But to exploit these to the full, it needs to overcome the fragmentation of its Member States' science and technology policies. The European Research Area (ERA) is intented to co-ordinate these national research policies in the direction of shared objectives, expertise and resources. Once ERA has been achieved, the concept of European research will be as familiar as those of the single market or the single currency are today.

Book excerpt: Over the past decades, rapid developments in digital and sensing technologies, such as the Cloud, Web and Internet of Things, have dramatically changed the way we live and work. The digital transformation is revolutionizing our ability to monitor our planet and transforming the way we access, process and exploit Earth Observation data from satellites. This book reviews these megatrends and their implications for the Earth Observation community as well as the wider data economy. It provides insight into new paradigms of Open Science and Innovation applied to space data, which are characterized by openness, access to large volume of complex data, wide availability of new community tools, new techniques for big data analytics such as Artificial Intelligence, unprecedented level of computing power, and new types of collaboration among researchers, innovators, entrepreneurs and citizen scientists. In addition, this book aims to provide readers with some reflections on the future of Earth Observation, highlighting through a series of use cases not just the new opportunities created by the New Space revolution, but also the new challenges that must be addressed in order to make the most of the large volume of complex and diverse data delivered by the new generation of satellites. Available in PDF, EPUB and Kindle. Book excerpt: This book describes the emergence of research policy as a key competence of the European Union (EU). It shows how the European Community (EC, the predecessor of the EU), which initially had very limited legal competence in the field, progressively developed a solid policy framework presenting science and research as indispensable tools for European economic competitiveness and growth. In the late 20th century Western Europe, hungry for growth, concerned about the American technological lead, and keen to compete in the increasingly open international markets, the argument for a joint European effort in science and technology seemed plausible. However, the EC was building its new functions in an already crowded field of European research collaboration and in a shifting political context marked by austerity, national rivalries, new societal and environmental challenges, and emerging ambivalence about science. This book conveys the contested history of one of the EU’s most successful policies. It is a story of struggle and frustration but also of a great institutional and intellectual continuity. The ideational edifice for the EC/EU research policy that was put in place during the 1960s and 1970s years proved remarkably robust. Its durability enabled the rapid takeoff of the European Commission’s initiatives in the more favorable political atmosphere of the early 1980s and the subsequent expansion of the EU research funding instruments and programs that permanently transformed the European research landscape.

Book excerpt: In a globalized knowledge-economy, the European Union (EU) needs a new approach to its international science and technology (S & T) policies by focusing on improved coherence across the different tiers of government and by demonstrating leadership in tackling serious global challenges. The contributors to this book analyze European S & T policies in several areas of global concern as well as by exposing both the pitfalls of policy coordination and its potential to contribute to a more coherent international S & T policy. They highlight the interactions between national, European and international po.

Available in PDF, EPUB and Kindle. Book excerpt: Since the European Research Area was launched at the beginning of the century, significant efforts have been made to realise the vision of a coherent space for science and research in Europe. But how does one define such a space and measure its development? This timely book analyses the dynamics of change in the policy and governance of science and research within Europe over the past decade. It widens the scope of traditional policy analysis by focusing attention on the interaction between policy rationales, new governance mechanisms, and the organisational dynamics of the scientific field. The contributors build a novel analytical framework to understand the European research space as one shifting from a fragmented space of “Science in Europe” to one that is labeled “European Science”. The chapters explore the dynamics of this shift through the lenses of political science, organisation theory, science policy and related analytical traditions. Towards European Science is an interdisciplinary book which will attract a wide set of scholars and professionals interested in science policy, governance and scientific practice. It will also be of use to university leaders and managers, as well as policy-makers and practitioners working on issues of internationalisation and the Europeanisation of science.

Available in PDF, EPUB and Kindle. Book excerpt: Bridging the gap between higher education research and policy making was always a challenge, but the recent calls for more evidence-based policies have opened a window of unprecedented opportunity for researchers to bring more contributions to shaping the future of the European Higher Education Area (EHEA). Encouraged by the success of the 2011 first edition, Romania and Armenia have organised a 2nd edition of the Future of Higher Education – Bologna Process Researchers’ Conference (FOHE-BPRC) in November 2014, with the support of the Italian Presidency of the European Union and as part of the official EHEA agenda. Reuniting over 170 researchers from more than 30 countries, the event was a forum to debate the trends and challenges faced by higher education today and look at the future of European cooperation in higher education. The research volumes offer unique insights regarding the state of affairs of European higher education and research, as well as forward-looking policy proposals. More than 50 articles focus on essential themes in higher education: Internationalization of higher education; Financing and governance; Excellence and the diversification of missions; Teaching, learning and student engagement; Equity and the social dimension of higher education; Education, research and innovation; Quality assurance, The impacts of the Bologna Process on the EHEA and beyond and Evidence-based policies in higher education. "The Bologna process was launched at a time of great optimism about the future of the European project – to which, of course, the reform of higher education across the continent has made a major contribution. Today, for the present, that optimism has faded as economic troubles have accumulated in the Euro-zone, political tensions have been increased on issues such as immigration and armed conflict has broken out in Ukraine. There is clearly a risk that, against this troubled background, the Bologna process itself may falter. There are already signs that it has been downgraded in some countries with evidence of political withdrawal. All the more reason for the voice of higher education researchers to be heard. Since the first conference they have established themselves as powerful stakeholders in the development of the EHEA, who are helping to maintain the momentum of the Bologna process. Their pivotal role has been strengthened by the second Bucharest conference." Peter Scott, Institute of Education, London (General Rapporteur of the FOHE-BPRC first edition)

This New Deal would involve the mobilisation of policy actors across all levels-–regional, national and European-–and their commitment to develop a more effective research system based on actions where they have the greatest impact. The book presents, from a viewpoint inside the European Commission, the nuts and bolts of how EU research policy is actually designed. It also provides a comprehensive analysis, on the basis of factual evidence, not only of the positive impacts of European research, but of the various criticisms that have been made of the Framework Programme.

Available in PDF, EPUB and Kindle. Book excerpt: Founded in 2007 to fund basic research, the European Research Council (ERC) has become the most revered instrument in European science policy and one of the world’s most important focal points for the funding of scientific research. Its grants are much sought-after by researchers and scholars and it is widely considered to have had a major impact on research communities and institutions across Europe. How did this remarkable organization, the creation of which was widely regarded as a ‘miracle’, come into being, what has it achieved and how is it likely to adapt in the face of current and future challenges? This book is the first comprehensive history of the creation and development of the ERC. Drawing on first-hand knowledge, Thomas König gives a detailed account of how a group of strong-minded European scientists succeeded in creating the ERC by pushing for a single goal: more money for scientific research with fewer strings attached. But he also shows how this campaign would have failed had it not been taken up by skilful officials of the European Commission, who recognized the ERC as a way to gain more influence in shaping European science policy. Once established, the ERC developed a carefully crafted self-image that emphasized its reliance on peer review and its differences from all other EU research programmes. In addition to analysing the creation and development of the ERC, this book critically examines its achievements and its claims. It also explores the implications of the rise of the ERC and the challenges and threats that it faces today, engaging with broader questions concerning the relationship of politics, science, and money at the beginning of the 21st century. It will be essential reading for all scholars and students of science policy, for decision-makers and administrators across Europe, and for researchers and academics looking to engage with and understand the ERC.
