Book excerpt: Drawing on field research and statistical data, this article is an original contribution to the understanding of the public sector “equal pay” policy and, more broadly, income distribution in China. The making and development of the equal pay policy epitomize the complexity and challenges in promoting wealth distribution in China. Surging government revenue boosts public confidence in improving civil service pay in order to build a responsible government while the widening income inequality in society complicates remuneration across sectors in China. Although the Chinese government has substantially mitigated the public-private pay gap, attempts to make pay more equal across different localities and units have largely failed in China. Compared with some developing countries, the Chinese government has fiscal capacity to pay civil servants fairly and adequately; nevertheless, substantial pay inequality within the public sector has diluted the positive effect of the civil service pay reform. The broad implication is that inclusive growth toward a harmonious society in China requires a thorough and comprehensive rethinking of China's overall income distribution system.

It has one of the highest female labor force participation rates in Asia and the Pacific at around 64% in 2013, and one of the narrowest earnings gender gaps. This study investigates how women are faring in the transition to the PRC's new growth model, and what can be done to promote women's participation. It shows how the PRC is undergoing multiple transitions that have implications for gender equality and work. For example, during the market transition, gender wage gaps and gender wage discrimination increased, reaching 33% in urban areas and 44% in rural areas. Find out how evidenced-based gender analysis can foster gender responsive policy approaches to promote women's equality in the labor market.

This book analyses the wage inequality and the gender pay gap in China from a temporal and spatial point of view, using the wage surveys available from 1995 to the present. Due to their rapid growth since the country's entry into a free market economy, the analysis carried out in this book seems crucial. Our study highlights that China is currently facing serious problems of gender pay discrimination. It also finds that the earnings of coastal provinces are much higher than those of interior provinces. In terms of wage inequality, figures in China are currently high. The spatial analysis of wages distribution shows that there are very different realities throughout the Chinese geography.

First, China is a highly-centralized state with a one-party political system that is also an authoritarian strongman regime. Thus, policies (including those related to gender) from the center are promulgated centripetally to provinces, cities, towns, villages, and local areas effectively. In terms of policy-making, the Chinese government noted that they have strengthened the Chinese Communist Party's (CCP) guide for women's work, enacted/upgraded rights protection law in the National People's Congress (NPC), actualized mechanisms for women's cause in the Chinese People's Political Conservative Conference (CPPCC), streamlined work systems for effective implementation of national gender equality policies, and augmented the Women's Federation as an intermediary between the Communist Party of China (CPC), the state, and all Chinese women. As productive forces, Chinese women in the socialist era were exemplary models of mothers and career women who treated family life and work as equally important priorities. They were upper middle class to high net worth individuals who showed their successes in juggling both as objects of moral suasion for other Chinese women in state-led publicity. Some of them were touted by the state as ideal modern Chinese women in state media, moral suasion campaigns, and/or propaganda.
