Book excerpt: A new look at the European Union's role as a global actor, with special focus on the theme of interregionalism in its relations with key regions around the world: Africa, Asia, South America, North America and Central-Eastern Europe. This new collection clearly shows how, since the end of the Cold War, the European Union has gradually expanded its external relations and foreign policies and become a global actor in world politics. During the last decade interregionalism has become a key component of the EU’s external relations and foreign policies. In fact, the EU has quickly become the hub of a large number of interregional arrangements with a number of regions around the world. Promoting regional and interregional relations not only justifies and enhances the EU’s own existence and efficiency as a global ‘player’, the strategy also promotes the legitimacy and status of other regions, giving rise to a deepening of cross-cutting interregional relations in trade and economic relations, political dialogue, development cooperation, cultural relations and security cooperation. This book was previously published as a special issue of the leading Journal of European Integration.

Book excerpt: Bachelor Thesis from the year 2010 in the subject Politics - International Politics - Topic: European Union, grade: 8, Maastricht University, language: English, abstract: The European Union is a unique entity in our world. This paper looks at the historical development of the EU and its economic power versus its power as an actor in the realms of international relations. To demonstrate the latter case, the Iraq war is used as a case study to demonstrate the difficulties the EU has to act as one player in international relations and still very much relies on national opinions.

Book excerpt: The Treaty of Lisbon has endowed the EU with a normative human rights framework that confirms recognition as a fully-fledged regional mechanism for the protection of human rights. The aim of this book is to contribute to the growing discussion of the external human rights dimension of the European Union. Its theme sits at the crossroads between International and EU law, Human Rights, and Political Science. In moving beyond well-covered topics such as the protection of human rights within the EU, or their relevance for the accession of new Member States, this book asks the broader question of whether EU human rights law has any real relevance on a global scale. In total, The EU as a 'Global Player' in Human Rights gives an overview of the international relevance of EU human rights law by means of exemplary case-studies of the EU’s institutional and substantive protection of human rights, whilst consideration of non-European perspectives from China and Japan underline its global focus. This book will be of particular interest to researchers, students, and practitioners in International and European law, Human Rights Law, European studies and International Relations.

Book excerpt: This book argues that since 2001 the primary discursive context for articulating a European identity within the EU has increasingly become the idea of a common foreign policy for Europe. A new grand project of making Europe a true global player is being put forth and it is this as yet unrealised ideal that European citizens are now being asked to identify with.<BR> The author examines European identity as an ideological construction that seeks to elicit emotional and affective attachment to the political project of realising a utopian ideal. He unravels the discourses involved in the construction of European identity by drawing on theories and methods from discourse analysis, the study of political myths, narratology and psychoanalysis. The European Neighbourhood Policy is studied in detail, with a focus on the dynamic challenges that ensue when grand ideological statements have to be implemented in a concrete and specific context.

Available in PDF, EPUB and Kindle. Book excerpt: It has now been almost two years since the Treaty of Lisbon took effect. The time was characterized by an intensive and controversial discussion between the European Union (EU) institutions and member states on the setup of arguably the most important institutional innovation besides the new post of the High Representative of the Union for Foreign Affairs and Security Policy (HR): the European External Action Service (EEAS).The EEAS has the purpose of serving its head, HR Ashton, in fulfilling her tasks of, inter alia, conducting the EU’s Common Foreign and Security Policy (CFSP) and increasing the efficiency and coherence of EU external relations. Regarding hither to the execution of EU foreign policy, the HR admitted in the run-up to the establishment of the EEAS that “the EU can be too slow, too cumbersome and too bureaucratic”1. With the setup of the new diplomatic service the EU wished to overcome occurring difficulties that result out of the complex net of responsibilities that characterise the external relations of the EU and thus ‘give the EU a stronger voice around the world, and greater impact on the ground’2.Given the fact that the EEAS constitutes a whole new de facto institution without predecessor and was therefore built from scratch,it is very interesting from a political scientist point of view to see where and how the new service is positioned in the institutional architecture of the EU system. Since the EEAS was ought to bring together rather intergovernmental (e.g. CFSP) and supranational (e.g. development cooperation) policy spheres of EU external action, a discussion on how it can be scrutinized by grand theories of European integration seems to offer valuable insights. In section 2 this research paper first takes a deeper look at two of the most influential grand theories of European integration, neofunctionalism and intergovernmentalism. Basic assumptions and logics of the two approaches will be used to build indicators with which the overall research question of the analysis will be assessed: ¿can the two grand theories explain the institutional setup of the newly established EEAS? The empirical examination of the topic, which will mainly be based on the relevant treaty provisions and the existing decisions and reports of the EU institutions on the EEAS, follows in section 3 of the paper. Furthermore, findings of various academic articles that dealt with the EEAS in the last two years are taken into account. A conclusion summarizes the results of the analysis in section 4.

