The question is raised as to why Christian schools do not provide these services. This phenomenological study investigated the experiences of Christian school principals who have implemented special education programs in their schools. Through the use of interviews, the principals indicated the efforts involved in implementing changes in the school and noted challenges in dealing with reluctant staff members. Principals described the academic and social rewards of providing these services, as well as the satisfaction of parents who could now send their children with special needs to a Christian school. One theme evidenced in this study was the spiritual change in the school as all students interacted and cared for each other. The most prominent themes expressed by principals were the personal rewards of establishing the new programs and the belief that they were fulfilling a God-given duty to provide a Christian education for all students.

As a result of increased academic accountability, there has been a shift from managerial responsibilities to instructional leadership. Elementary principals are responsible for the implementation of all programs within their schools, including programming and services for students with disabilities. This doctoral research explored how preservice training and experience have impacted 13 elementary principals' understanding and implementation of instructional leadership for students with disabilities. The principals represented seven New York State counties, 11 school districts, and five district types. Each participant had at least one full year of experience, but no more than five years as elementary principal. In addition, the novice elementary principals did not have a formal background in special education, and therefore did not hold any special education teaching certifications. A significant finding of this study was that only one novice elementary principal felt adequately prepared to design, lead, manage, and implement programs for students with disabilities. New York State does not require any special education related coursework for administrative certifications and it is up to the discretion of colleges and universities whether or not these course are offered. Principals within this study did not receive any formal training regarding instructional strategies for teaching students with disabilities in their administrative preparation program. Therefore, future administrators should attempt to obtain as much experience as possible working with students with disabilities as a way to better understand the instructional needs of students with disabilities. Informal, on-the-job experience was the most common way in which interviewees learned about special education. Establishing a structure for learning from a special education expert may help close the gap regarding what was lacking from preservice training. The findings of this study are important for colleges and universities responsible for preparing principals for building level leadership. If principals are expected to be instructional leaders for all students, then these leaders need to be prepared for the job that awaits them.

Book excerpt: In recent decades, in Australia as elsewhere, students with disabilities (SWD) have been increasingly introduced to mainstream schools. This reflects both changes in social attitudes towards young people with a disability and changes in the policy environment for disability and education. At the same time, independent schools in Australia have been growing both in number and rate, but as Prasser (2009a) has indicated, the numbers of SWD in independent schools are not growing at a proportional rate. In Christian independent schools, policy issues with regard to SWD collide with central tenets of the Christian faith and the business models in which these schools operate; and these may generate tensions and problems with regard to educating these students. This study sought to explore the issues surrounding educating SWD in a number of regional independent schools in the state of Queensland, Australia. It sought to uncover uniquely Christian approaches to educating SWD by exploring: (a) the perspectives of principals of these independent Christian schools, (b) tensions between faith and policy, and (c) issues surrounding the mainstreaming of SWD. The research used methods of qualitative data collection and analysis. In-depth interviews with ten principals of regional independent schools in Queensland (RICSQ) provided the primary form of data collection, complemented by data gained from studies of relevant documents. Data analysis involved two stages: (i) thematic analysis and (ii) discourse analysis. Surprisingly, the findings from these analyses showed that the enrolment of students with disabilities in the RICSQ privileged a secular business discourse above Christian concerns. With regard to the education of SWD, these principals were clearly facing a dichotomous tension between the expectations of their faith and those of having to lead sizeable business organisations. In particular, the critical policy moment for educating SWD in RICSQ came at the point of enrolment. The outcomes of the study have highlighted the tensions facing principals in these schools in educating SWD and may provide evidence for principals, school boards, and others in the development of policy for SWD in independent schools. They also highlight a need for more widespread, perhaps quantitative, research around the education of SWD in such schools, and this may also have implications for the education of such students in other schools and systems.

Previous research has argued that SJL is a powerful intervening variable in schools for students to either be successful or not be successful, especially for students with diverse backgrounds, special needs, and students of color. Therefore, leadership preparation programs for school leaders must emphasize social justice leaders and special education courses because it is critical for school principals to have formal training to lead special education in a social justice context. This qualitative interview study asked 20 P–12 principals about their perceptions and experiences as social justice leaders in special education, including the preparation they received. When reflecting on the essential capacities of social justice leaders, participants highlighted the importance of several dimensions, especially personal, interpersonal, and systemic. This study also showed despite administrative preparation programs not providing principals with formal training in social justice or special education leadership, principals demonstrated being social justice leaders who promoted inclusion and encouraged learning opportunities for students with disabilities (SWD) at their school sites. In addition, principals’ commitment to SJL motivated them to step up and challenge inequities in special education that impact success for SWD. This study also yielded several recommendations for practice, policy, and research related to preparing principals to be social justice leaders in special education.

The transition a school goes through to include students with disabilities in the regular classroom is a change that affects everyone: faculty, staff, students, and parents. Best practice should emerge from what is currently known about implementing special education programs. This research study will focus on ways principals and support personnel (i.e. staff-teachers/administrators) work together or collaborate in developing and implementing an inclusion program; factors in principal preparation and professional development programs that influence principals' perspectives and perceptions of special education; and how principals establish a vision, make decisions, and allocate/arrange resources when their schools are implementing inclusion programs. Collaboration should be a crucial element to creating and maintaining successful inclusive schools. Using the three research questions as a foundation, this study used a qualitative, case study research approach to investigate the perceptions that principals, teachers (both regular education and special education), and central office support staff have on developing and implementing special education inclusion programs in their schools. Semi-structured interviews, observations and field-notes from classroom observations were utilized as data collection tools to assure that a reliable qualitative study was accomplished. Through these methods I was able to observe, examine and analyze the specific situations and experiences of the teachers and students in the school settings. The principal's responsibilities with regards to special education are: to develop/continue programs that adhere to the law/policy; encourage communication and collaboration with special education staff; attend IEP meetings; keep current on what works; monitor/evaluate their school's current practices for process improvement. More importantly, giving teachers opportunities for good quality professional development on how to be an effective inclusion co-teacher and what that looks like in the classroom is crucial to effective implementation of an inclusion program. The principalship should include visionary leadership qualities, efficient operations management, high quality instructional leadership, and advocacy practices that address the specific needs of students. These elements should be evident in services for students with disabilities, or more specifically, the inclusionary or co-teaching practices at the school. Principals should be knowledgeable of special education law and policy as well as developing an environment that encourages and supports collegiality among staff members. This change in philosophy to educating exceptional children in the regular classroom has resulted in a cultural change in many schools. The principal is at the center of this cultural change and is the central agent responsible for transitioning schools to inclusion in the regular education classroom where special education students are provided the necessary supports in order to learn alongside their non-disabled peers. There are two general principles as to why schools should implement inclusion programs for their special education students. First, services in the least restrictive environment for students with disabilities are required by law-IDEA.
