Available in PDF, EPUB and Kindle. Book excerpt: Laurence Mussio examines how federal and provincial public policy tried to keep pace with the diffusion of telecommunications, consumer demand, and a rising tide of technological innovation. Telecommunications regulation struggled to maintain a balance between producer and consumer in an increasingly complex field and policy makers were compelled to defend the national interest in international telecommunications arrangements or by making far-reaching decisions about transcontinental microwave systems and satellites. By the late 1960s national policy makers had embraced the arrival of the computer - especially once it began to be wired into Canada's communications infrastructure. Telecom Nation explores the impact of the computer on government policy and the first attempts to build a "national computer utility" - the beginnings of the Internet - twenty-five years before it became a reality. Based primarily on the rich and largely untapped sources at the National Archives of Canada, Cabinet records, provincial archives, and private sector repositories, Telecom Nation provides an essential background to contemporary public policy issues by examining how governments reconciled technological change, private enterprise, consumer demand, and the public good in communications. It will be required reading for students and specialists interested in telecommunications, public policy, and technological change.

Available in PDF, EPUB and Kindle. Book excerpt: In Missed Opportunities, Marc Raboy reveals the short-sightedness behind the traditional view of Canadian broadcasting policy as an instrument for promoting a national identity and culture. He argues that Canadian broadcasting policy has served as a political instrument for reinforcing a certain image of Canada against insurgent challenges, such as maintaining the image of Canada as a political entity distinct from the United States and acting against internal threats, most notably from Quebec. It has served as a vehicle for the development of private broadcasting industries and to further the general interests of the Canadian state. Most of the time, Raboy maintains, this policy has been the object of vigorous public dispute.

This book presents a description and critical analysis of the communication systems and policy at the time in the United States, United Kingdom, Canada, the Federal Republic of Germany, Sweden, Australia and New Zealand. It examines the technological and cultural forces shaping policy and communications development, and begins with a chapter presenting a review of the international context and of the conceptual frameworks suggested by scholars concerned with communication policy. Other chapters highlight the common trends among countries, and analyses the unique nature of policy and communications development in each country based on its cultural foundation. All the contributions reflect a common theme which relates to the two distinct sources from which a nation’s communication policy can be studied - official statements about goals and means, and observable results of communication decisions and practices.

Book excerpt: The Canada Pension Plan disability benefit is a monthly payment available to disabled citizens who have contributed to the CPP and are unable to work regularly at any job. Covering the program’s origins, early implementation, liberalization of benefits, and more recent restraint and reorientation of this program, Struggling for Social Citizenship is the first detailed examination of the single largest public contributory disability plan in the country. Focusing on broad policy trends and program developments and highlighting the role of cabinet ministers, members of Parliament, public servants, policy advisors, and other political actors, Michael Prince examines the pension reform agendas and records of the Pearson, Trudeau, Mulroney, Chrétien, Martin, and Harper prime ministerial eras. Shedding light on the immediate world of applicants and clients of the CPP disability benefit, this study reviews academic literature and government documents, features interviews with officials, and provides an analysis of administrative data regarding trends in expenditures, caseloads, decisions, and appeals related to CPP disability benefits. Struggling for Social Citizenship looks into the ways in which disability has been defined in programs and distinguished from ability in given periods, how these distinctions have operated, been administered, contested and regulated, as well as how, through income programs, disability is a social construct and administrative category. Weaving together literature on social policy, political science, and disability studies, Struggling for Social Citizenship produces an innovative evaluation of Canadian citizenship and social rights.

Schultz analyses the political process which resulted in a major section of the 1967 National Transportation Act-Part III, which deals with highway transport regulation-never being implemented. In effect, he presents us with a case study of an act that has not become law. In his analysis Professor Schultz employs two models to explain the fate of Part III: the first is the "unitary actor" model, common to the study of Canadian intergovernmental relations; the second is the far less commonly used "bureaucratic politics" model. He finds the first model leaves unanswered too many critical questions, while the second, with its emphasis on the forces that give rise to internal conflict and competition and the consequent colouring this can give to negotiations between governments, offers a more comprehensive explanation of the stalemate that resulted in the shelving of Part III. Using the analysis of the particular case study, the book discusses the broader issues of the underlying dynamics of both intergovernmental and intragovernmental relations in Canada. The study challenges some of the common assumptions about the nature of the policy process within a parliamentary system, and suggests in particular that central agencies may not exercise the degree of control frequently ascribed to them and, more significantly, that power and influence are much more widely dispersed and diffused within our parliamentary system than is generally acknowledged.