Available in PDF, EPUB and Kindle. Book excerpt: The book explores how technological competition is linked to the geopolitical contest between the US and China, and why Europe and the European Union (EU) have become involved in this competition for technological supremacy. China’s political and economic rise, the concurrent US withdrawal from the region, and the rise of new technologies such as 5G, and AI creates a new and more unstable geopolitical environment in the region. In addition, the EU, far from being a global player, finds it increasingly difficult to play a leading role. The book analyses the nature of the ultimate goal of technological competition between the United States and China and shows how and why did the EU become the centre of this struggle. The author argues that the EU has become the new battlefield of the technological struggle since wealthy societies in the EU make this competition attractive and profitable to both the US and China. By shedding light on the geopolitical motivations of China and the question of whether the US can contain China’s advance in this domain, the book will be of interest to practitioners in the fields of international relations and political science as well as policymakers and analysts employed by diplomatic services, multilateral organizations, and non-governmental organizations.

Book excerpt: In recent years climate change has emerged as an issue of central political importance while the EU has become a major player in international climate change politics. How can a ‘leaderless Europe’ offer leadership in international climate change politics - even in the wake of the UK’s Brexit decision? This book, which has been written by leading experts, offers a critical analysis of the EU leadership role in international climate change politics. It focuses on the main EU institutions, core EU member states and central societal actors (businesses and environmental NGOs). It also contains an external perspective of the EU’s climate change leadership role with chapters on China, India and the USA as well as Norway. Four core themes addressed in the book are: leadership, multilevel and polycentric governance, policy instruments, and the green and low carbon economy. Fundamentally, it asks why we have EU institutional actors, why certain member states and particular societal actors tried to take on a leadership role in climate change politics and how, if at all, have they managed to achieve this? This text will be of key interest to scholars, students and practitioners in EU studies and politics, international relations, comparative politics and environmental politics.

Available in PDF, EPUB and Kindle. Book excerpt: Europe is currently caught in a malfunction triangle between national politics, European policies, and global markets. Moreover, the democratic politics of the EU have remained national. Moreover, a single currency has been established without establishing a set of institutions to facilitate any regions of Europe to operate efficiently. The European area has been going through a lengthened period of weak economic activity and very low inflation, and there is a need to strengthen its Economic and Monetary Union, based on political stability, so as to upsurge its resilience to economic shocks. To that extent, uncertainty and political fragmentation have been amplified significantly in the aftermath of financial crises, which have been economically destructive, making crisis resolution more problematic. The crisis across Europe has led to a failure in confidence in European institutions, leading to political fragmentation of positions among Member States, and stirring up nationalistic instincts. This has impeded decision-making, averting the formation of a common growth strategy. Nevertheless, it is essential to move towards the establishment of the United States of Europe in order to avoid the collapse and disintegration of the EU.

Available in PDF, EPUB and Kindle. Book excerpt: This volume seeks to explore the complex relationship between the European Union and International Organizations, and to fill a remarkably wide gap in existing literature on the topic. Analysing the way in which the EU engages in some of the most important international organizations, this book outlines a framework for analysis within this thriving subject of study. By demonstrating how the EU supports ‘effective multilateralism’ and global governance, as well as furthering developments within foreign policy, this volume adopts a novel perspective on the EU as an international player. Seeking to move the focus of study beyond the European Union as itself an international organization, contributors set out to demonstrate EU aspirations to act within international organizations. The volume’s key features include: the first comprehensive study on this topic eight case studies of the EU, including its role within the UN, WTO, NATO, and the ICC contributions from both internationally renowned political scientists and economists The European Union and International Organizations will be of vital interest to students and scholars of international relations, European Politics, Political Science, and International Organisations. It will also be of interest to a wider readership including policy makers, diplomats, and journalists.
