Book excerpt: Excerpt from The Federal Government and Education an Examination of the Federalization Movement, in the Light of the Educational Demands, of a Democracy It is a truism that every society tends to perpetuate itself; likewise that every cultivated society sees in education the chief means of its perpetuation and an indispensable mechan ism of social control. Under democratic forms this truth con veys a special meaning. Democracy has an abiding faith in education. Its very existence depends upon a wide diffusion of knowledge among its members. Its mainstay is a moral, social, and educated electorate. Where ignorance thrives, free institutions must inevitably fail. Autocracy thrives where minds are held in bondage. Book excerpt: Manna explores the dynamics of forty years of education policymaking to answer a puzzling question: if state and local governments are the primary caretakers of elementary and secondary education, how have federal policymakers so greatly expanded their involvement in the country's schools since 1965? From Lyndon B. Johnson's signing of the carefully worded funding bill, the Elementary and Secondary Education Act of 1965 to George W. Bush's imposing but underfunded "No Child Left Behind" initiative, Washington's influence over America's schools has increased signficantly. At the same time, the states have developed more comprehensive, and often innovative education policies. A wide array of educational issues has appeared on the political agenda both nationally and at the state level. Manna argues that this is no accident: that national and state leaders have borrowed strength from each other-- strength in terms of both politically viable arguments and of such governmental capacity to act as financing, the existence of regulatory agencies, and professional capability--to develop and enact educational reforms. He shows how our nation's education agenda has taken shape through the interaction of policy entrepreneurs at national and state levels in our federal system of government. Based on Manna's analyses of public laws, presidential speeches, congressional testimony, public opinion, political advertising, and personal interviews, this book draws on concepts of federalism and agenda-setting to offer an original view of the growing federal role in education policy.

The first essay discusses the origins of American federalism. The second examines why we have a federal system, the functions federalism serves, and the consequences of federalism for the American political system. Federalism in the Constitution and constitutional law are treated in the third essay. The importance of cultural pluralism in American life and the role of American federalism in supporting pluralism are the foci of the fourth essay. The roles that the local community, the states, and political parties play in the federal system are examined in essays 5, 6, and 7, respectively. State, local, and professional roles in citizenship education are discussed in the eighth essay. The ninth essay explores how high school U.S. history and government textbooks approach federalism. The concluding essay describes resources on federalism that can be used in curriculum development at the secondary and college levels. Many of the essays are followed by topics for further study and suggested readings for teachers. (RM)

Book excerpt: Dietze intervened in this scholarship by offering a comprehensive study of the work, which promoted federalism as both a means for establishing free government and securing peace within a federal state and for maintaining security under the threat of foreign powers. In addition to a theoretical examination of the text, Dietze brings in a historical component by fleshing out how its authors were shaped by the political atmosphere in which they lived and how their writings transformed political literature for generations to come

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1987, at a time when central government control of education in many countries was growing rapidly, this book on the historical determinants of US educational legislation was of great relevance. The book looks in detail at the history of the relationship between the US Government and the provision of educational services. It assesses the contributions made to educational legislation by key political figures such as Franklin, Washington and Jefferson. The author also examines in depth the role of congress and the president, the relationship between the federal government and the state legislature and the role of the judiciary in education. An account of the hard-fought battle for the right to equal educational opportunities for the American Negro and the American Indian is of considerable interest. Finally, the book compares the American educational system at the time with that of other countries.
