Harnden, a resident of Boston and at one time a conductor on the Boston' Worcester Railroad. As is the case with many other lines of industry, it was started in a small way. Prior to the year 1839, there was no express service, as we know it now, in this or any other country. The stage drivers conducted a service somewhat akin to ex press, but it was not called by that name. Whatever revenue may have been derived from this source seems to have been a perquisite of the stage driver. Upon the completion of the Boston Worcester and the Boston Providence railroads, the conductors would undertake to carry parcels and do an errand business on their own account. It is stated, however, that three times as many parcels as conductors carried went by private hands without cost. (d) In the case of Free shipments under Franks or other authority, the Prepaid Label, or the aotation on the package of number of Frank or other authority, should govern in their delivery free of charges, regardless of the manner in which they may have been waybilled; if a Collect Waybill is received for tuch shipments it should be reported with charges "ringed," supported by notation thereon of number of Frank or transcript of other authority, and the name of shipper if shown on the package; if shipments are received with D. H. Prepaid Waybill, but packages do not bear Prepaid Label or Dead Head notation, delivery should be made free of charges. (See Rules Nos. 6 and 32.)
