Book excerpt: The participants in the Dartmouth Conference-so named because the first meeting took place at Dartmouth College in 1960-didn't just open up a new level of East-West understanding, they also pioneered a new kind of dialogue between adversaries. They were not government officials, yet their aim was somehow to narrow the divide between the Soviet and American governments-and indeed their peoples. Over the course of more than 40 years, as relationships warmed and trust developed, their dialogue deepened and widened. The ideas and information exchanged between them filtered into public discourse and were channeled into policymaking circles on both sides of the Iron Curtain. The impact of the Dartmouth Conference can never be measured precisely, but it was substantial. As James Voorhees demonstrates, the concept of the multilevel peace process, and especially the idea of sustained dialogue between influential but unofficial members of seemingly implacable groups, evolved as the Dartmouth process evolved. Unfettered by the constraints on official diplomats, the participants could speak with a rare degree of candor and freedom on a wide range of subjects, sustaining their conversation from one meeting to the next and building a foundation of shared knowledge. As Harold Saunders and Vitaly Zhurkin explain in a concluding chapter, the lessons learned and techniques developed at Dartmouth are being applied today in numerous settings. Drawing on extensive research and interviews, this highly readable account of the evolution of a unique peacemaking venture adds a new perspective on both the Cold War and the conduct of multilevel peace processes.

Available in PDF, EPUB and Kindle. Book excerpt: Based on formal content analysis of the writings of Admiral Sergei G. Gorshkov and past Soviet ministers of defense and heads of the Politburo, James J. Tritten interprets what the Soviets say they will do in the event of nuclear war. He then constructs a hardware and exercise analysis of the strategic employment of the Soviet Navy in a nuclear war, offering three possible cases–the a bolt from the blue, with existing forces on patrol; full mobilization; and a plausible case of partial mobilization. In addition, Dr. Tritten examines, from a Soviet perspective, concepts of deterrence, the strategic goals and missions of the fleet, nuclear targeting policy, the Sea Lines of Communication (SLOC) disruption mission, and the potential for tactical nuclear warfare limited to the sea. The author concludes by assessing the implications of Soviet politico-military planning for Western defense strategy and arms control.

Book excerpt: Force Structure, Tactics, and Modernization of the Russian Ground Forces The mighty Soviet Army is no more. The feckless Russian Army that stumbled into Chechnya is no more. Today's Russian Army is modern, better manned, better equipped and designed for maneuver combat under nuclear-threatened conditions. This is your source for the tactics, equipment, force structure and theoretical underpinnings of a major Eurasian power. Here's what the experts are saying: "A superb baseline study for understanding how and why the modern Russian Army functions as it does. Essential for specialist and generalist alike." -Colonel (Ret) David M. Glantz, foremost Western author on the Soviet Union in World War II and Editor of The Journal of Slavic Military Studies. "Congratulations to Les Grau and Chuck Bartles on filling a gap which has yawned steadily wider since the end of the USSR. Their book addresses evolving Russian views on war, including the blurring of its nature and levels, and the consequent Russian approaches to the Ground Forces' force structuring, manning, equipping, and tactics. Confidence is conferred on the validity of their arguments and conclusions by copious footnoting, mostly from an impressive array of primary sources. It is this firm grounding in Russian military writings, coupled with the authors' understanding of war and the Russian way of thinking about it, that imparts such an authoritative tone to this impressive work." -Charles Dick, former Director of the Combat Studies Research Centre, Senior Fellow at the Defence Academy of the United Kingdom, author of the 1991 British Army Field Manual, Volume 2, A Treatise on Soviet Operational Art and author of From Victory to Stalemate The Western Front, Summer 1944 and From Defeat to Victory, The Eastern Front, Summer 1944. "Dr. Lester Grau's and Chuck Bartles' professional research on the Russian Armed Forces is widely read throughout the world and especially in Russia. Russia's Armed Forces have changed much since the large-scale reforms of 2008, which brought the Russian Army to the level of the world's other leading armies. The speed of reform combined with limited information about their core mechanisms represented a difficult challenge to the authors. They have done a great job and created a book which could be called an encyclopedia of the modern armed forces of Russia. They used their wisdom and talents to explore vital elements of the Russian military machine: the system of recruitment and training, structure of units of different levels, methods and tactics in defense and offence and even such little-known fields as the Arctic forces and the latest Russian combat robotics." -Dr. Vadim Kozyulin, Professor of Military Science and Project Director, Project on Asian Security, Emerging Technologies and Global Security Project PIR Center, Moscow. "Probably the best book on the Russian Armed Forces published in North America during the past ten years. A must read for all analysts and professionals following Russian affairs. A reliable account of the strong and weak aspects of the Russian Army. Provides the first look on what the Russian Ministry of Defense learned from best Western practices and then applied them on Russian soil." -Ruslan Pukhov, Director of the Moscow-based Centre for the Analysis of Strategies and Technologies (CAST) and member of the Public Council of the Russian Federation Ministry of Defense. Author of Brothers Armed: Military Aspects of the Crisis in Ukraine, Russia's New Army, and The Tanks of August.

