Available in PDF, EPUB and Kindle. Book excerpt: The European Satellite Navigation Program is a case study that combines Technical / Public / Private aspects in an integrative way. Therefore, it is a sound case for a TPP thesis candidate. This thesis analyzes the European Union policies for the Galileo program, Europe's bid to have its own Global Navigation Satellite System (GNSS). Galileo is the Europe's first major attempt to develop a complex, Pan-European infrastructure project, to be owned by the European Union. It challenges its capability to gather strength and achieve the political capability to deal with major technology policy projects to lead in world affairs. It is a unique case that serves as a precedent for further infrastructure/technical projects to be managed by European Union institutions in the future. Such a major technology policy project involves the interrelation of a complex structure of multinational political and industrial organizations, and the interrelation of leading edge technical, economic, commercial and social concerns in the heart of the European Communities. During the last two decades Europe has committed to maintain a remarkable long-term vision and a strong political determination to developing Galileo. On the downside, the EU hashad difficulties in establishing a coherent financing program and a punctual manufacturer deployment. On the basis of the Galileo endeavor, this thesis assesses the use of Public Private Partnerships in large pan-European infrastructure projects in the complex political framework of the European Union. This analysis is performed upon the perspective of a theory of how to devise a strategy, a tactical plan, and a way to implement a technology policy effectively, developed by the guidelines set forth by the MIT Technology and Policy Program. It reviews the history of the European Union's policies attempting to develop Galileo, evaluates the strengths and weaknesses of such policies, and delivers a plan and a guide to help implement future projects more effectively. Finally, it aims to provide a set of recommendations for the future policymaking the European Union will face in the next decades with regard to the operation and exploitation of the system.

The success of previous ISU symposia suggests that the ISU has developed a unique and winning formula for a novel type of symposium. The characteristics of ISU symposia are that they: • Adopt a broad, and interdisciplinary, perspective • Address all aspects of the subject, ranging from policy, business, organisational, and legal issues to technical and scientific topics • Foster a constructive dialogue among very different sectors of the space community, and • Allow ample time for interactive discussions. The present Symposium is no exception. It considers the very timely topic of space-based systems for global positioning and navigation, ranging from the GPS system developed by the US military to the Russian GLONASS system, and on to the future European Galileo system. Other nations are planning regional augmentation systems.

Available in PDF, EPUB and Kindle. Book excerpt: This study investigates Europe's motives to develop the independent satellite navigation system known as Galileo despite the existence of America's successful global positioning system (GPS). The author contends that Europe's pursuit of Galileo is driven by a combination of reasons, including performance, independence, and economic incentive. With Galileo, Europe hopes to achieve political, security, and technological independence from the United States. Additionally, Europe envisions overcoming the US monopoly on GNSS by seizing a sizable share of the expanding GNSS market and setting a new world standard for satellite navigation. Finally, the author explores Galileo's impact on the United States and reviews US policy towards Galileo. The study concludes with recommendations to strengthen the competitiveness of GPS. Available in PDF, EPUB and Kindle. Book excerpt: This Handbook presents a complete and rigorous overview of the fundamentals, methods and applications of the multidisciplinary field of Global Navigation Satellite Systems (GNSS), providing an exhaustive, one-stop reference work and a state-of-the-art description of GNSS as a key technology for science and society at large. All global and regional satellite navigation systems, both those currently in operation and those under development (GPS, GLONASS, Galileo, BeiDou, QZSS, IRNSS/NAVIC, SBAS), are examined in detail. The functional principles of receivers and antennas, as well as the advanced algorithms and models for GNSS parameter estimation, are rigorously discussed. The book covers the broad and diverse range of land, marine, air and space applications, from everyday GNSS to high-precision scientific applications and provides detailed descriptions of the most widely used GNSS format standards, covering receiver formats as well as IGS product and meta-data formats. The full coverage of the field of GNSS is presented in seven parts, from its fundamentals, through the treatment of global and regional navigation satellite systems, of receivers and antennas, and of algorithms and models, up to the broad and diverse range of applications in the areas of positioning and navigation, surveying, geodesy and geodynamics, and remote sensing and timing. Each chapter is written by international experts and amply illustrated with figures and photographs, making the book an invaluable resource for scientists, engineers, students and institutions alike.

Book excerpt: The book constitutes a valuable guide to the implementation of the CNS/ATM system towards ensuring safe, efficient and orderly evolution of international air transport. It uses a pragmatic approach in addressing the major legal, institutional, technical, political and economic aspects underlying the Global Navigation Satellite System, which is expected to play a fundamental role in aviation safety and air navigation world-wide. The book also examines, through well-reasoned analysis and research, the various controversial and relevant issues which will dominate the system in the years to come. The author demonstrates a profound grasp of the subject-matter through a sustained absorption of technical, institutional and legal principles applying to this complex subject. This is brought to bear in the coherent structure and logical organisation of the chapters which makes the book an invaluable tool for the aviation community, scholars and national and international regulatory authorities. It will also be immensely useful for practitioners who work towards further development and implementation of the CNS/ATM system. There has been no comparable work previously published.

Book excerpt: This report investigates how European Union space technologies support the fulfilment of the SDGs. It has been jointly prepared by the United Nations Office for Outer Space Affairs (UNOOSA)--in charge of promoting international cooperation in the peaceful use and exploration of space, and in the utilization of space science and technology for sustainable economic and social development--and the European GNSS Agency (GSA), which is the European Union agency operating EGNOS and Galileo and is in charge of ensuring the maximization of socioeconomic benefits from the use of the European Union satellite navigation systems. The analysis shows that all the SDGs are positively impacted by the benefits stemming from the use of European Global Navigation Satellite Systems (EGNSS) and Copernicus applications and, out of the 169 indicators associated, 65 (almost 40 per cent) directly benefit from using the EGNSS and Copernicus services, either helping monitor the status of achievement of a given SDG or actively contributing to its fulfilment.
