 1914. The passage of the legislation by which they were created had been preceded by five years of discussion, following the financial upheaval of the fall of 1907, such as might have been expected to prepare the way for the considerable changes in banking methods contemplated by the new law. Notwithstanding, however, that American bankers had gained a better understanding of the deplorable defects in the American banking and currency system, the managers of the new federal reserve banks soon found that the welcome accorded to them by the banks of the country was, to say the least, cool. Book excerpt: Excerpt from The United States Reserve Bank: The Fundamental Defects of the Federal Reserve System Exposed and the Necessary Remedy In 1913 the Democratic party came into power and took possession of every department of the Government. It was greatly to its credit that, in a patriotic and cou rageous way, it immediately set about the passage of a general financial and banking law. Unfortunately, however, for true bank reform, Hon. William J. Bryan was then Secretary of State, and completely controlled the Democratic majorities in both houses of Congress. It is a matter of well-known history, that Mr. Bryan inspired, directed and dictated the fundamental or underlying principles of the Federal Reserve Act. Through his following he literally compel led Congress, in utter defiance of the objections and vigorous protests of the Gold Democrats, to make The Federal Reserve Notes primarily United States Notes, or Greenbacks, each note bearing these words: The United States of America will pay to the bearer on demand dollars. This is one of the fatal features or defects of The Federal Reserve Act. Nearly every State in the Union has passed a law authorizing its State banks to hold Federal Reserve Notes as reserves. Indeed, all State Banks, more than of them, do hold Federal Reserve Notes as re serves. And why not? The Federal Reserve Notes are United States Notes, with the guarantee of the Federal Reserve Banks; and the of United States Notes that were outstanding at the time of the passage of the Federal Reserve Act have been lawful reserves for banks since 1862 - legal tender. The gold reserve back of the $346, Greenbacks or United States, Notes is a 43% reserve. The law requires only a 40% gold reserve back of the Federal Reserve Notes. The United States Notes or Green backs which are legal tender bear these words: The United States will pay to bearer - dollars. These United States Notes are neither made payable on demand nor are they guaranteed by any strong financial institution, as the Federal Reserve Notes are. By a parity of reasoning, therefore, can not any one show beyond a peradventure of doubt that the Federal Reserve Notes should be made lawful reserves for our banks - legal tender? Book excerpt: Excerpt from The Federal Reserve Check Collection System In framing the Federal Reserve Act considerable attention was directed to the subject of collecting out-of-town checks. Sections 13 and 16 of the Federal Reserve Act referring to the clearing and collection functions of the Federal Reserve Banks provide as follows: "Section 13. - Any Federal Reserve Bank may receive from any of its member banks, and from the United States, deposits of current funds in lawful money, national-bank notes, Federal Reserve notes, or checks, and drafts payable upon presentation, and also, for collection, maturing bills; or solely for the purposes of exchange or of collection, may receive from other Federal Reserve Banks deposits of current funds in lawful money, national-bank notes, or checks upon other Federal Reserve Banks, and checks and drafts, payable upon presentation within its district, and maturing bills payable within its district." "Section 16. - Every Federal Reserve Bank shall receive on deposit at par from member banks or from Federal Reserve Banks checks and drafts drawn upon any of its depositors, and when remitted by a Federal Reserve Bank, checks and drafts drawn by any depositor in any other Federal Reserve Bank or member bank upon funds to the credit of said depositor in said reserve bank or member bank. Nothing herein contained shall be construed as prohibiting a member bank from charging its actual expense incurred in collecting and remitting funds, or for exchange sold to its patrons. The Federal Reserve Board shall, by rule, fix the chaises to be collected by the member banks from its patrons whose checks are cleared through the Federal Reserve Bank, and the chaise which may be imposed for the service of clearing or collection rendered by the Federal Reserve Bank. "The Federal Reserve Board shall make and promulgate from time to time regulations governing the transfer of funds and charges therefor among Federal Reserve Banks and their branches, and may at its discretion exercise the functions of a clearing house for such Federal Reserve Banks, or may designate a Federal Reserve Bank to exercise the functions of a clearing house for its member Banks." Book excerpt: Excerpt from The Development of Federal Reserve Policy Owing to the unusual character of the period during which its policy has been developed, many misconceptions have become current regarding the nature and purpose of the Federal Reserve banking system. Some of these mis conceptions are so far-reaching as to create serious dif ficulties for its management. No central banking system can be administered efficiently in an atmosphere of preja dice and misunderstanding. The business public, in its appraisal of the system's management, must be led to apply the tests of sound principles of economics and finance rather than those merely of immediate, individual advantage. It, accordingly, has been the writer's en deavor to do what little his capacities permit to stimu late a proper spirit of inquiry regarding Federal Reserve matters. It has appeared to the writer that a careful examina tion of the development of the reserve system could be made most opportunely by one not connected with its management. As a minor spur to the writer's efiorts there has been the belief that no study offers superior op portunities for investigating the working of the principles of money and credit under contemporary conditions of business and industry. While the book was written for the general reading public, rather than for classroom purposes, it may serve as a second book to follow the reading of one of the elementary texts in college courses in Money and Banking. Book excerpt: Excerpt from Federal Reserve Act This panic demonstrated the com plete instability of the financial system of America and the hazards which business men had to meet under a grossly defective banking system. A very large part of the American people believed that the panic ensued from the industrial de pression and shrinkage of values due to the demonetization of silver, and a violent agitation arose for the free and unlimited coinage of silver at sixteen to one. Book excerpt: Excerpt from Money and Banking The treatment of Money in Part I follows in a general way the lines made familiar by other standard works to which frequent references are made in the footnotes and m the suggested reading lists at the end of each chapter. The efiort has been made to compress this part of the book into the smallest space consistent with a presentation of essentials in the history, theory and principles of money, leaving the major part of the book for the discussion of the principles and practices of banking. In the chapters devoted to banking organization and practice it has been impossible to give consideration to the varying local cus toms and practices of different types of banking institutions. The aim has been to describe those principles and practices of commercial banking that are common to all banks. Though the new Federal reserve system introduces far reaching changes in our banking and currency system, many years must elapse before its full effects can be definitely measured. Throughout Part II frequent reference is made to various provisions of the Act of 1913, and Chapter XXII is devoted to an analysis of its leading provisions, and a summary of the steps taken in the establishment of the new system. A proper understanding of the new system, how ever, can be gained only by following its Operations and marking the effect of changes that will certainly be made in the law from time to time. It is believed that the addition of the complete text of the Federal Reserve Act (appendix) About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
