Available in PDF, EPUB and Kindle. Book excerpt: The collection of essays presented in this volume grew out of a series of lec tures given at the University of North Carolina during the academic year 1976-1977. The series was sponsored by the Soviet and East European Stud ies Program, which I chaired at the time, and the Curriculum of Peace, War and Defense, headed by James Leutze. In the ensuing years almost all the manuscripts have been redrafted at frequent intervals to reflect the changing state of knowledge in each respective discipline. The final version of the text that appears here is therefore the outcome of a long developmen tal process. It is up to date and embodies our individual views on world communism at the present juncture. Although the recent Soviet invasion of Afghanistan occurred shortly after this volume was completed, that event has not impaired the book's timeliness. The findings of Rosefielde, Lee, Valenta, and Leutze all point toward a resurgence of Soviet expansionism, and Parker explicitly predicted the Afghan invasion in the first draft of his essay, June 1978 (see p. 32).

Book excerpt: Why did the Cuban Missile Crisis happen? How was it resolved? By focusing on the roles of a number of key individuals, such as JFK, Robert Kennedy and Nikita Khrushchev, and by using recently declassified materials, this book frames answers to these questions. In so doing, it presents a cluster of new findings and arguments, including a fresh interpretation of Khrushchev's motives for putting missiles in Cuba, new information on the mystery surrounding Senator Kenneth Keating's secret sources, and evidence indicating that JFK planned to carry out a military strike on Cuba at the start of the crisis.

Available in PDF, EPUB and Kindle. Book excerpt: Konstantin Ustinovich Chernenko, a figure who appeared to the outside worid as a commonplace Russian bureaucrat cut from the mold of a Gogol short story, was elevated in 1984 to the post of general sec retary of the Communist party of the Soviet Union. Thus, a post held by such awesome, fearsome figures as Lenin and Stalin passed into the hands of someone perceived as a nondescript bureaucrat, de void of ideas or initiative, and crippled by old age and infirmity.A singular merit of this work is that it shows how far from the mark were these perceptions. This is the only full-length treatment of Chernenko. in contrast to the vast tomes written on his five predecessors as well as on the present incumbent, Mkrhail Gorbachev. The work delves into archival materials never before reported in either the East or West. The picture that emerges is not of some run-of-the-mill ap paratchik, but of a figure who in the con text of the Brezhnev era came forth with ideas that were revolutionary, at least in the sense of a realization of the deep mal aise into which Soviet economy and so ciety had fallen.Zemtsov's volume explains the paradox of a servile conservative member of th Politburo becoming an innovative, even courageous, leader during the thirteen fateful months he held Soviet power, it is a tribute to this effort at reconstruction that what emerges is a rounded human being and not simply a political actor. This analytical study of the transformation of a peasant into a politician fills out a missing link without which the current impulse to reform in the U.S.S.R. is hard to under stand or appreciate.

Available in PDF, EPUB and Kindle. Book excerpt: Proponents of arms control and disarmament are often confronted with the argument that reductions in defense expenditure lead to cutbacks in military industries and thus to economic hardship. While a reduction in defense production would cause some economic dislocation, this would be mitigated by the ability of the economy to adapt to changing patterns of production. This book, first published in 1983, assesses the likely effects of reductions in defense industries by an examination of the roles these industries play in national economies. Each chapter discusses industry employment, output, research and development, capital value, profitability, concentration and competition, internal organization and regional employment concentration. Other questions considered include the economic importance of weapons exports, the defense industry as a ‘leading edge’ in maintaining national technological capabilities, and the reliance of individual firms on defense contracting.

Book excerpt: This book is the first history of UK economic intelligence and offers a new perspective on the evolution of Britain's national intelligence machinery and how it worked during the Cold War. British economic intelligence has a longer pedigree than the Joint Intelligence Committee (JIC) and was the vanguard of intelligence coordination in Whitehall, yet it remains a missing field in intelligence studies. This book is the first history of this core government capability and shows how central it was to the post-war evolution of Whitehall's national intelligence machinery. It places special emphasis on the Joint Intelligence Bureau and Defence Intelligence Staff - two vital organisations in the Ministry of Defence underpinning the whole Whitehall intelligence edifice, but almost totally ignored by historians. Intelligence in Whitehall was not conducted in a parallel universe. This contrasts with the conventional wisdom which accepts the uniqueness of intelligence as a government activity and is symbolised by the historical profile of the JIC. The study draws on the official archives to show that the mantra of the existence of a semi-autonomous UK intelligence community cannot be sustained against the historical evidence of government departments using the machinery of government to advance their traditional priorities. Rivalries within and between agencies and departments, and their determination to resist any central encroachment on their authority, emasculated a truly professional multi-skilled capability in Whitehall at the very moment when it was needed to address emerging global economic issues. This book will be of much interest to students of British government and politics, intelligence studies, defence studies, security studies and international relations in general.
