The United States has the most robust economy in the world, the dominant ideology, and a military that secures the homeland from any major conventional threat. Such a favorable situation is bound to end at some indeterminate point in the future. Though there is nothing to indicate that the situation will end in the near term, the possibility exists that the United States could be slow to recognize the rise of a state or alliance that could compete with it on equal terms (as a peer) and thus respond too late. However, moving too soon could be just as detrimental. By reacting prematurely, the United States could exhaust its resources and turn a state that might have been willing to cooperate or coexist peacefully into a competitor. The potential emergence of a peer competitor is probably the most important long-term planning challenge for the Department of Defense. This report addresses the issue by developing a conceptual framework of how a proto-peer (meaning a state that is not yet a peer but has the potential to become one) might interact with the hegemon (the dominant global power). The central aspect of the framework is an interaction between the main strategies for power aggregation available to the proto-peer and the main strategies for countering the rise of a peer available to the hegemon. Then, using exploratory modeling techniques, the pathways of the various proto- peer and hegemon interactions are modeled to identify the specific patterns and combinations of actions that might lead to rivalries.

Exploratory modeling suggests which attributes of the countries are most important and the sensitivity of the dominant power to perception errors.

An econometric model is used to assist in the formulation of this forecast. This model develops a linear regression to relate national indicators such as levels of investment, population growth, education and energy production to gross domestic product (GDP) growth. The use of the model is limited to that of "bracketing" possible rates of GDP growth. Using this model, China's potential for reaching peer status is examined in detail. Through this examination it is determined that China does not have the potential to reach peer competitor status within the next 25 years. China faces too many obstacles in terms of developing its energy production infrastructure and providing the necessary means to stop the erosion of its environment. These tasks will necessitate the investment of large sums of money which will compete with investments into the commercial and industrial sectors. As such, it is unlikely that China will accelerate its rate of GDP growth to levels above the phenomenal growth rates that it experienced during the decade 1980-1990. Plausible rates of growth will not support the build-up of a military force which could present itself as a peer competitor to the forces of the United States.

The main research question is: Is the United States' contemporary national security strategy for dealing with China appropriate in the light of political and economic development in China? The theoretical framework for this thesis' analysis addresses the issue of the emergence of a peer competitor to the US by studying how a potential peer interacts with a hegemon. Using exploratory modeling techniques, pathways of the various potential peer and hegemon interactions are modeled to identify specific patterns and combinations of actions that might lead to rivalries. The analysis of China and the US strategies leads to the conclusion that the United States' contemporary security strategy for dealing with China is inconsistent, and that it is not appropriate in the light of political and economic development in China. On the one hand, the United States is publicly proclaiming engagement, cooperation and good relations with China. On the other hand she invests heavily in defense to deter the Chinese from entering those areas that the US currently dominates. While China has chosen reform with strong elements of revolution as its main path, the US strategy is characterized by co-option and constrain. The consequence is uncertainty and to a certain degree instability.
