The number of paper documents doubles every four years, and the amount of information stored on all data carriers every six years. New knowledge, however, increases at a considerably lower rate. Possibilities for automatic content recognition in various media and for the processing of documents are therefore becoming more important every day. Especially in economic terms, the e?cient handling of information, i.e., ?- ing the right information at the right time, is an invaluable resource for any enterprise, but it is particularly important for small- and medium-sized ent- prises. The market for document management systems, which in Europe had a volume of approximately 5 billion euros in 2000, will increase considerably over the next few years. The BMBF recognized this development at an early stage. As early as in 1995, it pooled national capabilities in this ?eld in order to support research on the automatic processing of information within the framework of a large collaborative project (READ) involving both industrial companies and research centres. Evaluation of the results led to the conclusion that research work had been successful, and, in a second phase, funding was provided for the colla- rative follow-up project Adaptive READ from 1999 to 2003. The completion of thesetwoimportantlong-termresearchprojectshascontributedsubstantiallyto improving the possibilities of content recognition and processing of handwritten, printed and electronic documents.

Book excerpt: Evaluation has always played a major role in information retrieval, with the early pioneers such as Cyril Cleverdon and Gerard Salton laying the foundations for most of the evaluation methodologies in use today. The retrieval community has been extremely fortunate to have such a well-grounded evaluation paradigm during a period when most of the human language technologies were just developing. This lecture has the goal of explaining where these evaluation methodologies came from and how they have continued to adapt to the vastly changed environment in the search engine world today. The lecture starts with a discussion of the early evaluation of information retrieval systems, starting with the Cranfield testing in the early 1960s, continuing with the Lancaster "user" study for MEDLARS, and presenting the various test collection investigations by the SMART project and by groups in Britain. The emphasis in this chapter is on the how and the why of the various methodologies developed. The second chapter covers the more recent "batch" evaluations, examining the methodologies used in the various open evaluation campaigns such as TREC, NTCIR (emphasis on Asian languages), CLEF (emphasis on European languages), INEX (emphasis on semi-structured data), etc. Here again the focus is on the how and why, and in particular on the evolving of the older evaluation methodologies to handle new information access techniques. This includes how the test collection techniques were modified and how the metrics were changed to better reflect operational environments. The final chapters look at evaluation issues in user studies -- the interactive part of information retrieval, including a look at the search log studies mainly done by the commercial search engines. Here the goal is to show, via case studies, how the high-level issues of experimental design affect the final evaluations. Book excerpt: The fourth campaign of the Cross-language Evaluation Forum (CLEF) for European languages was held from January to August 2003. Participation in this campaign showed a slight rise in the number of participants from the previous year, with 42 groups submitting results for one or more of the different tracks (compared with 37 in 2002), but a steep rise in the number of experiments attempted. A distinctive feature of CLEF 2003 was the number of new tracks and tasks that were offered as pilot experiments. The aim was to try out new ideas and to encourage the development of new evaluation methodologies, suited to the emerging requirements of both system developers and users with respect to today’s digital collections and to encourage work on many European languages rather than just those most widely used. CLEF is thus gradually pushing its participants towards the ultimate goal: the development of truly multilingual systems capable of processing collections in diverse media. The campaign culminated in a two-day workshop held in Trondheim, Norway, 21–22 August, immediately following the 7th European Conference on Digital Libraries (ECDL 2003), and attended by more than 70 researchers and system developers. The objective of the workshop was to bring together the groups that had participated in the CLEF 2003 campaign so that they could report on the results of their experiments.
