Book excerpt: Slovenia's economic transformation deviated from the usual patterns: its general approach to reforms was rather conservative and had more elements of gradualism than shock therapy. It was inclined to tolerate inflation as Slovenia decided to pursue some priorities other than fighting inflation at any price. The decisive period was between 1991 and 1994 when the government implemented crucial reforms creating favorable conditions for inflation to decrease and, at the same time, turn the economy toward sustained growth. Indeed, GDP growth rates after 1993 were between 3% and 5% while inflation remained on a moderate level. Immediately before entering the EU and ERM2 inflation was finally reduced.

Download or read book Democratic Transition in Slovenia written by Sabrina P. Ramet and published by Texas A&M University Press. This book was released on 2006-09-15 with total page 313 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first of the Yugoslav successor states to successfully build a democratic system and to enter the European Union, Slovenia stands as a model for democratic transition. This ground-breaking volume analyzes the challenges confronting the post-Communist government and evaluates the strategies adopted in refashioning its value system. Sabrina P. Ramet and Danica Fink-Hafner have assembled a team of outstanding specialists to analyze various aspects of the country’s transformation from socialism to democracy. The editors note that while a great deal has been written on political and economic questions, relatively little attention has been paid to the transformation and transmission of values and norms in Eastern Europe over the past fifteen years. Slovenia’s experience, reflected in these pages, demonstrates how a small country has created the preconditions necessary to the construction of a civic, democratic culture. Six values are emphasized as central to this project: tolerance, equality, church-state separation, respect for democratic procedure and the rule of law, human rights, and civic-mindedness. The volume editors join the other contributors in discussing the way in which Slovenia has set out to build democracy, the ways in which values are transmitted, the role of the media in a free society, the structure of educational systems, and other questions which are of concern not just to Slovenes, but to everyone who aspires to live in an open, democratic society.

Available in PDF, EPUB and Kindle. Book excerpt: After 1990, when Slovenia undertook the parth of complete political and economic transition, the economic events followed a typical transition schedule, which was evident also in some other (more successful) post-socialist economies. In the first phase after market reforms and stabilization policy were introduced, their immediate economic consquences were predominantly negative. In the second phase, which in Slovenia began in the middle of 1993, the positive effects of ma croeconomic stabilization, reforms on microeconomic level and restructuring appeared step by step. 1993 was the year in which the main reasons for transitional depression were abolished: after five consecutive years of decline. GDP finally increased by 1.3 %. In the second half of 1993 (that is two years after the independence was declared) the production in Slovenia namely started to grow again due to the growth of both export (significant surplus in current account) and domestic demand (under the influence of real wage increase). As the economy was under-utilized and inflationary expectations almost extiguished, the increase in demand could be transformed into production growth. In 1994, the expansion continued. From August 1993 (when the lowest level was achieved) to August 1994 the production in manufacturing grew by 6.3 %. Also other economicactivities' growth was positive and surplus in the current account (also in trade lanace) was achieved. Such a revival of activity, relatively favourable expectations at home, and improvement in the economic situation in Europe lead to the prediction that an increase of GDP in 1994 by at least 5 % can be achieved (in the second quarter of 1994 real GDP grew on an annual level of 6.3 %).
Book Synopsis Uncertain Path by : Rudolf Martin Rizman

Available in PDF, EPUB and Kindle. Book excerpt: In this case study of the politics of transition in Eastern Europe, Rudolf Martin Rizman provides a careful, detailed sociological explanation and narrative on the emergence of independent statehood and democracy in Slovenia, a small state whose experience is of interest to policy makers, scholars, and serious students of Eastern Europe. In his focus on the transition from an authoritarian to a democratic regime, Rizman analyzes social processes and political issues in the context of the Third Wave of democratization, identifying “zones of certainty and uncertainty.” Challenging many generally accepted ideas about small states and their transitions to democracy, this book places Slovenia’s pattern of democratization in the wider regional context of eastern and central European post-communist transitions. Rizman shows, for example, that a country’s size is merely one factor out of many, and while Slovenes considered the influence of larger states, their choices were not particularly circumscribed by them. Opening with a discussion of the relevant theoretical environment in sociology and political science, Rizman illuminates the complex processes of democratic transition and consolidation. From there, the book analyzes the internal and external processes and factors relevant for Slovenia’s successful trajectory from existence as an ethnically defined sub-nation to an internationally recognized nation-state. After careful consideration of religious, political, military, intellectual, and other socio-political stakeholders in the region, including the somewhat disturbing evidence of the salience of a new “radical Right”, Rizman concludes that Slovenia is irreversibly set on the course of democratization, with indications of having reached the early stages of consolidation.

Download or read book Party System Changes and Challenges to Democracy written by Danica Fink-Hafner and published by Springer Nature. This book was released on 2024 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book focuses on the nexus between “party system stability” and “democratic consolidation”, using Slovenia as a case study. Its findings are presented from a comparative perspective to illustrate the commonalities and differences found in research on Central European post-socialist countries and former Yugoslav countries. On the one hand, Slovenia’s characteristics (including the characteristics of its transition to democracy) are far more similar to those of Central European post-socialist countries than Western Balkan countries. On the other, Slovenia shares some similarities with other parts of the former Yugoslavia – especially its experiences with the political system of socialist self-management, elements of a market economy under socialism, and war following the end of socialism (albeit the conflict in Slovenia was very short and rather mild in comparison to those in other parts of socialist Yugoslavia). Slovenia’s experiences with rapid but limited democratic backsliding under the Janša government (March 2019–June 2022) were halted by the 2022 national election – in contrast to the more widely known cases of Hungary and Poland, where such backsliding took place incrementally over a longer period of time that included several election cycles. Danica Fink-Hafner is Professor at the University of Ljubljana, Slovenia.

Book excerpt: The transition of Slovenia is interesting because the economy of this state was able to come out of its transformational recession as one of the first reform states of Central and Eastern Europe despite unfavorable political circumstances and the break-up of former Yugoslavia. In October, 1995, four years had passed since the independence of Slovenia. In this paper we shall analyze the economic developments of Slovenia after the beginning of its transition process and its independence.
