Book excerpt: The pulse sector is undergoing dynamic changes globally and in several regions and countries to meet the challenge of growing demand in the face of sluggish production growth. Realizing the importance of pulses in the human diet, 2016 has been declared the International Year of Pulses (IYP). This report captures the dynamics of the pulse sector during the last three decades. The examination of pulse supply, demand, uses, trade, prices, and outlook would help researchers and policy makers make more informed decisions related to the sector. Pulse-based food is an important source of dietary protein and essential minerals, particularly for the vegetarian population. At the global level, the average share of pulses is only 5 percent of the total protein consumption but their contribution in several developing countries range between 10 and 40 percent. To meet the growing demand and raise their per capita availability, countries made efforts to increase production and explore trade opportunities to augment domestic supply. Overall between 1980 and 2013, pulses production at the global level grew at an annual rate of 1.3 percent but there were, however, two phases of pulses production at the global level. While there was almost a period of stagnation in production of pulses during the1990s, production has sharply increased since 2005. The bulk of the increase in production came from developing countries where both area and yield growth (from a low base) contributed to the production. For developed countries—where production also grew—the center of production shifted from Europe to North America and Oceania. For developing countries, two new centers of production emerged in Eastern Africa and Southeastern Asia (Myanmar).

Officially said to result from subversive activities channelled from Eritrea, Egypt and diasporic populations in the West, the evidence in fact suggests that the riots stemmed from widespread internal dissatisfaction. Large-scale land dispossessions following bilateral deals with transnational agribusiness, damming of major rivers, construction of sugar estates and industry parks as well as urban sprawl have put pressure on agricultural and rural areas. Today, displacement, drought and widening inequalities surround fears of severe food shortages and political instability. Drawing on informant testimonies, court archives, field reports and other sources, the author examines these developments in Ethiopia's lake region. He shows how transformations over time in spatial politics, state-society relations and the organization of production and exchange have influenced the situation today, and reveals the impact of these changes on a population of smallholder farmers for which agriculture is not only the mainstay of the national economy but a way of life. But recently the Ethiopian government endorsed Growth and Transformation Plan (GTP) which gives prime attention to selected industries. This study examines the likely effect of productivity expansion of labor intensive industrial activities on the macro economy, government priority industries, factor and household income and welfare of households. The sectors were selected from the Ethiopian 2009/10 SAM based on their production characteristics. The selected labor intensive sectors include dairy, grain milling, milling service, sugar refining, other food process, beverage, textile, leather product and wood products. In order to investigate the impact of a 10% increase in the technical coefficients of these labor intensive industrial activities, the study used the static stage computable general equilibrium (CGE) model. The recently updated 2009/10 Ethiopian SAM was used to calibrate important parameters of the CGE models. The 2009/10 Ethiopian SAM revealed that 45.22% and 52.13% of rural and urban households generate their income from labor. The production expansion via an increase in their technical coefficient of the sectors derived significant change on macro variables such as real GDP, government consumption demand, investment demand, household consumption, export and import of goods and services. The GDP of the economy has been increased by 3.41%. The findings also suggest that production and export increase in government prioritized industrial products largely .For instance, the production of the textile and leather sectors increased by 26.08% and 41.03%,respectively.Increasing the production of labor intensive industrial activities showed significant decline of import of priority industrial goods. It also resulted in welfare gain to all rural and urban households. The study further extends its recommendation for Ethiopia to develop a strong industrial policy aimed towards promoting labor intensive industrial activities.
