Measuring the performance of basic research is particularly challenging because major breakthroughs can be unpredictable and difficult to assess in the short term. This book recommends that federal agencies use an "expert review" method to examine the quality of research they support, the relevance of that research to their mission, and whether the research is at the international forefront of scientific and technological knowledge. It also addresses the issues of matching evaluation measurements to the character of the research performed, improving coordination among agencies when research is in the same field, and including a human resource development component in GPRA strategic and performance plans.

Book excerpt: The medical research landscape in the United States is supported by a variety of organizations that spend billions of dollars in government and private funds each year to seek answers to complex medical and public health problems. The largest government funder is the National Institutes of Health (NIH), followed by the Department of Defense (DoD). Almost half of DoD's medical research funding is administered by the Congressionally Directed Medical Research Programs (CDMRP). The mission of CDMRP is to foster innovative approaches to medical research in response to the needs of its stakeholdersâ€"the U.S. military, their families, the American public, and Congress. CDMRP funds medical research to be performed by other government and nongovernmental organizations, but it does not conduct research itself. The major focus of CDMRP funded research is the improved prevention, diagnosis, and treatment of diseases, injuries, or conditions that affect service members and their families, and the general public. The hallmarks of CDMRP include reviewing applications for research funding using a two-tiered review process, and involving consumers throughout the process. Evaluation of the Congressionally Directed Medical Research Programs Review Process evaluates the CDMRP two-tiered peer review process, its coordination of research priorities with NIH and the Department of Veterans Affairs, and provides recommendations on how the process for reviewing and selecting studies can be improved.

Since its inaugural year in 1979, the EPSCOR program has grown from funding programs in five states to awarding funding to 31 states in 2012. The Experimental Program to Stimulate Competitive Research assesses the effectiveness of EPSCOR and similar federal agency programs in improving national research capabilities, promoting an equitable distribution of research funding, and integrating their efforts with other initiatives designed to strengthen the nation's research capacity. This report also looks at the effectiveness of EPSCOR states in using awards to develop science engineering research and education, as well a science and engineering infrastructure within their state. The Experimental Program to Stimulate Competitive Research makes recommendations for improvement for each agency to create a more focused program with greater impact.

Book excerpt: A new book from the National Research Council recommends changes in how the federal government evaluates the efficiency of research at EPA and other agencies. Assessing efficiency should be considered only one part of gauging a program's quality, relevance, and effectiveness. The efficiency of research processes and that of investments should be evaluated using different approaches. Investment efficiency should examine whether an agency's R&D portfolio, including the budget, is relevant, of high quality, matches the agency's strategic plan. These evaluations require panels of experts. In contrast, process efficiency should focus on "inputs" (the people, funds, and facilities dedicated to research) and "outputs" (the services, grants, publications, monitoring, and new techniques produced by research), as well as their timelines and should be evaluated using quantitative measures. The committee recommends that the efficiency of EPA's research programs be evaluated according to the same standards used at other agencies. To ensure this, OMB should train and oversee its budget examiners so that the PART questionnaire is implemented consistently and equitably across agencies.

The following topics were discussed: the role of the National Center for Agricultural Utilization and Research (Peoria, Illinois) in commercialization of agricultural products; financial and political threats to the federal government's role in agricultural research and education; research priorities related to human nutrition, new agricultural and livestock pests and diseases, food safety, and farming's environmental issues; replacing petrochemical ingredients in industrial products with agriculture-based ingredients; proposed participants and processes in setting research priorities for government funding; importance of sustainable agriculture; the needs of rural families and communities that are not usually well supported in USDA budgets and extension programs; worldwide research on consumer food preferences; structure and funding of federally funded agricultural research programs conducted by land grant universities, the USDA Agricultural Research Service, and the agribusiness industry; and the role and methods of the Cooperative Extension Service in disseminating research-based information to farmers.