Book excerpt: Foreword by Admiral Sir John Woodward. When published in hardcover in 1997, this book was praised for providing an engrossing education not only in naval strategy and tactics but in Victorian social attitudes and the influence of character on history. In juxtaposing an operational with a cultural theme, the author comes closer than any historian yet to explaining what was behind the often described operations of this famous 1916 battle at Jutland. Although the British fleet was victorious over the Germans, the cost in ships and men was high, and debates have raged within British naval circles ever since about why the Royal Navy was unable to take advantage of the situation. In this book Andrew Gordon focuses on what he calls a fault-line between two incompatible styles of tactical leadership within the Royal Navy and different understandings of the rules of the games.

They have caused major damage to naval forces, slowed or stopped naval actions and commercial shipping, and forced the alteration of strategic and tactical plans. The threat posed by sea mines continues, and is increasing, in today's world of inexpensive advanced electronics, nanotechnology, and multiple potential enemies, some of which are difficult to identify. This report assesses the Department of the Navy's capabilities for conducting naval mining and countermining sea operations.

Book excerpt: In this monograph, the authors state that Russia planned the war against Georgia in August 2008 aiming for the annexation of Abkhazia, weakening the Saakashvili regime, and prevention of NATO enlargement. According to them, while Russia won the campaign, it also exposed its own military as badly needing reform. The war also demonstrated weaknesses of the NATO and the European Union security systems.

Available in PDF, EPUB and Kindle. Book excerpt: In the pantheon of air power spokesmen, Giulio Douhet holds center stage. His writings, more often cited than perhaps actually read, appear as excerpts and aphorisms in the writings of numerous other air power spokesmen, advocates-and critics. Though a highly controversial figure, the very controversy that surrounds him offers to us a testimonial of the value and depth of his work, and the need for airmen today to become familiar with his thought. The progressive development of air power to the point where, today, it is more correct to refer to aerospace power has not outdated the notions of Douhet in the slightest In fact, in many ways, the kinds of technological capabilities that we enjoy as a global air power provider attest to the breadth of his vision. Douhet, together with Hugh “Boom” Trenchard of Great Britain and William “Billy” Mitchell of the United States, is justly recognized as one of the three great spokesmen of the early air power era. This reprint is offered in the spirit of continuing the dialogue that Douhet himself so perceptively began with the first edition of this book, published in 1921. Readers may well find much that they disagree with in this book, but also much that is of enduring value. The vital necessity of Douhet’s central vision-that command of the air is all important in modern warfare-has been proven throughout the history of wars in this century, from the fighting over the Somme to the air war over Kuwait and Iraq.

Book excerpt: This collection of essays reflects the proceedings of a 1991 conference on "The United States Air Force: Aerospace Challenges and Missions in the 1990s," sponsored by the USAF and Tufts University. The 20 contributors comment on the pivotal role of airpower in the war with Iraq and address issues and choices facing the USAF, such as the factors that are reshaping strategies and missions, the future role and structure of airpower as an element of US power projection, and the aerospace industry's views on what the Air Force of the future will set as its acquisition priorities and strategies. The authors agree that aerospace forces will be an essential and formidable tool in US security policies into the next century. The contributors include academics, high-level military leaders, government officials, journalists, and top executives from aerospace and defense contractors.
