Book excerpt: This book examines how internal and external security are blurring at the EU level, and the implications this has for EU security governance and the EU as a security actor. The EU claims that ‘internal and external security are inseparable’ and requires a more integrated approach. This book critically assesses this claim in relation to the threats facing the EU, its responses to them, and the practical and normative implications for EU security governance and actorness. It sets out a novel conceptual framework – the EU security continuum - to examine the ways and extent to which internal and external security are blurring along three axes: geographic, bureaucratic, and functional. This is done through an analysis of four key security issues, regional conflict, terrorism, organised crime, and cybersecurity. The book demonstrates that, to varying degrees, these security threats and/or responses do transcend boundaries. However, institutional turf wars and capability silos hamper the EU’s integrated approach and, therefore, its management of transboundary security threats. Yet, the EU’s pursuit of an integrated approach is reframing its claimed normative distinctiveness toward a more practical one, based on a transnational and multidimensional approach. Such a rearticulation, if implemented, would make the EU a genuinely transboundary security actor, properly structured and equipped to tackle the 21st century’s internal-external security continuum. This book will be of much interest to students of European Security, EU politics, and international relations.

If the EU is to survive and prosper as an effective security actor, it requires that greater attention be devoted to taking a cohesive and common position on the relationship between EU foreign policy means and goals. The major claim of this edited collection is that there is a European grand security strategy that disciplines member state security strategies. That grand strategy has two distinct substantive goals: (1) the preservation and expansion of the EU system of security governance; and (2) the implementation of specific strategies to meet internal and external threats and sources of insecurity. The EU has sought to develop a grand security strategy that not only accounts for the proliferation of threats possessing a military or non-military character and differentiates between core and peripheral regions of interest, but also addresses the requirements to bridge the increasingly blurred boundary between internal and external security threats and the necessary reconciliation of the competing security preferences of its member states. The empirical contributions to this volume examine the EU security strategies for specific issue areas and regional threat complexes. These case studies assess whether and how those strategies have consolidated or expanded the EU system of security governance, as well as their successes and limitations in meeting the security threats confronting the EU and its member-states. This volume will be of great interest to students of EU policy, foreign policy, security studies and IR.

The book argues that the (re)development of EU migration and border control policies in response to increased migratory flows of 2015 have revealed an increasingly tangled nature of securitization of migration in the EU. This is reflected in the intertwining of security logics where migrants and human mobility tend to be securitized through different, sometimes multiple, interpretative lenses at different stages of policy framing. From a theoretical point of view, the book develops a fresh analytical perspective that further contributes to burgeoning discussion on securitization theory. By bridging the literature on policy framing and securitization it makes a significant contribution to the debates on both securitization and migration. At the end of 2009, a successor programme to the Tampere and Hague Programmes was developed under the Swedish Presidency. Called the ‘Stockholm Programme’, it was adopted at a special EU Council Summit on 10-11 December 2009. The new agenda covers the period 2010-2014 and emphasises six areas of priority. In the context of these priorities, as well as the innovations introduced by the Lisbon Treaty, this edited book analyses policy change in the AFSJ, especially as it has been affected by the rise of supranational governance in this domain. From police cooperation and crime fighting to border management and counter-terrorism, much has changed, and the EU has taken yet another step forward in the direction of supranational governance. However, the various contributions also highlight that there are still problems and challenges remaining for the AFSJ. That is, the progressive securitisation of trafficking in women for sexual exploitation within the EU’s anti-trafficking policies and the existence of two distinct and competing approaches that coexist among feminist struggles against such trend and that largely follow the two opposing views that structure feminist debates on prostitution: a neo-abolitionist approach, on the one hand, that is increasingly defended from within EU institutions, and has therefore become increasingly entangled with the securitisation of trafficking in women; and a sex work approach, on the other hand, that has been largely relegated to the domains of academia and civil society. As such, this book addresses the intersection of security and feminist neo-abolitionism within the EU’s anti-trafficking policies, as well as the de-securitising potential of the anti-trafficking advocacy of both neo-abolitionist and sex worker organisations operating at EU level. This book is unique in that it unprecedentedly brings together three bodies of literature that rarely interact: Critical Security Studies, EU Gender Studies and the feminist literature on prostitution and trafficking in women and demonstrates their fruitful interaction in an extensive empirical analysis of the EU’s internal security, violence against women and anti-trafficking policies.

It aims to assess the collective securitization process in EU counterterrorism, evaluating this as a process between a construction of security threats and the development of supranational governance through crisification. Compared to the lack of shared perception of the terrorist threat and the virtual absence of counterterrorism cooperation amongst European states in the 1970s and 1980s, the existence of EU-wide debates, legislative instruments and practical cooperation nowadays is particularly remarkable. The chapters in this volume explore this change and seek to explain it by drawing upon the concept of ‘collective securitization’. The book posits that EU counterterrorism needs to be analysed as a process driven by collective securitization as part of an ongoing process of crisification that leads to increased supranational governance. The book is both extremely relevant and timely for readers outside the area of research for several reasons. First of all, EU counterterrorism is often argued to be at the forefront of the EU’s response to new security threats. The ‘EU acquis’ on the Area of Freedom, Security and Justice (AFSJ) has grown significantly over the last years. Consequently, it is crucial and very timely to examine EU counterterrorism – exactly 20 years after the first significant measures were adopted in the wake of 9/11.
