The requirements for the C2V stipulate that it must support mobile operations and that it must support command and control (C2) from within the confines of the vehicle. However, in early testing, some human operators exhibited motion sickness during moving operations. As a result, the Human Research and Engineering Directorate of the U.S. Army Research Laboratory, in cooperation with the National Aeronautics and Space Administration's Life Sciences Division, was directed to perform a study to quantify the incidence and severity of motion sickness and any associated performance decrement. The study would discriminate between motion effects in the C2V in parked, moving, and short halt in each seat in three seat configurations. Twenty-four soldiers were exposed to each of 12 seats (four seats in three vehicle configurations) for a 4-hour.

During a cell, subjects completed a motion sickness and mood scale and the Delta cognitive battery. Half the subjects were also instrumented to record physiological correlations of motion sickness. Each cell included an initial (parked) administration of the test batteries followed by two test batteries while moving and three test batteries during short halts. Fifty-five percent of the subjects reported an average motion sickness score, indicating moderate to severe symptoms. Symptoms were not mitigated by short halts. One subject was withdrawn from the study because of severe and persistent symptoms. Performance was significantly worse during moving operations than in parked, with a partial recovery during short halts. Performance degradation was comparable to blood alcohol equivalencies at or above 0.08% in 35% of the soldiers during movement and 22% during short halts. There was no significant difference between seat or vehicles in any of the measurements

Book excerpt: To maintain the pace of modern battle and to support the fielding of digital command and control systems, the U.S. Army needed to develop a new command and control vehicle (C2V). As part of an evaluation of human performance on automated command and control tasks in the C2V, this study attempted to quantify the effect of vehicle movement on computer operators. Fourteen subjects, who had computer and tracked vehicle experience, completed a subset of the Expanded Complex Cognitive Assessment Battery (CCAB) running on U.S. Army tactical command and control system (ATCCS) common hardware in the C2V. The tests were performed in stationary, vehicle idle, road march (secondary road at 20 mph), and cross-country (sandy river bed at 10 mph) conditions. Subjects were exposed to each condition for 30 minutes in the morning and again in the afternoon. After each condition, subjects completed questionnaires about human-machine interface and subjective discomfort. Subjects also completed a stress assessment questionnaire at the beginning of the test, after each cross-country trial, and at the end of the day. Although some subjects experienced discomfort and one was completely incapacitated by motion sickness, vehicle movement did not degrade cognitive performance of most of the test measures. In all cases, subjects were able to operate the computer in all vehicle movement conditions. The questionnaires and stress measurements showed a small effect from vehicle movement. An analysis of variance of the CCAB scores showed a significant degradation in performance for one subtest when idle and road march conditions were compared. The overall conclusion was that, at the speeds tested, the subjects were able to compensate for any stressors caused by vehicle movement.

Book excerpt: Requirements for mobility and speed in battle command led to the development of a mobile, digitized command and control vehicle (C2V). Conducting battle command in a C2V impacts how the individual and team will acquire, process, and disseminate information. To test the effect that the C2V will have on battle command performance requires an evaluation of both individual and team performance. Cognitive test batteries exist to assess individual performance. The current effort was to develop a task battery for use in evaluating team performance. Four team performance functions (information exchange, resource matching, coordination, and error checking) were proposed and used to guide the selection of tasks to form a team performance task battery. Tasks were selected from a large sample of group tasks identified and assessed for applicability to the team performance functions. Tasks that most exemplified each of the four functions and that could be used to support the C2V test were compiled into a task list and developed for implementation. Task development included creating, gathering, or assembling stimulus materials, instructions, and test protocols. Manual versions of all the selected tasks and digital versions of some tasks were developed. A sufficient number of replications of each task were developed to support the C2V test design. Four of the tasks developed were used during the C2V test. It was concluded that the C2V environment impaired performance of all group performance tasks, especially those that required a great degree of coordination and integration. Future research must expand this initial effort to empirically define and validate team functions and related tasks.

The CVCC system includes a digital Position Navigation system, a digital Command and Control Display, the Commander's Independent Thermal Viewer, and digital workstations in the Tactical Operations Center. The evaluation reported here compared the CVCC system with Baseline (conventional) capabilities in terms of a battalion's operational effectiveness. Using M1 tank simulators in the Mounted Warfare Test Bed at Fort Knox, Kentucky, unit commanders and executive officers with crews were integrated with semiautomated vehicles under their control to form complete tank battalions. Each battalion completed four days of training and testing culminating in a simulated combat test scenario. One of a series, this report documents improvements in the performance of unit and vehicle commanders, along with lessons learned. Companion reports address training issues, soldier-machine interface findings, and performance from a tactical perspective. The collective findings help determine combat doctrine, materiel requirements, training requirements, and operational effectiveness parameters for future automated C3 systems supporting mounted warfare.

The test was conducted to examine: (a) the effects of movement on the ability of crews to work effectively as a team, (b) terrain impacts on team performance tasks, and (c) the effect of distributed team operations. Sixteen National Guardsmen, divided into four-person teams, served as participants. The evaluation design was similar to a 2 (Movement: Stationary, Moving) x 2 (Terrain: Paved, Course A) x 2 (Communication: Intravehicle, Intervehicle) with the baseline occupying the position of the nonfitting control arrangement. The effects of movement on team performance were evaluated by conducting some trials while the C2V was stationary and other trials while it was moving. The influence of terrain on team performance was studied by conducting some trials on Course A of the Perryman test course and the remaining trials on a paved 3-mile course. In the intravehicular communication condition, the four members of a team were housed in the same C2V and worked together on the same task. Teammates had visual contact and communicated verbally via intercom. Two teammates were in each C2V for the intervehicular manipulation. It was concluded that the C2V environment impaired all group performance tasks, especially those that appeared to demand a great degree of coordination and integration. Team performance was below the baseline when crews were housed in the C2V, regardless of whether the vehicle was stationary or moving, although movement increased the deleterious impact of the C2V on group performance. The impact of terrain on performance was inconclusive, possibly because of the small sample size and the limited number of situational conditions examined.
