Book excerpt: Excerpt from Individualism and Collectivism: Four Lectures Our political practice, and our political theory, alike utterly reject those regal pre rogatives which once passed unquestioned. Though our forms of speech and our State-documents still assert the subjection of the Citizens to the ruler, our actual beliefs and our daily proceedings implicitly assert the contrary. Nor has the rejection of primitive political beliefs resulted only in transferring the authority of an autocrat to a representative body. His works ranked alongside those of Darwin and Marx in the development of disciplines as wide ranging as sociology, anthropology, political theory, philosophy and psychology. In this acclaimed study of Spencer, the first for over thirty years and now available in paperback, Mark Francis provides an authoritative and meticulously researched intellectual biography of this remarkable man that dispels the plethora of misinformation surrounding Spencer and shines new light on the broader cultural history of the nineteenth century. In this major study of Spencer, the first for over thirty years, Mark Francis provides an authoritative and meticulously researched intellectual biography of this remarkable man. Using archival material and contemporary printed sources, Francis creates a fascinating portrait of a human being whose philosophical and scientific system was a unique attempt to explain modern life in all its biological, psychological and sociological forms. Herbert Spencer and the Invention of Modern Life fills what is perhaps the last big biographical gap in Victorian history. An exceptional work of scholarship it not only dispels the plethora of misinformation surrounding Spencer but shines new light on the broader cultural history of the nineteenth century. Elegantly written, provocative and rich in insight it will be required reading for all students of the period.

Available in PDF, EPUB and Kindle. Book excerpt: John Stuart Mill is one of the hallowed figures of the liberal tradition, revered for his defense of liberal principles and expansive personal liberty. By examining Mill's arguments in On Liberty in light of his other writings, however, Joseph Hamburger reveals a Mill very different from the "saint of rationalism" so central to liberal thought. He shows that Mill, far from being an advocate of a maximum degree of liberty, was an advocate of liberty and control--indeed a degree of control ultimately incompatible with liberal ideals. Hamburger offers this powerful challenge to conventional scholarship by presenting Mill's views on liberty in the context of his ideas about, in particular, religion and historical development. The book draws on the whole range of Mill's philosophical writings and on his correspondence with, among others, Harriet Taylor Mill, Auguste Comte, and Alexander Bain to show that Mill's underlying goal was to replace the traditional religious basis of society with a form of secular religion that would rest on moral authority, individual restraint, and social control. Hamburger argues that Mill was not self-contradictory in thus championing both control and liberty. Rather, liberty and control worked together in Mill's thought as part of a balanced, coherent program of social and moral reform that was neither liberal nor authoritarian. Based on a lifetime's study of nineteenth-century political thought, this clearly written and forcefully argued book is a major reinterpretation of Mill's ideas and intellectual legacy.
