By and large, black candidates have rarely been successful in statewide or national elections. This has been attributed to several factors: limited resources available to African American candidates, or identifi cation with a black liberationist ideological thrust. Other factors have been a relatively small and spatially concentrated primary support base of black voters, and the persistent resistance of many white voters to support black candidates. For these reasons, the possibility of black candidates winning elections to national offi ce was presumably just a dream. Conventional wisdom conceded a virtual cap on both the possible number of black elected officials and the level of elective offi ce to which they could ascend. But objective political analysis has not always made sufficient allowances for the more universal phenomenon of individual political ambitions. Th e contributors to this volume explore the ways ambitious individuals identifi ed and seized upon strategies that are expanding the boundaries of African American electoral politics. This volume is anchored by a symposium that focuses on new possibiities in African American politics. Both the electoral contests of 2006 and the Barack Obama presidential campaign represent an emergent dynamic in American electoral politics. Analysts are beginning to agree that the contours of social change now make the electoral successes of black candidates who are perceived as ideologically and culturally mainstream increasingly likely. The debate captured in this volume will likely inspire further scholarly inquiry into the changing nature and dimensions of the larger dynamic of race in American politics and the subsequent changing political fortunes of African American candidates.

And while African Americans make up only 13 percent of the U.S. population, they account for more than 55 percent of all newly diagnosed HIV infections. These alarming developments have caused reactions ranging from profound grief to extreme anger in African-American communities, yet the organized political reaction has remained remarkably restrained. The Boundaries of Blackness is the first full-scale exploration of the social, political, and cultural impact of AIDS on the African-American community. Informed by interviews with activists, ministers, public officials, and people with AIDS, Cathy Cohen unflinchingly brings to light how the epidemic fractured, rather than united, the black community. She traces how the disease separated blacks along different fault lines and analyzes the ensuing struggles and debates. No part of that system highlights this truth more than the current implementation of the death penalty. At the Cross tells a story of the relationship between the death penalty and race in American politics that complicates the common belief that individual African Americans, especially poor African Americans, are more subject to the death penalty in criminal cases. The current death penalty regime operates quite differently than it did in the past. The findings of this research demonstrate the the racial inequity in the meting out of death sentences has legal and political externalities that move beyond individual defendants to larger numbers of African Americans. At the Cross looks at the meaning of the death penalty to and for African Americans by using various sites of analysis. Using various sites of analysis, Price shows the connection between criminal justice policies like the death penalty and the political and legal rights of African Americans who are tangentially connected to the criminal justice system through familial and social networks. Drawing on black politics, legal and political theory and narrative analysis, Price utilizes a mixed-method approach that incorporates analysis of media reports, capital jury selection and survey data, as well as original focus group data. As the rates of incarceration trend upward, Black politics scholars have focused on the impact of incarceration on the voting strength of the black community. Local, and even regional, narratives of African American politics and the death penalty expose the fractures in American democracy that foment perceptions of exclusion among blacks.

However, descriptive studies of female legislators tend to treat identity as constant over time and context and so fail to account for the substantive work of legislators. As Sisters in the Statehouse shows, it is not enough to disaggregate "women" from "Blacks." While scholars have long advanced the notion that African American women as a group exhibit specificities informed by the intersection of race and gender that provide them with a unique worldview, it is necessary to further explore differences among Black women. This book addresses this gap by utilizing humanistic inquiry to examine the connection between descriptive and substantive representation in the case of Black women legislators. This link hinges on how such legislators see the effects of their own race-gender identity on their legislative work. By combining humanistic and social science techniques, including feminist life histories, elite interviews, and participant observation in conjunction with legislative case studies and bill sponsorship data, Nadia E. Brown presents a fuller description of how identity informs Black women state legislators' descriptive and substantive representation. Linking personal narratives to political behavior, Brown elicits the feminist life histories of African American women legislators to understand how their experiences with racism and sexism have influenced their legislative decision-making and policy preferences. Shaw delves into the political strategies of post–Civil Rights Movement African American activists in Detroit, Michigan, to discover the conditions for effective social activism. Analyzing a wide range of grassroots community-housing initiatives intended to revitalize Detroit’s failing urban center and aid its impoverished population, he investigates why certain collective actions have far-reaching effects while others fail to yield positive results. What emerges is EBAM (Effective Black Activism Model), Shaw’s detailed political model that illuminates crucial elements of successful grassroots activism, such as strong alliances, strategic advantages, and adaptive techniques. Shaw uses the tools of social movement analysis, including the quantitative analysis of budgets, electoral data, and housing statistics, as well as historical research and personal interviews, to better understand the dilemmas, innovations, and dynamics of grassroots activism. He begins with a history of discriminatory housing practices and racial divisions that deeply affected Detroit following the Second World War and set the stage for the election of the city’s first black mayor, Coleman Young. By emphasizing downtown redevelopment, Mayor Young’s administration often collided with low-income housing advocates. Only through grassroots activism were those advocates able to delay or derail governmental efforts to demolish low-income housing in order to make way for more upscale development. Shaw then looks at present-day public housing activism, assessing the mixed success of the nationally sponsored HOPE VI project aimed at fostering home ownership in low-income areas. Descriptive and prescriptive, Now Is the Time! traces the complicated legacy of community activism to illuminate what is required for grassroots activists to be effective in demanding public accountability to poor and marginalized citizens.
